ORGANIZATIONAL CONTEXT & JOB PURPOSEAs the largest humanitarian agency in the world, WFP is well-known for its ability to respond to crises and deliver assistance to people in need, either in-kind or in the form of cash-based transfers (CBT), as well as for its capabilities related to digital identity management. WFP is also an enabler of the broader humanitarian system, playing an active role in the Food Security-, Logistics- and Emergency Telecommunications Clusters and hosting the United Nations Humanitarian Air Service (UNHAS).
WFP is playing a prominent role in the response to the COVID-19 pandemic, and scaling up existing interventions, adapting modalities and target groups to the changing contexts, including a major pivot from rural to urban populations.There are risks that all these changes can result in our interventions being inadvertently caught up in, and contribute to, tensions or conflict. Similarly, it also offers new opportunities to support social cohesion, mitigation and reduction in tensions, as an important contribution to peace.
Analysing the possible risks and opportunities in a systematic manner could enable WFP to make important enhancements and adjustments to operations facilitating efforts to be conflict sensitive. To this end, the Peace and Conflict Team developed a COVID 19 and conflict sensitivity – Rapid Operational Conflict Risk and Prevention Tool. The tool aims at providing guidance to undertake a conflict analysis and coflict snsitivity risks assessment of COVID-19 response operations. The tool first outlines important risks emerging from COVID 19 and national responses to it, and secondly provides a simple list of key questions to support operational staff in analysing how WFP programming can get caught up in conflict. This is complemented by a table whereby the risks are accompanied by possible mitigation measures to support programme adjustments.
The AssignmentShort term support is sought to help WFP Zimbabwe to rolling out the tool between October and December 2020, for a period of around 3 months.  
The analysis will include two phases :
First Phase : broad desk review of existing data and possible primary data collection (depending on identified information gaps), building on M&E and VAM (remote) data collection processes to add additional CS questions and/or remote KIIs. This phase will take around 1 month. 
Second Phase : deep dive into identified interventions, it will involve additional more detailed/specific desk review (depending on emerging from information gaps identified in the first phase) and primary data collection through KIIs, M&E and VAM processes, FGDs and community meetings (COID 19 prevention measure permitting). This phase will take around 3 months.
KEY ACCOUNTABILITIES (not all-inclusive)The Conflict Sensitivity (CS) Officer will be responsible for leading second phase of the  roll out/application of the tool to a set of COVID 19 response interventions (to be defined), building a stronger understanding of conflict dynamics and conflict sensitivity risks which will lead to increasing the application of conflict-sensitivity in WFP COVID 19 response operations. Specific tasks involve:
1. Conflict Analysis – Building on the first phase, identify the information gaps and reassess the lines of enquiry by adapting Conflict Sensitivity and COVID 19 assessment framework to the specific identified context in Zimbabwe. Conduct a desk – secondary data review and establish specific conflict analysis gaps, set out a plan to fill those gaps. Conduct analysis as needed (including remote field level consultations, KIIs, inclusion of specific Qs on M&E/VAM data collection processes etc. as needed, and FDGs/meeting with communities or in person KII where feasible). Structure and document the analysis in a format relevant to the needs of WFP Zimbabwe.2. Conflict Sensitivity Assessment of Specific Interventions – Building on the first phase, assess possible or actual conflict-related risks of the interventions, to identify not only how conflict can affect programmes, but also crucially how programmes can affect conflict or tensions. Put forward recommendations for developing mitigation measures in conjunction with programme staff. Where relevant, use the new, or pilot other frameworks to analyse conflict sensitivity risks being developed at HQ. 3. Monitoring – Provide recommendations for establishing monitoring mechanisms to track whether the mitigation measures are functioning as planned, and if conflict risks are materializing. These should be as light touch as possible. 4. Capacity Building – Conduct on-the-job accompaniment to support capacity development for CO staff in conflict sensitivity.  
KEY DELIVERABLESBy the end of this 3 months consultancy, and building on the first phase report:-
1. Deliver a report describing conflict drivers and dynamics, current and upcoming Conflict Sensitivity Risks,2. Conflict Sensitivity mechanisms in place,3. Identify opportunities for contributing to peace4. Make final recommendations on how to set up CS risks mitigation measures and improve possibilities to contribute to peace.5. (Outline of the report to be further discussed with the CO and HQ).
STANDARD MINIMUM QUALIFICATIONSEducation : Advanced academic degree in international relations, development studies, conflict studies, or another relevant discipline
Experience: At least five (5) years of professional experience providing technical support to integrate conflict sensitivity and better peacebuilding practice into programmes.
• Experience in integrating conflict sensitivity into both humanitarian and development programming.• Experience in design and completion of conflict analysis.• Experience in capacity building (training, accompanyment)
Language(s): Strong written and spoken English skills are required.  Working knowledge of local languages is an added advantage.
