The purpose of the position:
The purpose of this position will broadly provide technical and management leadership to design and implement of country specific technical NTD cross sector coordination strategies. S/he will establish and maintain relationship with high-level government and key stakeholders to influence and building consensus toward collaboration across sectors. The Technical Specialist will shape the Cross-sector coordination country priorities, communicate a clear rationale for choices of the NTDP and provide recommendations to the NTDP and ACT | West program for changes in emphasis or direction. The Technical Specialist will provide project briefings and updates to ACT | West program leadership and represent WV in meetings with key stakeholder partners in the country.
Major Responsabilities:
-Support the NTDP/MOHs to maximize efficiencies and program effectiveness through leveraging and complementing related health sectors interventions including malaria, basic education, water, sanitation, hygiene, and maternal and child health to reach greater numbers with NTD interventions.
-Develops and implements a strategy that facilitate several USAID funded interventions to work across sectors to help countries establish long-term, cost-effective NTD control programs (e. g., soil transmitted helminthiasis, schistosomiasis);
-Develops and maintains collaborative and beneficial relationships with key stakeholders across sectors, relevant government agencies, bilateral and other NGOs and consistently maintained and viewed as a knowledgeable resource in their technical area.
-Maintains a constructive dialogue and technical exchange with ACT | West counterparts and technical staff of implementing partners and Coordinate the participation of overlapping NTD programs and complementary development-sector programs in the country-level work plans;
-Assist the NTDP/MOHs and implementing partners on identifying complementary interventions funded by USAID and/or other donors in the areas of Nutrition, WASH, and Education and assist the MOHs on the implementation of actions that facilitate the collaboration between programs;
-Collaborate with ACT | West consortium partner lead (FHI360 or HKI) in the conceptualization and implementation of policies that enable the mainstreaming of NTDs programs into the national health system
-Support the program to leverage cross-sector technical leadership and non-traditional public health platforms and Responsible for planning and scheduling country cross sector coordination work flow and timetables, within area and function guidelines
-Influence design and scope of initiatives and programs and Develop strategies and tools for the design and implementation of specific technical components. And Ensure the quality of implemented technical activities and systems at all levels
-Lead annual planning to ensure that plans are made to meet the targets set out in the project design and Understanding and developing budgets and finance, including expenditures, research and development appropriations, return-on-investment and profit-loss projections
-Establish and maintain effective project reporting, evaluation, and communication systems. Submit timely, accurate and professional reports that meet donor requirements
-Monitor local context and report on how changes in context may affect program activities. This includes changes in the security environment
-Provide Short Term Technical Support to other ACT | West program countries in the region and/or Represent WV and ACT | West professional meetings and conferences as needed.
Qualifications: Education/Knowledge and Experience
-Masters or PhD Degree or its International Equivalent Public Health, Behavioral, Life/Social Sciences International Development or Related Field.
-8-11 Years of experience in the implementation of public health or other infectious diseases programs.
-At least 5 years of experience in the implementation of WASH, Malaria, Nutrition and/or Education projects. Experience with WASH and School Health Programs is highly desirable.
-Oversee and leads projects, set realistic priorities, and plan for the successful implementation of activities.
-Experience in managing or working on USAID funded projects is strongly preferred.
-Written and published materials related to technical area e.g., journal articles, job aids, training curricula, and other tools would be an advantage.
-Fluent in English and/or French.

-Proactive approach, good organization and time management skills, and ability to prioritize and manage workload
-Strong budgeting and financial management skills
-Leadership and teamwork capabilities that includes coaching and motivating staff to high level of performance, & engaging in effective cross cultural & cross functional working to achieve shared goals in the absence of direct line management authority
-Experienced networker with strong negotiation skills and an ability to maintain a good up to date knowledge of the grant opportunities and trends in WV ´s priority sectors.
Working Environment / Conditions:
-Work environment: Good analytical skills, good communication culture and agrees to work and take phone calls after hours of service,
-Travel: 10 % International trip is required.
