The United Nations World Food Programme in COTE D’IVOIRE is looking for the services of a National Programme and Policy Officer in charge of Monitoring & Evaluation (M&E) and Vulnerability Analysis and Mapping (VAM) with characteristics listed below:

DUTY STATIONS : ABIDJAN
DURATION : 1 year (renewable)
SUPERVISOR : Head of programme     Under the direct supervision of the Head of programme and the overall supervision of the Country Director, the Monitoring & Evaluation (M&E) and Vulnerability Analysis and Mapping (VAM) Officer is responsible for the following duties and responsibilities:
Overall, the officer will :
1. Support the elaboration of food assistance Projects/Programmes budgets, logical frameworks and implementation plan (including annual planning and performance review of CO, based on APP corporate guidance);2. Provide project management support to specific and/or defined programmes to ensure that the various activities are performed within the established targets following WFP’s policies and procedures;3. Contribute to the development of systems and tools for the monitoring and assessment of food assistance needs as well as M&E in line with innovative methodologies and best practice.4. Coordinate and communicate with local and regional partners, agencies, NGOs and government institutions to perform accurate food security and M&E analyses and to ensure efficient delivery of food assistance;5. Train national and partner staff in appropriate monitoring and evaluation and VAM techniques to build capacity of staff, increase awareness on the importance of monitoring and evaluation and encourage accountability for demonstrating results; M&E specific :
1. Be responsible to conduct timely and quality M&E activities, including DM, FBM, PDM, and other outcome assessments;2. Support planning and implementation of monitoring and evaluation activities on effectiveness of all food assistance interventions;3. Elaborate/Actualize M&E Matrix and M&E strategy that provides information about the system of monitoring and evaluation of all programs implemented in WFP Cote D’Ivoire (including; the preparation/consolidation/monitoring of monthly field visit plan and another relevant planning document);4. Maintain CO database on status of M&E systems and RBM compliance: ensure data entry in COMET, HAND, Market Database and others corporate platform, jointly with others Programme Associate and Monitoring Assistant staff, in CO and/or SO, initiate actions to correct any data anomalies or discrepancies;5. Work in close collaboration with internal counterparts and external partners to strengthen the quality and consistency of monitoring and evaluation activities in the field and to strengthen the data quality, accuracy and consistency to build credible performance evidence; VAM specific :
Be responsible for timely food security, nutrition, markets and resilience assessments/analysis and prepare timely reports on food assessment needs in line with wider VAM policies, processes and guidance to enable effective decision-making on the development of country strategy, policies and programmes.2. Provide technical support to Government and partners and ensure an effective implementation of the Food Security and Nutrition Monitoring System (FSNMS)  3. Coordinate monitoring of food prices in local markets and ensure monthly upload and reporting on WFP’s VAM portal;4. Provide support to relevant partners that are focusing on food security and nutrition to enable sharing of experience, lessons learned and best practice.5. Participate in the elaboration and implementation of assessment projects jointly with other UN agencies, programme and fund. Any other duty related to WFP Cote D’Ivoire overall programme portfolio.
Educational Requirements 
Advanced University degree in Social Sciences, Economics, Food Security, Statistics, Data Science, Public Health/Nutrition, Geography or other related field, or First University degree with additional years of related work experience and/or training/courses.
Working Languages
Fluency (level C) in French and intermediate knowledge (level B) in English    
Essential Experience
At least two years of professional experience in Monitoring and Evaluation, with UN Agencies, NGO, government or private sector. A regional or international experience would be an asset.
