The Opportunity

Abt Associates seeks a Senior Climate Information and Services Specialist for the anticipated USAID-funded Scaling Up Investment in Weather and Climate Information Services in Senegal Activity (WCIS 2).

As the Senior Climate Information and Services Specialist, you will be responsible for identifying sector level gaps in the collection, collation, analysis of and transfer of weather and climate information, the packaging and dissemination of climate information and the utilization of climate services by small farmers and other market system actors. In collaboration with the team, you will be responsible for developing and testing a strategy for scaling out access, use, and benefits of climate services across the farming community in Senegal.

The purpose of the five-year activity is to enhance resilience, productivity, and nutritional outcomes in fishing and agriculture systems (i.e., farming, livestock, pastoralism) through expanding the use of Weather and Climate Information Services (WCIS) and early warning systems for flood control and drought forecast in the face of increased climate uncertainty and weather hazards.

  • Objective 1: Bolster ANACIM’s engagement with user communities, and public and private sector actors and institutions to develop public-private partnerships that foster increased demand for WCIS.
  • Objective 2: Scale up public and private investment in the development of the WCIS value chain.
  • Objective 3: Expand the enabling conditions and respond to the need to integrate climate change and WCIS in the Nutrition and Water Resources Management sectors.

Work is expected to begin in late 2023. The position is contingent on the contract being awarded to Abt Associates. This position will be based in Senegal and will report to the designated Chief of Party for the Activity.

Core Responsibilities

  • Evaluate agroclimatic data-/technology-related gaps and opportunities to meet the management and decision-making needs of small farmers and other market system actors (e.g., financial and insurance institutions).
  • Identify sector level gaps in the collection, collation, analysis of and access to climate data, the packaging and dissemination of climate information and the utilization of climate services by small farmers and other market system actors.
  • Study possible legal/regulatory limitations regarding the scaling of the collection, collation and analysis of climate data, and the packaging and dissemination of climate information.
  • Assess the institutional capacity (human and infrastructural) of the Agence National de Conseil Agricole et Rural (ANCAR), the Agence Nationale de l’Aviation Civile et de la Meteorologie (ANACIM) and other key WCIS Senegal stakeholders to expand the dissemination of agroclimatic information.
  • Propose suitable mechanisms for reaching small farmers and explore private sector partnerships (e.g., with telecommunications companies) for demand-driven dissemination of agroclimatic information.
    Based on the findings of your research, recommend project design elements that will help address the identified gaps and barriers.

What We Value

  • Bachelor’s Degree + 12 years, master’s degree + 10 years or Ph.D. + 8 years of relevant experience.
  • University degree in Climatology, Meteorology, Agricultural Science, Natural Resources Management, or a closely related field.
  • Ten (10) years of relevant experience in collection, processing, analysis, and dissemination of agroclimatic data and information in Senegal
  • Fluent in French and working knowledge of English.
  • Experience in conducting research related to agriculture and climate change, using both quantitative and qualitative methods.
  • Experience working with key public and private agricultural stakeholders in Senegal, including small farmers.
  • Experience working as part of a multidisciplinary team of remotely working experts.
  • Familiarity with geographic information systems (GIS), remote sensing applications, and information and communication technology (ICT).
  • Familiarity with standard office software, such as MS Office (Word, Excel, Power Point).
  • Strong documentation, record keeping and reporting writing skills.
