BACKGROUND AND PURPOSE OF THE ASSIGNMENT
In Ethiopia, acute malnutrition is a serious public health concern. Ten percent of Ethiopian children under five years of age and 35.5 percent of women (15 to 19 years) have signs of acute malnutrition. The prevalence has not decreased in the recent years. Wasting contributes to paediatric stunting (38.4 percent) which costs at least sixteen percent of the national gross domestic product yearly
In May 2019, the Federal Ministry of Health has signed the new protocol of Integrated Management of Acute Malnutrition (IMAM), designed with support from UNICEF, WHO, WFP and several NGOs (Concern, ACF, GOAL among others). Since then, the rehabilitation of moderate and severe and acute malnutrition will require more coordination than before, between all the MoH partners for acute malnutrition. WFP target caseload of moderate acute malnutrition is the largest among the ones the other UN Agencies are accountable for.
In accordance with its global nutrition policy, the Ethiopia WFP Country Strategic Plan 2018-2020 supports supplementary feeding programming (Strategic Outcome no. 1, activity no. 2). In the last years, WFP needs to support the GoE rehabilitation of acute malnutrition increased from 35 (2016) to 52 thousand metric tonnes (2018) of Specialized Nutritious Foods (SNF). In 2019, the needs for SNF will reach 70 thousand metric tonnes, and WFP plans to reach a monthly average of 1.2 million of children and mothers with signs of acute moderate acute malnutrition. In 2019, WFP will manage more than 100 staff residing and working the top priorities districts, selected by the Nutrition Cluster, to ensure that IMAM (both severe and moderate acute malnutrition) is well monitored, and that IMAM-related issues raised by district-level health authorities and WFP Cooperating Partners are promptly addressed. WFP programming fosters its partners to link moderated wasting rehabilitation to stunting prevention in innovative ways, evidence-based.
Therefore, WFP Ethiopia Country Office seeks a Senior IMAM Coordinator managing the wasting rehabilitation programmes in close relationship with the MoH partners externally (donors, UNICEF, WHO, NGOs) and, internally, with the WFP operational units (Supply Chain).
STANDARD MINIMUM QUALIFICATIONS
Education: Advanced University degree in Public Health Nutrition, Nutrition, Food Technology, Medicine or other related fields
Languages: English fluency (oral and written), Intermediate knowledge (level B) of a second official UN language, and Ethiopian national languages are an additional important asset
Experience: At least 1 year of coordination of Nutrition in Emergency work in poor settings using the Global Nutrition Cluster tools, nutrition related sphere standards and/or coverage estimation tools. Pevious work in Ethiopia, and/or with WFP or other UN Agencies is an additional asset
KEY ACCOUNTABILITIES/RESPONSIBILITIES (not all-inclusive)
Externally
• To support the Nutrition Cluster Coordination in any matter related to TSFP strategic and operational aspects
• To determine major needs/relevant priorities/best options, while proposing draft plans for addressing malnutrition through the TSF programme
• To coordinate the prioritization of the WFP resources for moderate acute malnutrition rehabilitation and prevention operations of WFP Ethiopia in alignment with MOH, and the National Disaster Reduction Management Commission of the GoE
• To coordinate strategically the operations of WFP through its Cooperating Partners (NGOs, including Save the Children, GOAL, Action Against Hunger, Concern WW, among others and Regional Ethiopian Authorities), including their Field Level Agreements preparations, approval and supervision in the field
• To allign the WFP support to the roll out of the IMAM capacity strengthening strategy at higher level with GoE and its partners efforts
• To coordinate the production of WFP dashboards to be customized as per WFP Strategic Partners’ use
• To prepare timely proposals, reports and evaluations of WFP programmes in collaboration with WFP Donor Relations Focal Points
• To advocate and coordinate the alignment of WFP supplementary feeding activities with General Food Distributions programmatic activities
• To promote Coverage surveys within the IMAM Community of Practice
• To advice and support evidence generation around innovation (e.g. digital tracking, simplified protocol for rehabilitation) in rehabilitation of moderate acute malnutrition
• To organize regular field missions with WFP Partners (GoE, donors, NGOs)
• To coordinate monthly meetings with WFP Cooperating Partners (NGOs)
DESIRED RESPONSIBILITIES FOR THE ROLE
Internally:
• To collate real-time programmatic information and data coming from the district- and Sub Office level WFP Field Monitors into regular Situation Reports and provide strategic feedback to their supervisors
• To provide inputs to the WFP Vulnerability Assessment and Mapping unit (VAM) and to the IPC national coordination for improved cross-sectional regular reports on acute malnutrition in Ethiopia
• To coordinate programmatic TSFP plans with technical WFP Units such as Supply Chain (Procurement, Logistics, Safety, Resource Management)
• To prepare and update internal regular reports about the WFP operations (e.g. Situation Reports, Briefings, 3- or 4-W tables) endorsed by WFP Sub Office management
• To prepare and implement a building-capacity programme for national staff to take over the accountabilities of this ToR
• To support the Evaluation and the Nutrition Evidence generation WFP Colleagues in performing their activities
• To support the design and implement innovation in promptly capturing the malnourished cases leveraging the WFP Social Behavioral Change Communication, Cash-based Transfer and other nutrition-sensitive operations
• To provide inputs to design the new WFP Country Strategic Plan (2021-2025)
