PURPOSE OF POSITION:
Lead the planning, implementation, monitoring and reporting of the Nutrition Technical Programme at the national level and in all programs and projects implementing this technical program; this in accordance with World Vision International (WVI) and World Vision Niger (WV Niger) policies, standards and procedures and the orientations, policies and programs of the Government of Niger.
This position will coordinate the technical capacity building of WV Niger staff, partners and communities (including children) and will establish and/or strengthen the needed relationships and partnerships for the increase of the number
of children under five who are well nourished.
MAJOR RESPONSIBILITIES
-Provide leadership in achieving WV Niger Strategic Objective 1 ( »Increase the number of children 0-5 years who are well nourished  »).
-Ensure that leadership and the field staff of WV Niger know the orientations, policies and programs of the Government of Niger and the donor’s priorities and approaches in terms of Nutrition and Livelihoods.
-Lead the monitoring and evaluation (base line and end line) of the Nutrition Technical Programme, in alignment with WV’s strategy, standards, guidelines and processes.
-Field monitoring of the faithful implementation, by staff and partners, of Nutrition recognized approaches.
-Develop or adapt and disseminate diagnostic, analysis and reporting tools that will help field staff to better document and share the impacts of Nutrition projects.
-Ensure that all World Vision Niger nutrition data and information are aggregated, processed and analyzed at a national level to inform programming, advocacy and decision-making.
-Communicate, as soon as possible, with leadership and coworkers on any programme quality issue for it to be addressed collectively.
-Submit monthly, semi-annual and annual Nutrition Technical Programme reports in the specified timeframe and format. As and when required, adopt the format proposed by the Ministry of Health, the donor or WVI.
-Provide regular technical support to Nutrition field staff through targeted training, tools and resources in order to facilitate effective and quality implementation.
-Facilitate the introduction of innovative practices, methodologies or approaches in the implementation of the Nutrition Technical Programme.
-Identify emerging nutrition and livelihood training needs and integrate them into the training plan of field staff and partners.
-Establish contacts and strategic relations with potential donors and partners (local and international NGOs, Government services …) for funding opportunities of Nutrition and/or Livelihoods projects.
-Actively contribute to the process of identifying, assessing and designing grant projects proposals to strengthen and diversify funding of the Nutrition Technical Programme, in line with World Vision Niger’s strategy.
-Design and implement, in collaboration with the PDRA Department, a pre-positioning plan with the main donors in the Nutrition and Livelihoods sectors in Niger to achieve the objectives of World Vision Niger.
-Collaborate with the Gift in Kind (GIK) unit in the planning, acquisition, transportation and distribution of medical products and equipment and pharmaceuticals for effective and efficient programming and visibility of World Vision
-Niger in the provision of nutrition services in the country.
-Represent World Vision Niger at the UN agencies and partners’ nutrition cluster by actively participating in meetings and activities of this cluster and sharing reports with the leadership.
-Support the creation of or strengthen a strategic partnership between World Vision Niger, other NGOs, Universities and Research Institutes, the Ministry of Health and the Directorates and Agencies in charge of Nutrition and Livelihoods in order to establish an active network of information sharing and learning about children under five nutrition.
KNOWLEDGE, SKILLS & ABILITIES:
-Master Degree in Medical Sciences with specialization in Nutrition, or in Public Health, or an equivalent degree.
-Good communication (written and oral) and interpersonal skills.
-Very good adaptability in rural areas and empathy with and for children.
-Strong interpersonal skills with the ability to build personal relationships within a team.
-Skills in Microsoft Office, Lotus Notes or similar database, email and Internet programs.
-Experience of 5 to 10 years in a Nutrition and / or Public Health program / project.
-Effective in written and verbal communication in English.
Preferred Skills, Knowledge and Experience:
-Doctorate / PhD in Medical Sciences, with specialization in Nutrition, Public Health, or an equivalent degree.
-Very good knowledge of laws, guidelines and programs in nutrition and livelihoods of the Government of Niger.
-Experience in defining, influencing or evaluating public health or nutrition policies in West Africa countries.
Work Environment/Travel:
-The position requires ability and willingness to travel domestically and internationally up to 15% of the time.
