Social Sustainability and Inclusion (SSI) Development Context
The SSI Global Practice (GP) helps countries tackle deep rooted social problems stemming from fragility, climate change, exclusion, and the digital age with people centered solutions that build on local values and institutions. The GP engages with citizens, communities, and governments to deepen resilience, build inclusion, and empower vulnerable and marginalized groups to have influence and voice. The SSI GP prioritizes participatory, multi-sectoral approaches that build on norms and informal institutions to address social challenges and to build more inclusive, empowered communities. In Tunisia, using a variety of financing tools, the World Bank Program promotes an ambitious agenda of growth, jobs, and greater inclusion in line with the Country Partnership Framework (CPF) while helping Tunisia address the impact of the COVID-19 pandemic, and the recent economic challenges. A new CPF is under preparation, this gives the Bank a new opportunity to support the Tunisian government in addressing both its short-term, medium-term and long-term economic challenges to enhance social inclusion and reduce poverty. The Bank will mobilize its resources to that end to promote innovations, job creation and climate resilience recovery.
Duties and Accountabilities
You will support primarily social risk management of the Bank’s portfolio of investments in Tunisia, helping clients in assessing social risks of projects and developing social sustainable and inclusive projects to meet the Bank’s ESF and other policy requirements.  You will also provide technical support on broad social development themes including gender, social accountability and social inclusion.
Primary responsibilities will include the following activities: Social Safeguards Risk ManagementConduct due diligence of social risks and performance and prepare Environmental & Social Review Summaries.  Provide technical review, advice, and support to clients in preparing and implementing projects to meet the requirements of the ESF and other social policy requirements.Guide clients in the preparation and implementation of social assessments and management plans such as Environmental and Social Impact Assessments, Stakeholder Engagement Plans, Resettlement Plans, Environmental and Social Commitment Plans, Labor Management Procedures, and Gender Based Violence Action Plans. Monitor social risks, impacts and performance of Bank-financed operations through conducting field visits and collaborating closely with clients.Track the social requirements for assigned projects and programs and communicate upcoming deadlines, and any new or changing social risks as identified.Provide technical support to Bank clients on stakeholder engagement processes and conducting consultations.Train government counterpart agencies on social risk management and the ESF.Broader Social Sustainability and Inclusion WorkProvide analytical inputs in relation to mainstreaming socially sustainable and inclusive development. Contribute to development of new products and services that promote socially sustainable and inclusive development and respond to issues emerging in the context of growth and transition (gender, youth, employment, migration, etc.). Contribute to the development of learning products/activities such as Technical Assistance, internal BBLs, guidance notes, peer learning events.
Selection Criteria
Advanced Degree (master’s Degree or equivalent) in Sociology, Anthropology, Economics, Political, Social Science or related fields At least 5 years of professional experience in social sustainable and inclusive development topics, such as social inclusion, social resilience, social accountability, citizen engagement, gender, youth, ethnic minorities, fragility and conflict, disability.Track record of addressing social risks and impacts covered by social risk management policies of the World Bank/ESF or other international finance institutions (social impact assessments, land acquisition and involuntary resettlement, Indigenous peoples, labor and working conditions, community health and safety, stakeholder engagement and grievance redress, and cultural heritage).Experience in assessments and analytical work on social risks and impacts on different population groups and/or within different socio-economic contexts. Familiarity with Government entities engaged with the Bank including familiarity with the social risks associated with sectors and the clients’ capacity challenge.Strong community engagement skills. Experience working with local communities, local institutions, non-state actors, is desirable.Ability to travel regularly to remote sites within Tunisia is vital.Strong interpersonal skills and proven track record to work in multi-disciplinary teams and multicultural environments.Excellent oral and written communications skills in English, French, and Arabic essential.
