Chief of Party, Senegal

Project Background:

USAID Senegal is supporting a five year $40 million USD Feed the Future Senegal Cultivating Nutrition activity to improve diets among the Senegalese population, particularly young children and women of reproductive age, in the Feed the Future Zone of Influence (ZOI). The project’s purpose is to improve year-round access to diverse, nutritious, and safe foods along with increasing adoption of nutrition and care practices that promote consumption of a healthy diet. Ultimately, improved diets will reduce risks of undernutrition and overnutrition, both of which hamper human health, productivity, and economic growth. To achieve its overall the goal the Senegal Cultivating activity will focus on sustainable food systems development and support it to satisfy demand, diminish malnutrition, and promote economic development.

This activity is an integral part of USAID/Senegal’s new Economic Growth For All (EG4ALL) Project (2018-2023), which aims to reduce poverty and undernourishment among beneficiaries via increased incomes, consumption of nutritious and safe diets, and environmental capital.

Job Summary:

The Chief of Party will assume responsibility for overall program management ensuring achievement of objectives. The Chief of Party will provide leadership, oversight, and support to all aspects of the program. The Chief of Party will promote strong relationships with the USAID Mission, the host government, sub-recipient partners, private sector businesses and other donor and non-governmental organizations. The Chief of Party is accountable for the rapid start-up, management and implementation of the program, and must provide overall strategic vision and leadership to achieve program goals and objectives. This position is expected to be based in Dakar.

Responsibilities

Provide overall vision, leadership and guidance of the project’s implementation for project staff in Senegal, including liaising with partnering organizations and stakeholders.
Lead the vision and overall programmatic approach to Feed the Future targeted value chains and production of complimentary nutrition dense foods in Feed the Future zones of influence.
Provide an overall vision to work with households, farmers and private sector actors to forge market-based relationships promoting the production and consumption of nutrient dense foods.
Provide technical leadership in merging food production with nutritious food consumption patterns and stimulating related market demands for them.
Work with relevant technical team members (e.g. DCOP, Gender Director, M&E Director) to ensure proper cross-cutting considerations are integrated within program design.
Technical implementation: Oversee planning sessions, development, refinement and implementation of strategies to improve program performance.
Ensure accuracy of setting targets, progress tracking, and compliance with evidence of reporting; Ensure timeliness of monitoring and evaluation activities.
Responsible for developing reports for donor and ACDI/VOCA management.
Reporting: Coordinate activities and write annual results report, resource requests, quarterly reports and pipeline analyses; coordinate with HQ and communications staff on development of profiles, success stories, etc.
Liaison with USAID Mission: Directly liaise with the Mission for an update, addressing issues and responding to project-related questions and requests; conduct regular bi-weekly meetings with the Mission; Draft and submit regular weekly bullet points to directly inform the Mission on progress and encountered issues and actions taken.

Qualifications

Master’s degree or equivalent in agriculture, agribusiness, nutrition, marketing, economics, or related area.
Minimum of ten years of progressively increasing management responsibility in international development, preferably in West Africa. At least five years’ experience managing Feed the Future programs in West Africa preferred.
Previous experience as a COP, Project Director, or similar senior management position for projects with similar magnitude and complexity in developing countries.
Experience with USAID programs and knowledge of USAID rules and regulations.
Demonstrated ability to build and maintain relationships with host governments, donors, other donor-funded projects and stakeholders, local organizations, and partners.
Ability to travel within the country and internationally, as required.
Fluency in written and spoken English and French required.
