The United Nations World Food Programme is the world’s largest humanitarian agency fighting hunger worldwide.  The mission of WFP is to help the world achieve Zero Hunger in our lifetimes.  Every day, WFP works worldwide to ensure that no child goes to bed hungry and that the poorest and most vulnerable, particularly women and children, can access the nutritious food they need.
WFP is significantly scaling up its assistance in various parts of Mozambique through a combination of programmes. This includes General Distributions, Food Assistance for Assets (FFA) programmes, School Meal programmes, and Moderate Acute Malnutrition (MAM) – Treatment programmes. Cash-based transfers are increasingly being used as a modality to provide this assistance.
This increase- and change in programming, coupled with the bolstering of the M&E function in the Mozambique Country Office, as per commitments in WFP’s Country Strategic Plan for Mozambique (2017-2021), has created significant needs for more field monitors.
STANDARD MINIMUM QUALIFICATIONS
Education: Completion of secondary school education. Completion of university degree in Sociology/Social Development, (Development) Economics or Performance Management or other relevant field is prefered but not required.
Language: Fluency in both oral and written Portuguese in use at the duty station and in the duty station’s language, if different.
ORGANIZATIONAL CONTEXT
These jobs are found primarily in WFP Sub Offices, and job holders typically report to the Monitoring Focal point at the Sub-Office. The reporting lines may change depending on the size of the office.
At this level work is carried out under minimum supervision. Job holders are expected to produce organised and accurate technical work and reports. They may provide guidance on standard practices to other staff and counterparts in their area of work.
JOB PURPOSE
To perform monitoring activities within the district, assist in the coordination with local authorities, and provide reports to support the effective delivery of assistance packages.
KEY ACCOUNTABILITIES (not all-inclusive)
• Monitor WFP programmes in the district(s) the Field Monitor is responsible for, as per the Mozambique Minimum Monitoring Requirements.
• Function as WFP representative in meetings with local authorities, partners, and communities.
• Verify the planned movements and distribution of food or non-food items, reporting issues or discrepancies to the Sub-Office for timely resolution of problems and to ensure that the quantity distributed and the quality of the operation is in line with WFP standards and the relevant Field Level Agreement (FLA).
• Maintain information records and monitoring plan documentation, such as records of commodity movements and programme checklists, in order to assist in the effective delivery and distribution of food items or non-food items.
• Liaise with cooperating partners and internal counterparts to gather feedback and comments to support programme reviews and improve services.
• Receive, collate, and, if necessary, follow-up on comments and feedback from cooperating partners, and beneficiaries, to support identifying programmatic issues with a view to fostering efficient operations.

Data Analytics and Visualization Collects and summarizes programme data, including information on shipments, distribution site logistics, the status of personas in need, and beneficiaries planned and reached for all programme assistance modalities and activities.
Programme Monitoring and Review Gathers, organizes, and provides data on programme outputs, processes, and outcomes, including distribution plans and the status, quantity, and quality of food and cash distributed and technical assistance provided.
OTHER SPECIFIC JOB REQUIREMENTS
Has performed monitoring and assessments at different levels and field locations in Mozambique;
Has previous experience in humanitarian or development operations in Mozambique.
Has general knowledge of WFP monitoring standards;
Has worked with local NGOs, government authorities and/or other implementation partners from WFP;
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
Demonstrated integrity in accordance with UN standards values and ethics, to support the vision and mission of the United Nations and support the achievement of WFP’s strategic objectives;
Is able to work independently with minimal supervision to produce organised and accurate technical work and reports;
Planning and organizing – Ability to manage, organize, plan and execute tasks in setting priorities and work under pressure to meet frequent and tight deadlines;
Communication – Strong skills in oral and written communication;
Analysis – Demonstrates ability to analyse and consolidate quantitative and qualitative information from different sources to help inform WFP programmes;
WFP Programme knowledge – Displays basic understanding of WFP’s policies and strategies to perform monitoring activities for all programme assistance activities.
 Being able to drive a motorbike is an advantage.
