The Opportunity

As the PMI Evolve Entomology MEL Specialist, you will be responsible for managing and implementing monitoring, evaluation and learning functions. You will play a critical role in measuring our progress towards intended results and informing evidence-driven decisions. You are the point-of-contact for implementing our MEL plan successfully at the country level and ensuring our program staff and key stakeholders have access to the data they need, when they need it.

Core Responsibilities

  • Regularly evaluate the completeness and quality of entomological data in the project’s DHIS2-based data management system.
  • Support the maintenance of the project’s DHIS2-based data management system by regularly updating key documentation, including but not limited to: geographic areas where entomological data collection is being conducted and information on user access specification.
  • Routinely communicate with project members (global support and country teams) and/or subcontractors to ensure timely data recording and prompt editing of any necessary data are completed.
  • Support the testing and implementation of new MEL tools and systems, including but not limited to: mobile data collection, upgraded software versions, DHIS2-based management of laboratory data, etc.
  • Provide support to the lead entomologist in the development of summary data tables, figures and dashboard items for reports and presentations.
  • Lead training of data entry clerks, technicians, or other key stakeholders on the use of standard project MEL tools and practices
  • Work with key stakeholders and partner organizations to respond to data requested and exports
  • Collaborate with and support National Malaria Programs to support discussions around the adaptation of national entomology databases, if not already existing.
  • Prepare and lead capacity building efforts for key stakeholders including training, documentation of best practices, data collection forms or other tools.

What We Value

  • Bachelor’s Degree + 2 years of relevant experience, or Master’s Degree
  • Bachelor’s Degree + 5 years of relevant experience or Master’s Degree +3 or PHD
  • Demonstrated experience and interest with managing MEL on USAID-funded projects; experience with malaria and/or entomology programs is preferred.
  • Proven track record in managing data collection, data management, analysis and reporting activities.
  • Demonstrated experience in using Excel is required.
  • Experience using DHIS2 for country health management information system and mobile data collection platforms (DHIS2, ODK, CommCare, or other similar programs) is highly desirable.
  • Strong analytic and quantitative database management skills and report writing.
  • Good interpersonal, communication and analytical skills
  • English language fluency (language requirements by country)
  • Willingness to travel to the field to provide on-site support as needed.
