The World Organisation for Animal Health (OIE) is the intergovernmental organisation responsible for improving animal health worldwide. The standards it develops for the trade of live animals and products of animal origin are recognized by the World Trade Organization as reference international sanitary rules (http://www.oie.int/fr/). Based on its standards on the performance of Veterinary Services, the OIE has developed a set of tools aiming at evaluating and strengthening the national Veterinary Services.

The OIE has 182 Members and is present on all continents through 12 Representations, including the Sub-Regional Representation for South East Asia, based in Bangkok, Thailand.

The Indo-Pacific Centre for Health Security (IPCHS) is an initiative launched by the Australian Government in October 2017 which aims to contribute to the avoidance and containment of infectious disease threats in the Indo-Pacific with the potential to cause social and economic harms on a national, regional or global scale.

Through the ‘Australia-OIE One Health Partnership’ the OIE will be enabled by IPCHS to provide expertise, financing and support to the above objectives in IPCHS’s target region. The overall objective of the Project is to contribute to improved regional health security by:

• Assisting target countries’ Veterinary Services strengthen prioritised capabilities.
• Developing target countries’ veterinary and veterinary para-professionals workforce by supporting the use of international standards for their education and training in support of a One Health approach; and
• Improve regional animal disease (including zoonoses) outbreak reporting using OIE World Animal Health Information System to inform decision-making by national Animal and Human Health Services.

The OIE is looking for a Project Officer at the OIE Sub-Regional Representation for South-East Asia

Positioning and reporting

Under the authority of the OIE Director General and the supervision of the OIE Sub-Regional Representative for South-East Asia and his Deputy.

Missions and activities

The Project Officer will be responsible for assisting the Project Coordinator in the implementation of the Australia-OIE One Health Partnership, in close collaboration with the OIE HQ.

Responsibilities of the Project Officer include, but are not limited to:

Project Management:

Support the Project Coordinator in operational planning, implementation, reporting and other core project functions, including:

• The development and review of a Results Framework and Theory of Change;
• Continuous results-based monitoring of the Project;
• The development and operationalisation of annual workplans and the preparation of annual reports;
• Organisation of the Project Steering Committee meetings;
• Development of a monitoring plan and monitoring of progress along output and outcome objectives of the Project;
• Design and coordination of final and mid-term evaluations of the Project in-line with OECD-DAC Criteria for Evaluating Development Assistance;
• Conceptual integration of cross-cutting development issues, including Gender, Climate Change and Inclusive Development.
• Ensure coordination with other relevant projects in the region and in particular projects between the OIE and the Australian Government Department of Agriculture;

Project Implementation:

In close collaboration with the relevant departments in OIE Headquarters, relevant officers from the OIE SRR-SEA and relevant OIE Reference Centres:

• Implement activities in the target countries;
• Assist in developing/implementing pilot methods to strengthen Animal Health Services’ capacities in Veterinary Leadership and Management;
• Reinforce and expand partnerships with national and regional stakeholders, such as Veterinary Statutory Bodies (VSBs) and Veterinary Education Establishments (including those training veterinary paraprofessionals);
• Implement activities relevant to the development of the Veterinary and Veterinary paraprofessional workforce, including: Veterinary Education Support, including Twinning; harmonised VPP education; strengthening VSBs;
• Review previous activities related to veterinary education support and identify areas where additional support would lead to further qualitative improvement of the veterinary workforce;
• Explore how to support countries establishing a sustainable VSB;
• Assist in supporting the ASEAN VSB Network to harmonise the rules and procedures in the regulation of veterinary professionals in the region
• Contribute to the OIE activities related to One Health, including antimicrobial resistance and rabies, in close partnership with relevant regional and international institutions;
• Support, the organisation of regional training seminars for National Focal Points with relevance to One Health and OIE WAHIS and of regional workshops on topics relevant to the two Australian projects (Australian Department of Agriculture and Australian Department of Foreign affairs and trade);

In addition, the OIE Director General or the Sub-Regional Representative may, where necessary, assign to the incumbent any other duties within his or her area of competence, or request him or her to represent the Director General in designated meetings, seminars, conferences or other types of public fora (including the media).

Qualifications

• A degree in Veterinary Medicine or in Veterinary Public Health would be an asset;
• At least 5 years of professional experience in a national veterinary administration or international organisation;
• Proven working experience in Development Cooperation, preferably in the agriculture or health sector;
• Experience in Veterinary Workforce Development would be an asset;
• Experience in a regional (Asia) or international environment would be an asset;
• Experience in management of capacity building programmes;
• Experience in project management, including M&E and operational planning.

• Proficient in the use of office software (word processing, spreadsheet, internet and e-mail, presentations and simple databases).

Salary: EUR 2,500 (depending on the level of qualifications, experience)
Duration: Two (2) years – Renewable subject to funding
