World Vision Uganda is a Christian relief, development and advocacy non-government organization dedicated to working with children, families and communities to overcome poverty and injustice. We currently work in over 82 districts in Uganda implementing projects in health & nutrition, water, sanitation & hygiene (WASH), livelihoods & community resilience, education and child protection. World Vision (WV) is committed to the protection of children and adult beneficiaries from exploitation and abuse and will not employ people whose background is not suitable for working with the beneficiaries above. Position: Associate Director Advocacy

Report to: Programme Quality Director

Location: National Office

Purpose of the position:

The Associate Director Advocacy will be responsible for leading World Vision Uganda’s advocacy work at local and national levels in both development and refugee response programming. The role will also support World Vision’s international advocacy work, where relevant.

The jobholder will work collaboratively with advocacy staff, technical specialists and others to build World Vision Uganda’s reputation at national level and to engage in policy advocacy with government and other key stakeholders to support child well-being objectives specified in the World Vision Uganda National Strategy.

The role will also include responsibility for technical guidance and strategic oversight to World Vision Uganda’s local-level advocacy and social accountability programming. This position will lead World Vision Uganda’s advocacy campaigns, notably the It Takes a World.

Key Outputs/Responsibilities.

Policy advocacy

-Develop and maintain a policy advocacy strategy in collaboration with key stakeholders (internal and external).

-Implement that strategy including direct engagement in advocacy with key stakeholders and decision makers.

-Stay abreast of key developments in the policy and political environment.

-Collaborate with relevant colleagues in to support effective advocacy of policy and child well-being issues related to refugees.

-Enhance the visibility and reputation of WVU as Uganda’s leading child-focused organization.

Local-level advocacy/social accountability

-Oversee effective implementation of WVU’s Citizen, Voice & Action (CVA) project model across all development programmes.

-Ensure strong linkages between field-based CVA work and WVU’s national policy advocacy agenda.

Campaigns & collaborations

-WVU’s major campaigns are well designed and implemented (notably It Takes a World and Joining Forces).

-WVU actively and effectively participates in selected awareness raising days (e.g. World Breastfeeding Week).

External engagement & representation

-Develop effective relationships with key stakeholders in government (including Permanent Secretaries and MPs).

-Develop and maintain effective collaborations with like-minded organizations and foster working relationships for enhanced effectiveness.

-Represent WVU in various fora as a senior staff member.

Other

-In collaboration with the Learning & Evidence team, enhance WVU’s capacity to effectively monitor and build evidence around its advocacy work.

-Support the development process of the new National Strategy and related Technical Programmes to ensure that advocacy is appropriately and effectively included.

Team work and team management

-Provide effective management to child protection technical team.

-Contribute to the overall leadership of the Programme Quality division.

Qualifications: Education/Knowledge/Technical Skills and Experience

-Post-graduate degree in law, public policy, social sciences or other relevant field is a requirement.

-Academic and/or direct programming experience and expertise in the field of public policy and/or child rights advocacy.

-Minimum of 5 years’ experience in advocacy and/or public policy role.

-Experience in staff management

-Strong working knowledge of working with Ugandan Government (especially MoES, MoGLSD, and with parliamentary processes)

-Experience in working with child rights or child-focused issues a strong advantage

-Strong capacity in leadership, relationship management/networking, and coordination is essential.

-Proactive personality, self-driven and strongly motivated.

-Spiritual maturity, interfaith knowledge and a biblical worldview – ability to articulate and model our Christian identity and mission in an inclusive way.

-Demonstration of well-developed interpersonal skills, excellent communication skills, both verbal and written.

-Proven conceptual & analytical skills, ability to take an evidence-based approach to programme design.

-Ensure a gender perspective in the scope of work.

-Proven facilitation skills.
