Brief description of WFP in Uganda
WFP delivers food assistance in emergencies and work with communities to improve nutrition and build resilience. WFP provides life-saving food assistance and livelihood opportunities to refugees in Uganda. In addition, WFP assists the most vulnerable people in Karamoja with food and nutrition assistance. Finally, WFP works with smallholder farmers and links them to markets.
As Uganda strives to achieve Zero Hunger by 2030 and become a middle-income country by 2040, WFP is also assessing its relevance and repositioning its role in Uganda.
ARE YOU UP TO THE CHALLENGE?
We are seeking a qualified individual for the position of Operational Information Management and Reports Officer (Information Management and GDT Analyst) SC8 to be based in Kampala. The selected candidate will be employed on Service Contract.
ORGANIZATIONAL CONTEXT
This job is found in the WFP Uganda Country Office. The incumbent will work with minimum supervision and will be heavily involved in activities and analytical work of a high complexity, and will contribute to Operational Information Management and Performance Reporting Improvement.
JOB PURPOSE
To submit timely and quality situation reports on COVID-19 response and strengthen OIM/R systems, processes, procedures and protocols,work across functions, notably with Field and Area Offices, Government Partnerships Unit, Budget and Programming, and Supply Chain and  OIM/R national officer.
KEY ACCOUNTABILITIES (not all-inclusive)
Management of the Operational Information Management function
Improve information flows and knowledge management within the organization in line with WFP Uganda’s needs and priorities across functions at CO, AO and FO level;
Establish and maintain systems (and platforms and procedures) to facilitate the work of producers and consumers of data, information, and knowledge, including acting as the bridge to ICT to develop and maintain information and knowledge management platforms;
Establish and maintain the Integrated Food Security and Program Performance Information Management System, connecting all relevant information streams in the AMEL unit and beyond;
Manage the WFP Uganda Knowledge Hub, collating relevant information and data from media and local internal and external sources to facilitate and maximise the exchange of information flow between functional area networks in WFP;
Liaison with ICT Unit to ensure that IM systems are running on a safe, secure and robust platform and the backup of the database is done regularly and an appropriate disaster recovery mechanism is in place;
Lead the implementation of OIM/Reporting SOP, identifying each unit’s role and responsibilities with clear deadlines and products (accessing corporate systems such as COMET, LESS, WINGS, etc.);
Routinely survey internal users across the operation to determine challenges and opportunities related to information and knowledge management and identify and implement appropriate solutions;
Support external communications, including by maintaining mailing lists;
Enhance the capacity of WFP staff and partners to effectively manage operational information and reporting through the provision of the relevant OIM/R training;
Provide timely feedback to Area and Field-offices and partners on reports;
STANDARD MINIMUM QUALIFICATIONS
Degree in Computer Science, Statistics, Information Management or related discipline, from a recognized University or Institution.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
Two years working experience of performing complex quantitative data analysis and visualization
Experience with big data analytics and establishing advanced information management platforms is a merit.
Knowledge of big data analytics tool (Palantir), databases tools (MS Access, PHP, SQL), visualization (Tableau) is a merit.
