Evaluation of MCC’s Senegal Transmission Project
Abt Associates is seeking a qualified consultant to support the anticipated evaluation of the Millennium Challenge Corporation’s Transmission Project in Senegal. This position is contingent upon award of the project to Abt Associates.
The objective of the Transmission Project is to support Senelec’s ongoing efforts to develop a reliable high-voltage transmission network in and around greater Dakar and effectively capitalize on private sector-led investment in generation ensuring that electricity is reliably delivered to consumers. To accomplish the Transmission Project Objective, the Project will build out the transmission network, replace transformers to address grid reliability and electricity quality, and add operating reserves (e.g., network management improvements and batteries for energy storage) to address network stability issues.
The evaluation will answer questions about the extent to which the project was implemented according to plan (in terms of quantity and quality of outputs) and whether the project achieved its stated objective in the timeframe and magnitude expected.
Indicative Roles and Responsibilities
- Provide expertise in power systems modelling, measurement and analysis, including generation, (high-voltage) transmission, and distribution.
- Support the design and implementation of the evaluation by providing expertise on transmission substation capacities, transformer replacement, battery storage, network management activities, and transmission networks.
- Contribute to all major deliverables including the Evaluation Strategy Memo, the Evaluation Design Report, the Baseline Report, the Implementation Report, and the Final Evaluation Report.
- Contribute to the development of data collection instruments and participates in data collection activities, where needed.
- Collaborate with the evaluation team to interpret findings.
- Participate in presentations and other dissemination activities.
Required Qualifications
- At least eleven years of experience in power systems modeling, measurement, and analysis.
- Experience serving as technical expert on at least one ex-post evaluation of an electricity grid improvement project, preferably one that is seeking to improve the high-voltage transmission network in a developing country.
- Experience with the design, delivery, or management of remote electricity grid monitoring systems.
- Bachelor’s degree in Electrical Engineering or similar field.
Preferred Qualifications
- Experience inspecting buried cable/underground or submerged transmission lines.
- Experience with the design, delivery, or management of remote electricity grid monitoring systems, and analyzing metering data.
- Professional proficiency in French strongly preferred.
- Fluency in Wolof.
