STANDARD MINIMUM QUALIFICATIONS
Education: Completion of secondary school education. A post-secondary certificate in the area of Economics or other Social Sciences, Agriculture, or a related field, or/and other relevant areas is desirable.
Language: Fluency in both oral and written communication in English and Portuguese.
ORGANIZATIONAL CONTEXT
These jobs are found in Sub-Offices (SOs). The job holders typically report to the Head of Sub-Office or the designate.
At this level, job holders are responsible for the completion of a range of specialized and/or standardized processes and activities requiring some interpretation of standard guidelines and practices. Job holders are able to recommend a course of action to staff at various levels and may allocate tasks to other support staff. They work under minimum supervision, perform basic analyses and compile reports to support information consistency and smooth implementation of programmes/projects.
JOB PURPOSE
To  support the sub-office in coordinating and performing monitoring activities within Cabo Delgado province, or Nampula province, or Gaza & Inhambane provinces, and provide reports to support the effective delivery of assistance.
KEY ACCOUNTABILITIES (not all-inclusive)
• Process (activity) monitoring: Ensure field monitors implement on-site distribution monitoring as per CO guidance for distribution monitoring.
• Process (activity) monitoring: Ensure field monitors implement on-site FFA monitoring as per CO guidance for FFA monitoring.
• Process (activity) monitoring: Ensure field monitors implement on-site school meals monitoring as per CO guidance for school meals monitoring.
• Process (activity) monitoring: Ensure field monitors implement on-site MAM-treatment monitoring as per CO guidance for MAM-treatment monitoring.
• Process (activity) monitoring: When possible, conduct spot-checks during distributions and other programme activities to make sure minimum monitoring requirements are being adhered to.
• Process (activity) monitoring: As and if required, support the mechanisms for beneficiary feedback (e.g. hotline, suggestion box, etc.).
• Output monitoring: Provide standard trainings for cooperating partners on WFP operational practices in general, and, in particular, on output monitoring tools and methods in order to support partners to independently self-monitor and to contribute to the visibility of WFP in the coverage areas.

Transfer Modalities (Food, Cash, Vouchers) Demonstrates ability to facilitate, under guidance, food assistance programme implementation that deploys full range of transfer modalities with an understanding of basic principles guiding modality selection and implementation.
Knowledge of Specialized Areas Understands basic technical concepts and data andtheir relevance to food assistance programmes.
Emergency Programming Displays capacity to provide inputs into the development, implementation and realignment of high quality emergency programmes.
Strategic Policy Engagement w/Govt Understands and applies basic principles of engagement with government counterparts at the national or local level.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
• Two or more years of progressive experience in programme and data management, preferebly in the areas of development or humanitarian assistance.
• Has experience collecting programme output and outcome data, conducting quantitative and qualitative analyses, and reporting findings to management team, partners or other stakeholders.
• Has cultivated productive relationships with local NGOs, government authorities and other implementation partners;
• Has performed monitoring, and/or overseen/supported with evaluations and/or assessments.
