Cadre organisationnelThe Economic Commission for Africa’s (ECA) mission is to deliver ideas and actions for an empowered and transformed Africa; informed by the 2030 Agenda and Agenda 2063.
The mission will be guided by ECA’s five new strategic directions which are: advancing ECA’s position as a premier knowledge institution that builds on its unique position and privilege to bring global solutions to the continent’s problems and take local solutions to the continent; developing macroeconomic and structural policy options to accelerate economic diversification and job creation; designing and implementing innovative financing models for infrastructure, and for human, physical and social assets for a transforming Africa; contributing solutions to regional and transboundary challenges, with a focus on peace security and social inclusion as an important development nexus; advocating Africa’s position at the global level and developing regional responses as a contribution to global governance issues.
This position is located in the Finance and Budget Section within the in the Division of Administration in United Nations Economic Commission for Africa in Addis Ababa, Ethiopia. The Finance Assistant works under the overall supervision of the Chief of the Finance and Budget Section and the direct supervision of the Chief of the Payroll and Disbursement Unit.
ResponsabilitésWithin the delegated authority, and under the direct supervision of Chief of the Payroll and Disbursement Unit and under the overall guidance of the Chief of the Finance and Budget Section, the Finance Assistant will be responsible for the following duties:
Budget:• Provides support with respect to the review, analyses and preparation of the medium-termplan and its revisions.• Prepares supporting documents (narrative and supporting tables) with respect to finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements.• Assists managers in the elaboration of resource requirements for budget submissions.• Monitors expenditures and compares with approved budget; prepares adjustments as necessary.• Reviews requisitions for goods and services to ensure (a) correct objects of expenditure have been charged, and (b) availability of funds.• Monitors integrity of various financial databases.• Verifies accuracy of input data, ensuring consistency of data in previous allotments to new allotments issued.• Co-ordinates with other finance and budget staff on related issues during preparation of budget reports.
Claims:• Process and review payment requests for Individual contractors, Consultants, Vendors and Institutional Contracts through the creation ERP system documents• Process roster Travel Advance payments for Financial Authorizations for meeting participants• Process Expense Reports• Respond to enquiries raised by Individual contractors, Consultants, Vendors and Institutional Contracts• Liaise with cashiers, other divisions and banks regarding payments
Payroll• Maintain payroll Master data in ERP• Extracting, Analyzing and uploading periodic payroll reports• Prepare and Follow-up Payroll payments• Review and process staff entitlement payments• Liaise and collaborate with all concerned parties to ensure Payroll process• Respond to Payroll related queries
General• Keeps up-to-date on documents/reports/guidelines that have a bearing on matters related to programme, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures.• Drafts or prepares correspondence to respond to enquiries in respect to relevant financial and budget matters.• Maintain and keep up-to-date files.• May be responsible for providing guidance, training and daily supervision to other general service staff in the area of responsibility.• Performs other related duties, as assigned.

FormationHigh school diploma or equivalent is required.
Certificate/coursework/training in accounting, finance or related area is desirable.
Job – Specific QualificationPassing the UN’s Global General Services Test (GGST) is required. Please refer to the Special Notice section for additional information about the GGST.
Expérience professionnelleA minimum of seven years of work experience in finance, budget, accounting, administrative services, banking or related area.
SAP/ERP experience is desirable.
Connaissances linguistiquesEnglish and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required; knowledge of French is desirable. Knowledge of another official United Nations language is an advantage.

Notice spécialePassing the Global General Service Test (GGST) is a prerequisite for recruitment consideration in the General Services and related categories in the United Nations Secretariat. This position is subject to local recruitment pursuant to staff rule 4.4 of the United Nations Staff Rules.
