Objectives of the Programme and of Immediate Strategic Objectives
The overall objective of the HFI programme is to provide leadership and action in supporting Member States to adopt sustainable and pro-poor health financing systems in order to enhance progress towards Universal Health Coverage (UHC.) The Programme works to achieve this by supporting countries to design and implement sound resource pooling arrangements and pre-payment mechanisms that ensure financial risk protection; improve allocative efficiency of health resources, and ensure more efficient and equitable use of resources through the formulation of results-oriented health budgets and alignment of health financing reforms with public financial management systems. The Programme supports and builds the capacities of countries in the following areas: development and implementation of robust health financing policies, strategies, guidelines and reforms; promoting pro-health (such as on tobacco, alcohol and added sugar) and pro-poor fiscal policies; designing, implementing and monitoring strategic purchasing mechanisms, linking health financing to sector results and aligning payment systems with benefit entitlements; and conducting and institutionalizing health expenditure tracking, utilizing the evidence generated in policy dialogue and decision making; generating high quality evidence, including assessing equity and efficiency in the health sector for monitoring financial risk protection. It also supports countries to undertake costing, economic evaluation and analysis of the impact of changes in health status on economic growth; and to mobilize increased and sustainable funding for health through the development and promotion of the use of investment cases. The goal is to enable countries in the WHO African Region ensure evidence-based policies and strategies are in place to achieve universal access to high-quality, integrated, health services, increase the coverage of effective interventions, and to create mechanisms to measure the impact of those strategies and interventions.

Purpose of the Position
Within the overall framework of the Health Financing and Investment (HFI) programme and the delegated authority, the purpose of this position is to provide technical support to the work of the Multi county Assignment Teams (MCATs) in the identified locations by developing, implementing and evaluating health financing strategies and reforms, including but not limited to capacity building; institutionalise mechanisms for evidence based policy dialogue, decision making, priority setting and resource allocation, as well as related activities from partnerships with global, regional and sub-regional entities as well as across the different levels of WHO. This position will technically support individual countries consolidate health data, information and intelligence to highlight progress and identify challenges to achieving programmatic goals and on the basis of that document the technical support needs to improve or sustain progress.

Under the direct technical supervision of the WHO Representative (WR) in the host country and ULC Director, in consultation with other WRs sharing in the Multicounty Assignment Teams (MCATs) in the identified locations, the incumbent plays a crucial role in providing technical support to Multicounty Assignment Teams (MCATs) countries in developing, implementing and evaluating health financing strategies and reforms, including but not limited to capacity building; institutionalise mechanisms for evidence based policy dialogue, decision making, priority setting and resource allocation, as well as related activities in collaboration with partners at global, regional and sub-regional levels as well as across the different levels of WHO.

Contacts – Under the technical supervision of the hosting WR and ULC Director and in consultation with other WRs and general Functional supervision of the MCATS Coordinator, the incumbent interfaces and collaborates with other MCATs, ULC programmes and Clusters of the Regional Office, , WRs, Country Offices, Collaborating Centers, research and teaching institutions, Ministries of Health, Member States, NGOs, Civil Society Organizations, NGOs, community-based and community-led organizations, key partners and stakeholders in the sub region to provide technical support to countries on all aspects of health financing and social protection strategies and policies; providing advice on a broad range of activities such as mechanisms to provide and/or expand social protection schemes and evidence-based policies and innovative methods, norms, standards and technologies.

Summary of Assigned Duties
The incumbent is expected to perform the following duties:
• Implement innovative ways of working to facilitate strong collaboration and linkages with programmes, clusters, and partners (WHO Collaborating Centers, research and teaching institutions, NGOs, regional and sub regional economic entities, etc.) to ensure that appropriate, efficient and timely support is provided to countries, even during emergencies.
• Provide support to the designated countries in the development, implementation, monitoring and evaluation of national health financing reforms, policies and strategies including, development of investment cases, costing of health sector strategies, strengthening public financial management systems, advice on the development of mechanisms to provide and/or expand social protection schemes to households utilizing evidence-based policies and strategies, and innovative methods and technologies;
• Identify agencies/organizations involved in health financing in designated countries (such as but not limited to, multilateral organizations, global initiatives, development banks, bilateral cooperation, international consulting companies and NGOs, etc.); the activities they support and resources they have; and engage them in a dialogue and share relevant information to ensure harmonized support to strengthening health financing systems at country level.
• Support individual countries to conduct and institutionalise health expenditure tracking, track country progress in health financing, generate high quality evidence including assessing equity, efficiency in the health sector, monitoring financial risk protection and utilize the evidence generated in policy dialogue and decision making;
• Facilitate the implementation of institutionalized mechanisms that foster uptake of evidence in policy dialogue, policy development and decision making, including but not limited to furthering institutional capacity for transparent decision-making in priority-setting and resource allocation;
• As part of cross-cutting activities, participate in the development of guidelines, frameworks, norms and standards for the assessment of health financing needs at country level, with particular attention to sound data generation and use of robust methods for evaluating interventions while ensuring the use of standard quality-assured data;
• Establish mechanisms for the monitoring of HFI programme implementation using Global program of work, SDG3 and key performance indicators with valid baselines and targets to facilitate better reporting of results;
• Perform other related responsibilities as assigned in his/her area of expertise, including replacing and backstopping others as required.

Functional Knowledge and Skills
• Proven expertise in health economics and health financing, complemented by in-depth knowledge and/or experience in quantitative methods applicable to health economics, and knowledge in data collection, survey analysis and using health data. Track record in conducting economic and financial analyses and performing evaluations of public health interventions and programmes.
• Excellent communication and presentation skills with demonstrated ability to write or summarize technical reports, documents and guidelines in a clear and concise manner. A publication record in health economics, health financing will be of advantage.
• Ability to innovate and to provide technical advice and guidance to multiple stakeholders and partners considering the political and resource contexts.
• Excellent track record in negotiating, developing and maintaining effective partnerships and creating harmonized synergies and approaches, with emphasis on resources mobilization.

Education Qualifications

Essential: Advanced degree in economics or health economics with a training or degree in Public Health.

Desirable: PhD in economics, health economics or Public Health.
Experience

Essential:
At least seven years’ experience at the national and/or international level in economic and financial analysis and evaluation of health projects, including undertaking costing and economic evaluations, conducting National Health Accounts exercises preferably in resource-limited countries.

Desirable:
Experience in or sound understanding of WHO or UN in the field of health financing, social protection, financial sustainability planning, monitoring and evaluation, preferably in resource-limited countries.

Use of Language Skills
Proficient knowledge of English and/or French or Portuguese with good working knowledge of the other.

Other Skills (e.g. IT)
Excellent computer literacy used for health economics evidence generation.
