ORGANIZATIONAL CONTEXT
These jobs are found in Country Offices (COs) and report to Head of Analysis, Monitoring, Evaluation and Learning. Job holder will be responsible to support planning, implementation and coordination of the learning function of WFP Uganda.
JOB PURPOSE
Job holder reports to Head of Analysis, Monitoring, Evaluation and Learning (AMEL) and their aim is to champion a culture of learning and management for results.
KEY ACCOUNTABILITIES (not all-inclusive)
1. Capture learning for scaling up, replication, promotion of appropriate practices, and inform policy changes .
2. Improve monitoring and learning practices in the Uganda WFP operation
3. Support outcomes and activity managers to develop and follow up learning agenda
4. Build the capacity of field staff to improve monitoring and learning practices
5. Provide leadership and project management function to the MEL change project, including managing budgets, producing project briefs and updates, present progress to stakeholders, manage recruitment etc.
6. support the Outcome Owners and Activity Managers to develop a detailed list of performance indicators for each of the CSP activities.
7. Assessment of data/monitoring requirements: Based on the CSP Results Dashboards, identify additional needs for monitoring
8. Develop improved monitoring modalities and check lists for new types of monitoring:
9. Assess the current collection of monitoring reports.
10. Strengthen the Monitoring Reports using monitoring data.
11. Develop Monitoring and Learning Guidelines (SOPs).
12. Train Programme and M&E staff.
13. Lead CSP Results Monitoring.
14. Support the development of Learning Agendas for all Outcomes/Activities
15. Support the extraction of such learning for the purpose of scaling up, replication, promotion of appropriate practices, policy and advocacy issues.

FUNCTIONAL CAPABILITIES
STANDARD MINIMUM QUALIFICATIONS
Education: Advanced University degree in Monitoring and Evaluation, Development Studies, Economics, Agriculture Economics Statistics,  or other closely relevant field.
Experience:
1. 1.At least five (5) years of postgraduate progressively responsible and international professional experience in Monitoring, Evaluation and Learning with expertise in setting up complex monitoring and learning systems, capacity development and establishment of results-based data systems.
2. Experience of managing stakeholders: Cultivated sustainable relationships with office colleagues, government authorities, local NGOs, and other implementation partners.
3. Research experience: collecting and analyzing qualitative and quantitative data using a variety of tools and approaches.
Language: Fluency (level C) in English language.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
1. General Knowledge of UN system policies, rules, regulations and procedures governing administration
2. Familiarity with the refugee response operation in Uganda
