WFP’s South Sudan operation aims to provide assistance to over 5 million food insecure people in 2019.
WFP is seeking technical leaders: people who can demonstrate that they possess the right mix of qualifications, skills and experience to drive WFP programmes to a higher level of effectiveness with consideration to the populations we serve. Qualified female candidates are especially encouraged to apply.
STANDARD MINIMUM QUALIFICATIONS
Education: Completion of secondary school education. A post-secondary certificate in the related functional area.
Language: Fluency in both oral and written communication in the UN language in use at the duty station and in the duty station’s language, if different.
ORGANIZATIONAL CONTEXT
The Integrated Phase Classification (IPC) from January 2019 found that 6.17 million people in South Sudan were facing severe acute food insecurity, with the situation projected to worsen to include 6.87 million people by the peak of the lean season in May-July 2019. An estimated 860,000 children under 5 years of age are projected to be acutely malnourished in 2019. Against these alarming projections, WFP’s field offices (FO) are the frontline of providing assistance to a growing number of food and nutrition insecure communities across South Sudan.
Increasingly, WFP South Sudan seeks to shift away from unconditional food assistance programmes towards more livelihoods and resilience based conditional food assistance interventions. To do so, WFP continues to expand its Safety Nets and Resilience (SN&R) programmes throughout the country – including School Meals (SM), Food Assistance for Assets (FFA) and Smallholder Agricultural Market Support (SAMS).
Based in the Kapoeta field office (FO), the Programme Associate for resilience and safety-nets will support more senior programme staff in managing field office food assistance for assets (FFA) and school meals (SM) activities, and is expected to carry out technical work with an appropriate degree of independence towards ensuring that objectives of the project are fully realized. This would require alignment of actions to WFP corporate and country office policies, with a view to complementarity with sub-national government policies and priorities, involving analytical skills and working with respective partners and stakeholders. The Programme Associate is expected to contribute to performance improvement of the programme both internally and externally in the relevant technical area. The position requires direct working relations with cooperating partners (CPs) and relevant government institutions.
The Programme Associate will be expected to demonstrate responsibility and initiative to respond independently to various queries with only general guidance. There is a requirement to use judgment in dealing with unforeseen operational problems on a daily basis. The Programme Associate will be expected to manage resources and coach and coordinate support staff.
JOB PURPOSE
The Programme Associate will support more senior programme staff in managing field office food assistance for assets (FFA) and school meals (SM) activities, and as required, directly working with relevant government institutions, cooperating partners and other stakeholders in the sector towards achieving outlined objectives contributing to saving and changing lives of affected food insecure communities.
KEY ACCOUNTABILITIES (not all-inclusive)
• Support and provide the necessary technical backstopping to senior programme staff for resilience and safetynets activities in the field office, including necessary monitoring, guidance to ensure efficient implementation of project activities in alignment with wider WFP programme policies and guidelines.
• Act as a point of contact for food assistance for assets and school meals by directly engaging with CPs and relevant government authorities in dayto-day operations of project
• Oversee the activity related commodity movements such as food deliveries, storage, transport and distribution at the site;
• Support the integration of nutrition sensitivity and enhanced gender mainstreaming within FFA activities, through linkages with other units and partners;
• Participate in sector assessments and collection of evidence to strengthen food and nutrition programming.
• Advise and support CPs and relevant government institutions in maintaining a system that enables data collection and reporting on deliverables in an orderly and organized manner using standard formats.
• Ensure accurate, timely recording of data within the specific technical area of work and consistency of information presented to stakeholders. Ensure implementation data for the relevant activity is reconciled and recorded in WFP’s corporate systems in a timely manner.
• Conduct capacity assessment amongst partners and respective government line ministries and in collaboration with more senior programme staff initiate capacity strengthening activities.
• Guide and support FO monitoring staff in ensuring that they are able to sufficiently monitor and assess the quality of activity implementation in the field, and activity utilize monitoring data gathered to improve programming.
• Perform other tasks as directed by programme/ activity management.

Transfer Modalities (Food, Cash, Vouchers) Demonstrates ability to implement, under guidance, food assistance programmes deploying the full range of transfer modalities with an understanding of basic principles guiding modality selection and implementation.
Broad Knowledge of Specialized Areas Understands basic technical concepts and data and their relevance to food assistance programmes.
Programming Displayes capacity to provide inputs into the development, implementation and realignment of high quality emergency, nutrition & resilience programmes.
OTHER SPECIFIC JOB REQUIREMENTS
Duty Station: Successful applicant must be willing to be permanently based in the identified duty station (Kapoeta) with significant travel to operational locations in the field.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
Candidates should demonstrate that they have technical experience in the following areas:
Community Asset Building: implementation and monitoring of projects around natural resources management, livelihoods and community asset; e.g. rehabilitating land, creating water conservation systems, improving food production, water harvesting, soil conservation and natural resources management.
School Meals: implementation experience of a school feeding programme; preparation of operational plans; identifying opportunities for synergies to enhance positive impact among beneficiaries; provide recommendations for consideration to the CO technical unit on field appropriate approaches; work alongside WFP partners providing where necessary technical support and oversight.
Partnerships: negotiation of field level agreements and budgets with WFP cooperating partners, in collaboration with programme technical units, track and analyze WFP partners reports and performance appraisal. Oversee CP invoicing processes.
