ORGANIZATIONAL CONTEXTWFP Uganda is seeking a Proposal Writer, ideally based in Uganda. The position reports to the Head of the Partnerships Development Unit, WFP Uganda. The Partnerships Development Unit supports WFP’s programme teams to identify new opportunities for collaboration, with a particular focus on diversifying WFP’s funding base. The Unit has three workstreams: donor relations; grant acquisition; and management of downstream partners. This position will primarily support the grant acquisition workstream, sourcing and supporting WFP Uganda to proactively compete for funding opportunities from both public and private entities.
The Proposal Writer will work with the Partnerships Development Unit and other relevant teams within WFP Uganda as well as WFP’s regional/head/global offices in the development of proposals for WFP Uganda’s Country Strategic Plan, with a particular focus on leading the proposal development process on live, competitive funding opportunities identified by Donor Relations, working closely with technical teams, Area Offices and relevant finance/support teams.
JOB PURPOSEThe Proposal Writer will be responsible for leading the coordination of proposal development on specific identified opportunities, including leading on the drafting of text, editing of programme submissions and ensuring proposal requirements are not only adhered to but delivered on to the highest possible standard.  
KEY ACCOUNTABILITIES (not all-inclusive) • Conduct background research on relevant topics expected to be included in the specific opportunity and prepare a written summary of the key findings, including source documents and resources • If requested by programme teams, identify and meet with relevant civil society, government, and private sector stakeholders, taking written notes from stakeholder meetings and sharing with the proposal team • Draft text for proposals, including (but not limited to) risk assessments, theories of change, logframes, and proposal narratives. • Provide thorough copy edits for proposals and supplemental materials • Keep proposal development process on track by scheduling meetings and ensuring internal deadlines are met • Communicate with project staff to obtain information for proposals • Support the kick-off of successful proposals by de-briefing project teams on work plan and implementation plan development. • Other duties as required to support WFP Uganda to deliver upon specific opportunities
STANDARD MINIMUM QUALIFICATIONS • An advanced degree (masters) in Communication, Development Studies or any related programme • 5 years’ experience with funding applications and grant writing, with demonstrated experience writing proposals for the specific donor and/or funding stream and strong familiarity with relevant programming • Excellent command of written and spoken English • Excellent interpersonal and cross-cultural communication and management skills • Proven ability to ensure interdisciplinary teams deliver to tight deadlines • Ability to work on projects involving expertise outside own functional and programmatic area and to develop ideas or solutions to complex problems that go beyond established practices • Excellent attention to details and ability to follow instructions • Proven track record of taking initiative, working independently, and coordinating dispersed teams • Proficiency in using MS Word, Excel, and Power Point 4Ps CORE ORGANISATIONAL CAPABILITIESPurpose • Understand and communicate the Strategic Objectives: Understands WFP’s Strategic Objectives and the link to own work objectives. • Be a force for positive change: Flexibly adapts individual contributions to accommodate changes in direction from supervisors and internal/external changes (such as evolving needs of beneficiaries, new requirements of partners). • Make the mission inspiring to our team: Recognizes and shares with team members the ways in which individual contributions relate to WFP’s mission. • Make our mission visible in everyday actions: Sets own goals in alignment with WFP’s overall operations, and is able to communicate this link to others.
