The U.S. Department of State, Bureau of Oceans and International Environmental and Scientific Affairs (OES) announces an open competition for American organizations interested in submitting applications for a capacity building, knowledge sharing and research collaboration between U.S. academic institutions of higher learning and similar institutions in one or more of the following countries: Indonesia, Philippines, Singapore, Thailand, and Vietnam.

The goal of the program is to help train a new generation of Association of South-East Asian Nations’ (ASEAN) urban planners, architects, and engineers in the latest techniques, materials and architectural designs to improve the air quality inside and outside of buildings, reduce the full lifecycle carbon footprint of the building and construction sector, and improve building siting and resilience to better adapt to climate impacts.

Program Outcomes
Program participants are expected to learn about circular economy and zero carbon principles in construction and demolition planning; the efficacy and safety of recycling plastic and other forms of waste in building and construction materials; incorporation of materials reuse or utilization of low-carbon products in construction designs; and a wide array of green and healthy building standards in building design, siting and construction that could be applicable throughout the ASEAN region.
The anticipated benefits include illustrated pathways towards increased resource efficiency, lower levels of construction and demolition waste, greater use of nature-based solutions and green infrastructure in building functions and siting, a lower carbon footprint for new and retrofitted buildings, and improved air quality inside and outside of buildings through the adoption and implementation of greener and healthier building standards and codes among participating ASEAN member states.
Eligibility Criteria
OES welcomes applications from U.S.-based private, public, or state institutions of higher education with strong multi-discipline programs in architecture, engineering, green buildings, urban planning, landscape architecture, and material sciences. Applications may be jointly submitted by multiple partners under a single application and may include other academic institutions as well as non-profit/non-governmental organizations subject to section 501(c) (3) of the U.S. tax code.
Applications submitted by for-profit entities may be subject to additional review following the panel selection process. Additionally, the Department of State prohibits profit to for-profit or commercial organizations under its assistance awards. Profit is defined as any amount in excess of allowable direct and indirect costs.
