BACKGROUND AND PURPOSE OF THE ASSIGNMENT Objective of the assignment
To map and analyze crop value chains of school feeding food basket commodities in Sierra Leone in view to link smallholder farmer (SHF) production to the National School Feeding Programme through Home Grown School Feeding pilot initiative.
Scope of work and expected outputs
The Gender Specialist will form part of a team comprised of a Senior Technical Advisor a Lead Researcher and a National Consultant, who will together  undertake a comprehensive analysis of the rice, tubers (cassava, orange flesh sweet potato), beans, fish, palm oil and vegetables value chain assessments. The findings will inform the market linkage of smallholder farmers, particularly women and youth Farmer Based Organisations, to sell their produce to the National School Feeding Programme through the Home-Grown School Feeding model. Specifically the value chain assessment will:
 • Recommend which locally produced food crops are most appropriate to be included within the school feeding food basket • Map which crops are being produced by which farmers and where, identifying high potential groups, prioritizing women and youth, which could prospectively supply HGSF • Analyze value chains of prospective food crops by engaging with smallholder farmers, farmer organisations/associations, aggregators, processors, local authorities to identify opportunities, challenges and bottlenecks • Conduct a market assessment to understand the dynamics of availability and accessibility to prospective locally produced school feeding commodities, in addition to imported commodities, making comparisons and identifying implications for HGSF.
KEY ACCOUNTABILITIES (not all-inclusive)1. Support secondary data analysis2. Suport engagement with national stakeholders3. Provide tecnhnical guidance on the design of quantitative and qualitative data collection methodologies and tools, ensuring that these are gender and culturally sensitive to ensure the active and open participation of women and youth during engagements.4. Supervise data collection and ensure adherence to gender-sensitive approach and do no harm principles.5. Contribute toward the formulation of the final report, ensuring that findings and recommendations are disaggregated by gender and uses a gender lens.
DELIVERABLES AT THE END OF THE CONTRACTHigh quality value chain assessment report which disaggregates findings and reommendations by gender and uses a gender lens.
QUALIFICATIONS AND EXPERIENCE REQUIRED EDUCATION :  Post-graduate degree in agriculture, rural development and development studies or any other related field
EXPERIENCE :  Proven experience providing technical expertise in gender and experience implementing gender assessments.
KNOWLEDGE & SKILLS : Technical and practical knowledge in agriculture, proven qualitative research ability and excellent written English skills.
LANGUAGES : Fluency in written and spoken English.
