 Action Agasint Hunger recruits 01 Country Director (Re-Announcement)

Action Agasint Hunger established it’s presence in both Liberia and Sierra Leone in 1991 during the Civil War and since then has been operational in the two countries by implmeneting various humanitarian and development programes related to health, nutrition, food security/livelihoods and advocacy geared towards the reduction of the prevailance rates of under-nutrition in both countries. Since January 2018, the two countries have been clustered/merged and now operating under a single management structure. Currently, Action Against Hunger has over 90 staff and partner organizations spread across various districts and counties in both Liberia and Sierra Leone. The coordination office is based in Freetown, Sierra Leone overseeing the operations in Monrovia’s Office, Moyamba Field Ofice and Wester Areas. Both countries are quite peaceful and the security situaitoin relatively remains quite and calm.

  • You must ensure that systems / procedures are in place and being properly implemented, and that they ensure the proper management, well being and safety of ACF staff, and the proper use of ACF resources.
  • You must build on best practices previously developed on the mission.
  • You must create a shared vision among all staff. S/he is responsible for promoting ACF Charter and ensuring an organizational culture where ACF core values are embedded, team work is encouraged and all staff feels valued.
  • You will effectively lead and manage complex change proceses in both countries.
  • You are responsible for establishing and maintaining good working relationships with host government officials, donors and other partners.

Expériences / Formation

Ideal candidates should hold a Master’ s degree in development / humanitarian aid, international relations or a field relevant to Action Agaisnt Hunger’s expertize (WASH, FSL, Health, Nutrition, Advocacy).

  • At least 5 years of project management experience in international NGOs.
  • Leadership and management skills in a complex international setting.
  • Good knowledge and experience of leading and managing complex change processes.
  • Knowledge and experience of managing multi-country programes.
  • Extensive knowledge and understanding of Humanitarian coordination mechanism.
  • Extensive experience of grant management and development and knowledge of the main donors policy and requirements, as well as strategic planning and program design and development.
  • Understanding of different methodologies of monitoring and evaluation and experience in developing MEAL systems.
  • Fluency in English (written and spoken)

This is an exciting and challenging opporutnity to work with a team of national/international staff and partner organizations in a clustered mission. Both countries went through a nationalization process during 2017-18 and now most of the staff on key positions are nationals from both Liberia and Sierra Leone. The country director leads a dynamic team spanning both countries, fostering innovative approaches in health, WASH and food security based on system strengthening, public private partnership and community participation. There is a lot of learning space together with a need of concerted efforts and leadership to risk management and capacity improvement to ensure adherence to donor’s and AAH compliances.

Salaire

Contract: 12 months fixed term contract under French legislation

  • Monthly gross salary from 3 370€ to 3 895€ upon experience.
  • Per diem and living allowance: 470€ (cf eurocost) net, field paid.
  • Monthly Country Allowance : 150€
  • + 16% of monthly gross salary as reimbursement of retirement insurance for non-French citizen.
  • This is a Non-Family Duty position

Transportation:

  • Coverage of transportation costs to and in the mission

Medical coverage: 100% coverage of medical expenses + repatriation insurance.

Leaves and RnR:

  • 25 days of paid leaves per year.
  • + 20 RnR per year.
  • Coverage of the transportation expenses to the RnR area of reference (Ghana)
