Description Context: Since 2012, ACF has been present in Yemen and has been scaling up its emergency intervention substantially throughout 2016. The mission is now amongst one of the largest International NGOs in the country and is recognized as one of the key emergency actors in the country.  ACF in Yemen is responding to the current crisis using a multisector emergency approach (Nutrition & Health, Food Security, WASH and Mental Health programming), and to a multiple large-scale and interconnected emergencies: conflict, food security and cholera epidemic. Along with UNICEF, ACF designed and is piloting the country’s first Rapid Response Mechanism, and is representative of the INGO community on the HCT, ICCM, Access Working Group and the HPF Advisory Board.

ACF is operationally working in 2 bases: Hodeida (to target the northern governorates) and Aden (to target the southern ones), with its coordination team located in Sana’a. In total, the Yemen mission counts 270 national staff and 20 international staff based in Amman, Sanaa, Hodeidah, and Aden.

 

Your role:

Under the responsibility of the Deputy Country Director, you will be in charge of guaranteeing the quality and the relevance of WASH Department strategy and interventions of the mission, in conformity with ACF and international standards and national policies.

More precisely, your main responsibilities will be:

  • Contribute to define the country strategy as well as the strategy and positioning of the WASH technical department
  • Coordinate needs identification and the formulation of project proposals
  • Oversee the programs’ implementation and reporting
  • Guarantee the quality and accountability of projects
  • Ensure the active participation of ACF in national sectoral coordination and technical forums and develop sectoral partnerships
  • Manage your team
  • Promote capitalization, technical development and research within the WASH Department

Expériences / Formation du candidat You have an advanced degree in WASH sector with minimum 3 years of experience in the field of humanitarian work in development or emergency context with at least a solid experience of 2 years of professional WASH technical and coordination experience, preferably in an NGO.

You demonstrate an ability to provide professional technical advice in a broad range of WASH technical areas: Hardwares and Softwares.

You also have strong technical and coordination experience; experience in dealing with institutional donors and working in inter-agency coordination forums (Clusters, working groups, etc.).

You are well known for your excellent interpersonal, organizational, multitasking, team player and communication skills.

You have strong capacity to work in tense conditions and insecure and volatile context, knowing that travels to the field sites will be regular.

You are fluent in written and spoken English. Arabic will be consider as an asset.

Salaire / Indemnité Status:  6 months fixed-term contract, provided by ACF according to the French legislation, starting the 1st October 2019.

Remuneration and benefits:

  • Monthly gross salary from 2688€ to 3433 € upon experience.
  • Per diem and living allowance: 257€ + 356€ (cf eurocost) net, field paid.
  • + 12 % of monthly gross salary as country allowance (216€ to 276€)
  • + 16% of monthly gross salary as reimbursement of retirement insurance for non-French citizen. (288€ to 368€)
  • + Child allowance, limited to 5 children

Transportation and accommodation:

  • Coverage of transportation costs to and in the mission.
  • Individual room in guesthouse covered

Medical coverage: 100% coverage of medical expenses + repatriation insurance.

Leaves and RnR:

  • 25 days of paid leaves per year.
  • + 20 RnR per year.
  • + 215 € at each RnR period (averagely every 3 months)
  • Coverage of the transportation expenses to the RnR area of reference.

Training:

  • Free and unlimited access to the certifying e-learning platform Crossknowledge ©
  • Technical trainings at HQ or regional level (averagely 1 per year).
  • Intermission Workshop once a year.
  • Opportunity of coaching (DP) or mentorship.
  • Participation to external trainings costs upon eligibility of the request.
