At WFP, we are looking for a VAM Officer, SC9 for our office in Khartoum.
JOB PURPOSE
To contribute to the VAM evidence base that supports food security and nutrition policies and programmes (e.g. needs assessment and situation analyses, programme design, targeting, cost effectiveness, and operational efficiency).
KEY ACCOUNTABILITIES (not all-inclusive)
Strengthen WFP and Ministry of Social Welfare (MOSW) knowledge base and the understanding of food security and vulnerability issues at country level contributing to a better preparedness and response capacity to protect the lives and livelihoods of vulnerable communities that are at risk.
Support the MOSW in establishing a robust national database and information system to inform decision-making in the ministry in its day today activities.
Liaise between WFP and the MOSW regarding the planning and implementation of the joint nation-wide surveys and assessments.
Contribute to the establishment and maintenance of a food security and vulnerability monitoring system to detect and report changes in the food security and vulnerability situation of populations at risk.
Assist in analysis and interpretation of food security, vulnerability, and poverty data to serve the MOSW purposes.
Support the MOSW in the design, planning and implementation of the annual surveys.
In collaboration with VAM unit in the WFP country office; support the MOSW in georeferencing and mapping of the poverty data.
Assist in establishing a complaint and feedback mechanism to litigate appeal and grievance cases.
Assist in establishing an active partnership between WFP and the MOSW to achieve common goals in line with the GOS social protection strategy as well as WFP social protection framework.
Establish linkages between the MOSW and the national and international Early Warning System forums.
Strengthen the operational capacity of the MOSW staff to conduct food security and poverty assessments and analysis at the Country and sub-regional levels.
Support the M&E activities of the MOSW in terms of indicators’ set and log-frame construction.
Where feasible; represent the MOSW in the national and international data management forums.
STANDARD MINIMUM QUALIFICATIONS
Education : Advanced University degree in Economics, Food Security, Statistics, Data Science, Public Health/Nutrition, Geography or other related field, or First University degree with additional years of related work experience and/or training/courses.
Language : Fluency (level C) in English and Arabic languages.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
• Demonstrated proficiency in the use of several statistical tools and methods for food security analysis.
• Developed practical expertise in food security analysis and mapping by participating in multiple assessments in countries, including the design, data collection and analysis.
• Demonstrated technical knowledge and understanding of WFP vulnerability mapping systems and emergency assessment standards.
