PURPOSE OF POSITIONTo provide Administrative and Financial Management support to the Cluster Program as per WV policies, procedures and Donor standards to support achievement of Child Well Being Outcomes.

MAJOR RESPONSIBILITIES

10Financial Planning, Budgeting and Control.Participate in Annual Planning and budgeting process and prepare Area program budgets in LEAP format and in Horizon.Participate in semi-annual budget review meetings and take appropriate actions in budget amendmentsPrepare monthly budget expenditure against Budgets reports to inform management decisions.Upload semi-annual and annual budgets in horizonReview all purchase requests and payment requisitions against approved budgetsConsolidate procurement plans for Area Programs within the cluster in a timely mannerProvide technical support in proposal budget preparationFacilitate timely monthly funding for programs/projects against approved budgets and cash flowsTimely Completion of Accurate AP Budgets and Submission on Horizon for approval by SO’s.Zero Overspending occurs and underspending is within acceptable limits.
15Financial accountability/reportingPrepare accurate and timely monthly, semi-annual and annual financial reports for relevant stakeholdersReview and analyze sun system reports for the Area Programs such as Core Project Financial Reports, Program Financial Reports, Advances & Payables Aging Analysis (IA 264 & IA 269) and the Financial Responsibility Checklist, on monthly basis and share with cluster managementCoordinate and convene monthly field financial review meetings at cluster level, document and take necessary actionFollow up on monthly expense reports for advances given to partners for financial reportingManage business and travel advances in line with FFMTimely and accurate Financial Reports available for Management decision Making.All staff Advances within the Cluster are Current.
15Risk ManagementCoordinate and facilitate internal and external audits and ensure timely submission of management responsesReview and update cluster MWRAPs on finance related issues and support the implementation of mitigating controlsReview all transactions in line with established WV internal controlsFollow up on all audit recommendations on cluster audits to ensure 100% implementation.Preparation of Internal Control Self-Assessment Templates.Conduct regular project/programs financial reviews for compliance, risk assessment and mitigationCluster Program attains acceptable ( Green ) Audit rating.Cluster has updated MWRAP Template.
10Capacity Building of staff and partnersBuild capacity of the project accounting staff as well as non-financial staff in financial managementBuild the capacity of partners on financial requirements and donors requirementAssist partners in forecasting a cash flow plan for project activities.Assist partners to provide accurate and timely financial reports.Assist programme staff to review partners monthly or quarterly plans of action and make recommendations for improvement.Monitor compliance of partners to donors or finance requirementConduct orientation on finance and finance policies to newly hired staffParticipate in capacity assessment of partners and build their capacity in financial managementCapacity Building plan in place for all Partners and staff.
15Disbursements Management.Ensure timely payments of suppliers and staff.Review codes for all transactions for accuracy and ensure appropriate posting in the general ledgerEnsure proper filing system for all financial transactions in placeEnsure all transactions are adequately supported by backup documents before payment is madeTimely submission of invoices to Shared Service, timely action on queries and follow up on any pending invoices.Ensure that all Suppliers invoices are paid on time in line with Regional OTP benchmarks.
10Management of Fixed Assets.Ensure that the Area Programs and cluster office keep updated Asset Registers, consolidate and send to National Office on Quarterly basis.Perform Fixed Assets Inventory at least once per year.Reconciliation of account 511 & 580 and Fixed Assets Register.Ensure all assets are tagged and all movements are tracked.Ensure WV warehouses and stores are well managed and monthly inventory reports generated and submitted to Head Office by due dateCluster has an updated Fixed Assets Register.
10Fleet management and Accountability.Review all fuel requisitions and analyze fuel invoices before posting to general ledgerEnsure all motor vehicles repairs and usage are duly approvedEnsure safe custody of all cars. Motorcycles and log booksReview all motor vehicle and Motorcycle monthly usage reports and take immediate action as necessary.Analysis of account 170 and ensuring that all prepayment of Fuel is accurately ant timely retired \ Justified.Timely and accurate Accountability for Fuel.
5Strategic Networking and Partners Financial Management.Review partners financial systems to ensure they have sufficient internal controls and risk mitigation strategies to manage funds.Review partners’ financial records and audit reports where appropriate to ensure compliance with local legislation and generally accepted accounting principles (GAAP) in accordance with the risk profile and funding amounts.Participate in financial assessment of potential partnersExcellent Financial Management of Sub-grants and Partners.All Balances in account 172 is current.
5People ManagementMotivate staff and inspire staff engagement for increased productivityFacilitate on job training and coaching as appropriateIn collaboration with staff establish annual performance agreementsSupport development of individual development plans in alignment with individual career path and organizational goalsConduct mid-year and annual performance reviews

KNOWLEDGE, SKILLS AND ABILITIES-Bachelor Degree in Accounting, Finance or Business Administration or other relating field
-At least 3 years of experience in NGOs as Accountant or in similar field
-CPA or ACCA certification. (Preferred)

Preferred Skills, Knowledge and Experience:-Very good computer skills in Excel & Sun-systems software.
-Demonstrated ability in supervision
-Experience in managing donor funds
-Working knowledge of Grants operations, finance services and practices
-Good planning and organizational skills
-Customer service approach using tact and diplomacy in dealing with staff-related to work environment needs
-Ability to maintain effective working relationships with all levels of staff and partners
-Ability to exhibit exemplary lifestyle as interpreted in specific local cultural context
-Ability to write and speak English Fluently.

Work Environment:-Work environment: ADP-based with frequent travel to project sites and to Head Office
-Travel: 25% Domestic travel is required.
-On call: 20%
