THE ORGANIZATIONAL SETTING

The Western and Central African (WACAF) Office is primarily responsible for maintaining continuous liaison with States to which it is accredited and with appropriate organizations, regional civil aviation bodies and sub-regional bodies and UN Agencies and programs. The Regional Office ensures interregional coordination and promotes the timely and harmonized implementation of ICAO policies, decisions, Standards and Recommended Practices (SARPs). WACAF also provides technical guidance and assists States in the establishment of effective safety oversight systems and with implementation of Standards and Recommended Practices.

The Administration Unit provides timely administrative and financial support services related to the development and implementation of the work programme for the Western and Central African Office.

The incumbent reports directly to the Administrative Officer as first-level supervisor and to the Deputy Director as second-level supervisor.

QUALIFICATIONS AND EXPERIENCE

Education
• Completion of secondary school education, with qualifications and formal training in finance at technical level and/or supplementary courses in the fields of financial and accounting management.

Professional experience
Essential

• At least four years of experience in supporting finance-related activities.

• Experience in financial management and in using integrated automated systems for the management of financial resources.

Desirable

• Familiarity with databases, computer generated lists and internal files which are used to update and monitor human resources and financial records.

• Familiarity with UN financial rules and regulations.

Languages
Essential

• Fluent reading, writing and speaking abilities in French and English.

Desirable

• Knowledge of any other language of the Organization (Arabic, Chinese, Russian, Spanish).

CONDITIONS OF EMPLOYMENT
It should be noted that this post is to be filled on a fixed-term basis for an initial period of three years (first year is probationary for an external candidate).
ICAO staff members are international civil servants subject to the authority of the Secretary General and may be assigned to any activities or offices of the Organization within the duty station.

ICAO staff members are expected to conduct themselves in a manner befitting their status as international civil servants. The Standards of Conduct for the International Civil Service adopted by ICAO, which are applicable to all staff members, are defined in the ICAO Service Code (Staff Regulations).
ICAO offers an attractive benefit package to its employees in accordance with the policies of the International Civil Service Commission (ICSC).

The statutory retirement age for staff entering or re-entering service after 1 January 2014 is 65. For external applicants, only those who are expected to complete a term of appointment will normally be considered.
