The Opportunity
As the Senior ITN Regional Technical Advisor, you will provide strategic technical leadership, coordination, and oversight for PMI Evolve’s Insecticide-Treated Net (ITN) activities in Francophone West Africa and beyond. This includes support for mass campaigns, continuous distribution (via schools, ANC/EPI, community-based), and new delivery models adapted to changing funding environments. You will work closely with PMI Evolve Chiefs of Party (COPs), Vector Control Managers (VCMs), NMCPs, and global technical teams to advance life-saving malaria prevention interventions.
This position will focus on strengthening country programs with high-quality technical inputs, cross-country learning, and systems to improve planning, implementation, supervision, supply chain management, community mobilization, and reporting. You will serve as a critical bridge between national malaria programs, PMI Evolve, and global stakeholders to ensure cost-effective, scalable, and locally owned vector control solutions.
This position is expected to be based in Dakar, Senegal or neighboring locations in West Africa and open to candidates with existing work authorization.
Project Description
The U.S. President’s Malaria Initiative (PMI) Evolve Project, awarded to Abt Global in December 2022, supports national malaria programs with the planning, implementation, and monitoring of vector control interventions, including insecticide-treated nets (ITNs), indoor residual spraying (IRS), and essential entomological monitoring required to make vector control decisions. PMI Evolve is supporting a mix of mass campaigns and continuous ITN distribution channels such as schools, health facilities (ANC/EPI), and community-based approaches. This position plays a key role in strengthening regional technical capacity, aligning country efforts with global best practices, and ensuring the delivery of high-quality, cost-effective, and life-saving ITN interventions.

- Support the co-development of annual work plans and activity budgets with country teams and NMCPs.
- Serve as a technical advisor to COPs and VC Managers, with dotted-line relationships to in-country VC Managers and/or ITN Coordinators.
- Lead or support remote and in-person training for field staff and government counterparts on ITN planning, microplanning, supervision, logistics, and SBC.
- Collaborate with NMCPs and partners to adapt ITN strategies to funding realities, epidemiological priorities, and local contexts.
- Leverage prior experience leading ITN distribution planning across diverse delivery channels to advise and support national malaria programs and PMI Evolve country teams
- Provide quality assurance of technical deliverables including workplans, training materials, microplanning tools, supervision checklists, and post-distribution reports.
- Offer remote or on-site support for supply chain and logistics coordination, including quantification, ITN tracking, storage, and waste management.
- Contribute to global and regional learning by documenting and disseminating lessons learned, innovative practices, and operational insights from ITN activities.
- Participate in country-level and regional coordination platforms with NMCPs, donors (e.g., PMI, GFATM), and implementing partners.
- Support cost-efficiency and cost-effectiveness assessments of ITN delivery models, with the goal of maximizing impact with available resources.
- Work with MEL and Digital teams to track implementation progress and data use for decision-making.
- Any other duties as assigned.
