Association Camerounaise de Marketing Social (ACMS) is PSI’s local affiliate in Cameroon. The Acting Country Representative (Acting CR) will oversee all aspects of ACMS, in close coordination with the Deputy CR.  The Acting CR will focus on financial and internal controls, risk reduction and program delivery (Malaria and Reproductive Health).  ACMS receives funding from USAID, the German government, private foundations and other international donors. The Acting Country Representative will assist in representing PSI to government, key stakeholders and donors; supervise staff; assist with new business opportunities; ensure contract compliance; manage financial, administrative and logistical resources; prepare and execute budgets, marketing plans and work plans.

We are looking for an Acting Country Representative (CR) based in Yaoundé, Cameroon to lead implementation of PSI’s awards in collaboration with the Ministry of Health (MOH).  The Acting CR should have significant management and international experience with international donors, an interest in private sector approaches to development, relevant language skills, and be capable of managing a diverse staff.  We are looking for someone with a proven track record of delivering results in multi-million-dollar field offices and fast paced environments under challenging conditions. Cameroon’s program is highly impactful and highly rewarding for those who thrive when given a serious management challenge.
Jointly with the Deputy CR, the Acting CR will have full programmatic and financial responsibility for all existing heath projects, as well as execute PSI’s Global Strategy in Cameroon. In addition to proven skills in organizational management, the ideal candidate will have demonstrated ability to manage a complex platform, increase health impact and maintain excellent partnerships with donors, the government and other key stakeholders. The Acting CR will report to the Senior Director, Francophone and Lusophone Africa in Washington, DC.

Your contribution
The Acting CR will assume strategic, programmatic and operational management and oversight for Cameroon’s grant portfolio. The Acting CR will be responsible for achieving a high level of project performance while assuring compliance with regulations across a range of donors and financial/administrative best practices. Specific tasks are:
-Oversee ACMS Projects.
Ensure contract compliance and programmatic deliverables for these projects.
Ensure smooth communications with PSI/W technical teams for these projects.
Remain aware of security threats in project zones and liaise with PSI/W security department.
-Ensure Financial and Internal Controls.
Support the DCR and Finance Director in ensuring that PSI and donor requirements regarding financial oversight and controls are met and ensure collaboration with appropriate teams in PSI/W;
Assist with development of annual and project budgets in accordance with donor and PSI/W regulations;
Meet reporting and compliance requirements as required by donors and PSI/Washington;
Ensure that all PSI financial policies and procedures are followed and validated by internal evaluations and external audits;

-Assess the operations departments (finance, procurement, HR, logistics, admin) in light of recent organizational growth, working closely with the DCR and PSI/W Field Financial Support Department. Conduct similar assessment in field offices.
-Represent PSI to stakeholders (government, donors, partners, etc.).
-Work with Chairperson of ACMS Board of Directors, ensuring regular communications.
-Proactively perform risk assessments to identify and mitigate risks, including operational, financial, legal, contractual, reputational and safety. Ensure that mitigation actions are implemented and proactively work with HQ to ensure adequate oversight and support is provided across teams.
-Promote and demonstrate an ethical environment in line with PSI’s values of honesty and acting with integrity.

The basics:
1.Previous experience with PSI as Country Representative or Chief of Party of a large project.
2.Relevant post-graduate degree (MBA, MPA, MPH, MD, PhD) or equivalent experience; special consideration will be given to candidates with a proven track record that combines strong management and technical skills;
3.At least 8 years of experience managing people, budgets and international public health programs of similar size in Sub-Saharan Africa;
4.Significant demonstrated fundraising, personnel and financial management experience;
5.Strong knowledge and respect for a complex and deepening compliance environment and the ability to assure ACMS/PSI meet such requirements;
6.Proven leadership demeanor: calm under pressure, diplomatic, and decisive;
7.Fluency in French and English with excellent writing skills
8.Proficiency in word processing, the use of Excel, and data analysis.
9.References will be required.
10.The successful candidate will be requierd to pass a background check.
