PURPOSE OF POSITION:
The GAM Program Manager plays a critical role in funding acquisition and grant management in the most fragile contexts in DRC, including the current Ebola Response. In 2018, World Vision DRC declared a Protracted Emergency Crisis – Sustained Humanitarian Response (SHR). The grant-funded SHR allows the National Office to respond with agility to humanitarian crises as they occur as well as to maintain operations in the most fragile of contexts. Currently, the SHR covers the CAT III-level Ebola outbreak in the East, the ongoing conflict-related crises in Tanganyika and Kasai Provinces, and the CAR refugee crisis in the Northwest of the country.
By mobilizing a cross-functional team to support grant acquisition and management objectives for the SHR, the Program Manager will directly contribute to WV DRC reaching more than 5 million children with life-saving relief and development by 2021. The right person for this role will be able to deliver high-quality project proposals that result in portfolio growth, manage a team to ensure effective grant management, maintain positive relationships with key donors, and travel frequently to support WV DRC’s teams throughout the areas included in the Sustained Humanitarian Response.
MAJOR RESPONSIBILITIES:
Write proposals (Bilateral, Multilateral, WV) in concert with technical advisors, operations staff, and support services in response to the needs and the EVD Response Strategy. Possess the capacity for multi-sector program design that uses a multi-modality approaches as feasible (Cash/Voucher, GIK, Technical Support). Working knowledge of French is necessary for success in this position.
Ensure reports are submitted on time and in-line with field-level donor expectations and requirements.
Serve as primary point of contact for support offices and donor colleagues. Work with operational teams to support donor requests, engagement, and positioning for funding.
Manage the MEAL team to ensure that project monitoring, evaluation, accountability, and learning elements are effectively executed and integrated into each project. Where possible, ensure that common indicators are used to evidence impact across programming and geographic locations.
Represent World Vision and its capacity and operations to donors, clusters, and other key stakeholders in order to resource operations plan to address humanitarian needs, as required.
Support Finance in tracking of response funding to ensure response strategic priorities are funded and effective leveraging of available funding (including funding matrix).
Share information (including analysis) with internal and external stakeholders on a regular basis to meet their information requirements, including the development of a regular situation report.
Provide grant management for designated projects to support timely implementation, to ensure operations are in alignment with context, and to submit reporting to donor organisations and relevant WV stakeholders.
Support P&C to develop staff care and capacity building plan specifically on programming and grant management, as required.
KNOWLEDGE, SKILLS & ABILITIES:
Must be at minimum a holder of a Bachelor’s Degree in Political Sciences, Development, Anthropology or other related Social Sciences. Master’s degree in Development or diploma in NGO Management preferred.
Minimum 2 years of experience working as Senior Program Officer with progressive responsibilities.
Must have experience managing staff.
Highly analytical with demonstrated problem-solving skills.
In-depth knowledge of project/logframe design and proposal writing.
Demonstrable experience working with or submitting proposals to major donors, such as ECHO, USAID, WFP, UNICEF, DFATD IHA.
Good understanding of World Vision and SPHERE standards, and accountability mechanisms such as HAP, the Red Cross and NGO Code of Conduct.
Highly effective written and verbal communicator.
Good networking skills and ability to interpret and present information with influence and impact.
Demonstrated ability to work cross-culturally.
Must be a committed Christian, able to stand above denominational diversities.
Attend and participate in daily devotions and weekly Chapel services.
Perform other duties as required.
Working Environment/Travel:
Work environment: Office-based.
Travel: Up to 40 % local travel is required.
