STANDARD MINIMUM QUALIFICATIONS
Education: Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.
Language: International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.
National Professional: Fluency (level C) in English language and the duty station’s language, if different.
ORGANIZATIONAL CONTEXT
These jobs are found in Headquarters (HQ), Regional Bureaux (RBs) or Country Offices (COs) and job holders report to a more senior Programme Policy Officer.
Job holders operate with a high degree of independence, manage more junior staff to ensure that programme and policy objectives are achieved in full. They are usually involved in a wide variety of programme and policy activities and analytical work, some of which may be of a considerable complexity. At this level job holders are expected to contribute to performance improvement.
JOB PURPOSE
To provide support to policy and programme activities that effectively meet food assistance needs.
KEY ACCOUNTABILITIES (not all-inclusive)
Working in close coordination with M&E focal points in Field Offices:
1. Risk-based Monitoring Plan and follow up on closing high/medium and low risks.
a. Coordinate WFP’s monthly monitoring plan for WFP as well as implementing partners, considering distribution, transfers and deliveries, food security, access, security restrictions, and other contextual factors.
b. Produce reports and analyses of progress, including timeframe of closing high/medium and low risks by Field office, implementing partner, activity, location, food security, access, etc.
2. Results, feedback and learning sessions.
a. Review and provide technical guidance to prepare results, feedback and learning sessions (planning and implementation) with implementing partners and beneficiaries.
b. Consolidate results, feedback and learning session reports.
c. Prepare feedback and performance evaluation for partners on M&E-related activities.
d. Provide support in quantitative/qualitative analysis, creation of data collection tools, etc.
3. Oversight and process improvement.
a. Oversight of missions to 100 percent of Priority 3 and 4 Field Offices (quarterly).
b. Close of 100% of high risk monitoring finding of oversight observations (monitoring related) in priority 3 and 4 Field offices.
c. Produce reports on progress and observations by Field office, activity, implementing partner, etc.
d. Act as a focal point to coordinate third party monitoring, evaluation, missions and audits between Country Office and Field Offices for M&E related aspects.
4. Investment in Monitoring and budget tracking.
a. Produce investment report and analysis on monitoring investment by Field office, location, activity, food security, assistance modality/delivery, etc.
5. Any other duties as required.

Broad Knowledge of Specialized areas (i.e. Nutrition, VAM, etc.) Demonstrates the ability to interpret basic data in the context of WFP specialised fields to contribute to technical programme design, implementation and monitoring.
Emergency Programming Displays ability to translate understanding of programme principles in emergencies and protracted conflict situations into relevant, effective, and context specific approaches.
Strategic Policy Engagement w/ Government Develops thorough recommendations using multiple inputs (e.g., government counsel, research, own experience) to strengthen national or subnational entities and government owned food and nutrition security programmes.
OTHER SPECIFIC JOB REQUIREMENTS
Training and/or experience utilizing computers, including word processing, spreadsheets, databases, SPSS will be an added advantage;
