World Organisation for Animal Health recruits 01 Regional Animal Health Coordinator – OIE sub-regional Representation for South East Asia in Bangkok (Thailand)

Description Context:

The World Organisation for Animal Health (OIE) is the intergovernmental organisation responsible for improving animal health worldwide. The standards it develops for the trade of live animals and products of animal origin are recognized by the World Trade Organization as reference international sanitary rules (http://www.oie.int/fr/). Based on its standards on the performance of Veterinary Services, the OIE has developed a set of tools aiming at evaluating and strengthening the national Veterinary Services.

The OIE has 182 Members and is present on all continents through 12 Representations, including the Sub-Regional Representation for South East Asia, based in Bangkok, Thailand.

The OIE has a mandate to improve animal health and welfare globally by developing standards, guidelines and tools to support its Member Countries in disease prevention and control. The OIE’s strategy focuses on strengthening existing health systems to (i) support early detection, (ii) rapidly respond to, (iii) and report animal and zoonotic disease outbreaks.

Activities related to transboundary animal diseases (TADs) are mainly conducted under the Global Framework for the Progressive Control of Transboundary Animal Diseases (GF-TADs) which is a joint initiative of FAO and OIE. The GF-TADs mechanism combines the strengths of both organisations to achieve agreed common objectives, to empower global and regional alliances in the fight against Transboundary Animal Diseases (TADs), to provide for capacity building and to assist in establishing programmes for the specific control of certain TADs based on global and regional priorities.The OIE is looking for a Regional Animal Health Coordinator for the OIE Sub-Regional Representation for South-East Asia

Positioning and reporting

Under the authority of the OIE Director General, under the supervision of the OIE Sub-Regional Representative for South-East Asia, and in close collaboration with other colleagues in charge of animal diseases prevention and control.

Missions and activities

The Regional Animal Health Coordinator will be responsible for the following:

Implement the Global Strategies for foot and mouth disease (FMD) and peste des petits ruminants (PPR), and the Global Initiative for African swine fever (ASF) in South East Asia, as well as relevant sub-regional frameworks or strategies. His/her task will include:

  • Contribution to the development of the next SEACFMD Roadmap;
  • Contribution to the development and implementation of an action plan to control and prevent transboundary animal diseases (TADs) in South East Asia, in line with the Global Strategies/Initiatives;
  • Coordination of the activities related to TADs control and prevention in South East Asia, with a focus on ASF;
  • Organisation of relevant workshops and meetings;
  • Participation in the development of guidelines and tools;
  • Report regularly on these TADs and on the activities conducted, in accordance with Donors’ requirements;
  • Coordinate closely with other colleagues in South East Asia in charge of animal diseases prevention and control and other Projects, colleagues from technical departments in the OIE Headquarters and from the GF-TADs Regional Secretariat (managed by the OIE Regional Representation for Asia Pacific in Tokyo);
  • Coordinate with colleagues from FAO;
  • Represent the OIE in relevant regional and international meetings, seminars and conferences;
  • Promote the visibility of the OIE as an independent, scientific and highly professional centre of excellence throughout South-East Asia;
  • Carrying out any other cognate duties.

In addition, the OIE Director General or the Sub-Regional Representative may, where necessary, assign to the incumbent any other duties within his or her area of competence, or request him or her to represent the Director General in designated meetings, seminars, conferences or other types of public fora (including the media).

Qualifications

  • At least 10 years proven experience in animal disease control programmes;
  • Proven experience in project management, including with monitoring and evaluation;
  • Experience in a South East Asian or international environment would be an asset;
  • A degree in Veterinary Medicine, with Master’s or PhD degree is an advantage;Requirements

Technical skills

  • Excellent command in spoken and written English;
  • Excellent reporting skills
  • Proficient in the use of MS Office software (word processing, spreadsheet, internet and e-mail, presentations and simple databases).

  • Good communication, facilitation, analytical and diplomatic skills;

The post is Bangkok-based (Thailand) with travel in South East Asian countries and possibly to Pacific countries (PNG and Timor Leste) and to the OIE Headquarters in Paris (France).
Salary: EUR 3,500 (depending on the level of qualifications, experience and funding constraints)
Duration: Two (2) years – Renewable
