Brief description of WFP in Uganda
WFP delivers food assistance in emergencies and work with communities to improve nutrition and build resilience. WFP provides life-saving food assistance and livelihood opportunities to refugees in Uganda. In addition, WFP assists the most vulnerable people in Karamoja with food and nutrition assistance. Finally, WFP works with smallholder farmers and links them to markets.
As Uganda strives to achieve Zero Hunger by 2030 and become a middle-income country by 2040, WFP is also assessing its relevance and repositioning its role in Uganda
ARE YOU UP TO THE CHALLENGE?
We are seeking a qualified individual for the position of Programme Policy Officer (Social Behaviour Change Communication), SC8 to be based in Kampala. Selected candidates will be employed on Service Contract
ORGANIZATIONAL CONTEXT
Uganda faces persistent problems of chronic and acute malnutrition which are linked to Poverty, displacement, chronic diseases and lack of basic social services. WFP Uganda is on the forefront of the nutrition programming with both nutrition-specific and nutrition sensitive programmes being implemented in all contexts of the country. In addition, WFP provides substantial policy and capacity development support and sub-national levels to strengthen the delivery of nutrition services in Uganda.
JOB PURPOSE
The position will strengthen WFP capacity development agenda in Social Behaviour Change Communication related issues and support management of WFP’s nutrition programmes.
KEY ACCOUNTABILITIES (not all-inclusive)
Under the direct supervision of the head of nutrition, the officer shall perform the following tasks:
1. Support Social Behaviour Change Communication activities across a variety of WFP contexts:
o Support the country office to design, implement, and monitor Social Behaviour Change Communication activities in Moderate Acute Malnutrition (MAM) programming
o Ensure successful implementation of the WFP Social Behaviour Change Communication guidance manual in select focus countries
o Develop Social Behaviour Change Communication strategy for WFP Uganda country office
2. Provide Social Behaviour Change Communication and nutrition technical advice to the country offices:
o Give technical input to country offices related to Social Behaviour Change Communication and design/implementation of nutrition programmes
o Collect technical inputs and lessons learned from area and field offices for improving the WFP programme implementation
o Provide technical support in development and emergency contexts, with emphasis on acute malnutrition programming
3. Support social behaviour change communication-related capacity strengthening activities at both WFP co and decentralized levels:
o Work with programme unit to design and deliver social behaviour change communication-related capacity-strengthening activities
o Collaborate with WFP hq and external partners to develop learning activities related to Social Behaviour Change Communication for nutrition
4. Monitor and stay up to date with public health nutrition and Social Behaviour Change Communication landscape, emerging evidence, and global discussions on these topics:
o Stay current on emerging scientific evidence in Social Behaviour Change Communication nationally and globally
o Support a system for critically assessing Social Behaviour Change Communication and nutrition evidence for sharing internally in WFP and other partners
o Stay active in the Social Behaviour Change Communication communities and government technical working groups
5. Provide input and relevant support for operational research activities involving Social Behaviour Change Communication for nutrition
o Liaise with the knowledge management team to identify social behaviour change communication-related operational research opportunities
o Support robust monitoring or evidence generation in the field and data management, analysis, interpretation and dissemination
o Support grant writing, manuscript preparation, and case study development
6. Support the nutrition-specific unit work plan with other relevant activities as needed, on a continual basis
o Provide input for and review briefs/presentations for WFP management
o Short communications and technical notes
o Brown bag/journal club presentations
7. Support any other duties in nutrition unit as may be provided by the supervisor

Transfer Modalities (Food, Cash, Voucher) Demonstrates ability to analyse and consolidate quantitative and qualitative information from different sources (e.g., market studies) to inform transfer modality selection and programme development.
Broad Knowledge of Specialized areas (i.e. Nutrition, VAM, etc.) Demonstrates the ability to interpret basic data in the context of WFP specialised fields to contribute to technical programme design, implementation and monitoring.
Emergency Programming Displays capacity to provide inputs into the development, implementation and realignment of high quality emergency programmes.
Strategic Policy Engagement w/ Government Develops thorough recommendations using multiple inputs (e.g., government counsel, research, own experience) to strengthen national or subnational entities and government owned food and nutrition security programmes.
STANDARD MINIMUM QUALIFICATIONS
1. Advanced university degree in social behaviour science, public health, nutrition, food technology, medicine, medical anthropology;
2. At least five (5) years post graduate relevant experience working in public health, food security, nutrition, health systems strengthening and any other relevant university degree (e.g. Medical anthropology)
3. Experience working in developing countries and building partnerships with sectors of health, nutrition, food security, and local non-governmental organisations
4. Experience working and managing projects in the field including demonstrable partnership and management experience
5. Experience writing proposals and reports
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
• Has gained experience in implementing technical programs (i.e. nutrition, etc.).
• Has implemented programmes and provided input into designing operations.
• Has provided input into policy discussions and decisions.
