On behalf of the consortium, World Wildlife Fund (WWF) Nepal, Hariyo Ban Program invites proposals from all eligible VAT registered consulting firms to undertake the assignment, “Support for Capacity Enhancement of Local Governments for Ecosystem-based Adaptation and Community Led Initiatives for COVID-19 Response.”

The major objective is to support selected local levels to develop (new) or review (existing) Municipal level disaster preparedness and response plan integrating CCA, DRR, Ecosystem resilience including response to COVID-19 pandemic and capacity enhancement of the Rural Municipalities/Municipalities.
The specific objectives of the proposed actions are to:
Facilitate process to develop/review local governments’ disaster preparedness and response plan integrating CCA, DRR and Ecosystem resilience.
Support municipality authorities to incorporate short- and long-term response to COVID-19 pandemic in the plan as well as to similar pandemic in future.
Enhance capacity of Local Disaster Management Committee and Planning/Coordination Committee of the local governments through delivery of training package and necessary tools and equipment.
To meet the objectives, multiple consulting firms will be hired through competitive process. The consultant will prepare the package for any three local levels from the list provided above. The consultant shall clearly state the appropriate methodology in the technical and financial proposals as per the outline stated below:
Review ‘Revised National Framework on Local Adaptation Plans for Action’ (Revised LAPA Framework, recently approved by GoN), Differential Impact Assessment and Response Planning Framework (DIA-RP, prepared by Hariyo Ban Program), COVID-19 protocol of GoN and other pertinent literatures/documents. Follow the revised LAPA Framework, DIA-RP and COVID-19 protocols while preparing the plans.
Review policies and plans of the concerned local levels (if they are available in public domain)
Capacity assessment of LDMC (Local Disaster Management Committee) or committee related to CCA, DRR at local level
Vulnerability and capacity assessment (VCA)
Develop Municipal level plan based on VCA following participatory approach integrating CCA, DRR, Ecosystem resilience and COVID-19 response,
Design training program in consultation with concerned local level authorities, relevant experts and Hariyo Ban Program team.
In consultation with the local level and Hariyo Ban Program, prepare a list of tools and equipment required for disaster preparedness including COVID-19 response.
Arrangement of meetings, workshops, and training program in consultation with the relevant government agencies.
Submit inception report along with detail implementation plan for inputs and endorsement from Hariyo Ban Program Team
Prepare periodic progress reports and final project completion report (technical and financial)
Additional inputs/cost-share from the consultant’s side will be considered positively in the proposal evaluation. While submitting the proposals, it should be clearly stated whether the consultants are open to providing technical assistance in local levels other than the ones mentioned in their proposals.
The Program, under its Small Grants Program1 initiative, aimed to support local governments to enhance their disaster preparedness and response capacity through development (new) and review (existing) of their disaster preparedness and response plans, including incorporation of provisions to respond to COVID-19 and similar pandemic in the future. Hence the Program called for proposals for Disaster Response and Management Grant under Small Grants Program and selected proposals from the following 15 Municipalities for implementation:
Bedkot Municipality (Kanchanpur),
Tikapur Municipality (Kailali),
Thakurbaba Municipality, (Bardia),
Pokhara Metropolitan City-21, (Kaski),
Myagde Rural Municipality, (Tanahun),
Byas Municipality (Tanahun),
Arughat Municipality (Gorkha),
Marsyangdi Rural Municipality, (Lamjung),
Devchuli Municipality, (Nawalpur),
Chapakot Municipality, (Syangja),
Waling Municipality, (Syangja),
Gaidakot Municipality, (Nawalpur),
Malika Rural Municipality, (Myagdi),
Mangala Rural Municipality, (Myagdi), and
Dhawalagiri Rural Municipality, (Myagdi)
The interventions from Hariyo Ban Program will be packaged in accordance with the accepted proposals. This work will be carried out in coordination and collaboration with concerned local governments, community institutions and likeminded organizations focusing on three critical issues at the moment: (i) how to take the emergency response actions effectively in a community-based approach, (ii) how to mobilize local resources quickly in strategic manner, and (iii) how to encourage local community people proactively to participate in addressing COVID-19 pandemic.
Funding Information
The Consultant should submit a financial proposal that includes a detailed breakdown of the project budget. The maximum budget limit for this service is NPR. 3,600,000/- (In words: three million six hundred thousand rupees only), inclusive of 13% VAT, for a package of three local levels. The payment is subject to tax deduction as per prevailing government rules.
The Municipal level plan and training shall be completed within 4 months of project signing.
Deliverables
The consultant shall be responsible for following deliverables:
Inception report with detail implementation plan and a clear strategy on how this assignment will be carried out in a pandemic situation
Training curriculum, including pre-and post-test after training events
Municipal level disaster preparedness and response plan integrating CCA, DRR and Ecosystem resilience and COVID-19 response
List of tools and equipment required for disaster preparedness including COVID-19 response
Quarterly progress status reports
Final technical report along with other relevant documents and high-resolution photographs (if any)
Financial report with supporting invoices
