Background

Preamble

The United Nations Volunteers (UNV) programme is the UN organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers.

In most cultures volunteerism is deeply embedded in long-established, ancient traditions of sharing and support within the communities. In this context, UN Volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities.

In all assignments, UN Volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. This will make the time they spend as UN Volunteers even more rewarding and productive.

Organizational Context/Project:

The Social Policy and Advocacy Program (PSP) is a component of the 2012-2016 UNICEF Country Programme in cooperation with the Government of Senegal.

The analysis on the situation of children conducted by UNICEF and partners show that children in Senegal are affected by many privations because of the weakness and inefficiency of social services and the ineffectiveness of planning mechanisms, allocation and use of resources. The Social Policy and Advocacy programme helps to improve this situation through the following result: By 2016, the partners at national level and civil society have the capacity for PFM sensitive to children’s needs, and response adequate to poverty and the vulnerability of children, through coordination, targeting and monitoring and evaluation of social protection, including social transfers.

The programme assists the ministries concerned and civil society in building capacity in the areas of formulation, implementation and measurement of the impact of child-friendly policies, focusing on marginalized children. To better meet the needs of socially excluded children the programme supports the Regional Development Agencies and local communities to build capacity in monitoring the situation of children, planning and participatory budgeting in the areas of intervention where sectoral components such as survival, education and protection are implemented.

The UNICEF Office in Ziguinchor (BZZ) supports decentralized activities in the areas of intervention of the Country Programme 2012-2016 Country, which currently covers the region of Casamance (Ziguinchor, Kolda and Sédhiou) and Tambacounda. Activities cover traditional areas of UNICEF (education, health, child protection) with special attention to the integration, coordination between devolved and decentralized structures, and Monitoring & Evaluation systems. The areas of intervention at the decentralized level also serve as test area / modelling interventions before scaling up and institutionalization. One of the recent innovations is the performance monitoring system in the basic social sectors. Activities and recently introduced innovations require capacity building in M & E.

Living Conditions

The volunteer will be assigned in Ziguinchor, with missions in the project area. Ziguinchor is a family duty station,  Hardship category C.

Senegal is the level 2 security, which is « Low », with the exception of the natural region of Casamance (administrative regions of Kolda and Ziguinchor Sédhiou) or banditry acts are often reported but also the presence of elements of the Movement of Democratic Forces of Casamance (MFDC) and unexploded ordnance (UXO). All United Nations personnel must strictly follow the procedures and recommendations from UNDSS during their assignment in Senegal.

Conditions of Service

A 12 – month contract; with subsequent contract extensions subject to availability of funding, operational necessity and satisfactory performance. However, there is no expectation of renewal of the assignment.

Travel to duty station (if applicable) and a Settling-In-Grant will be provided in the event duty station is not within commuting distance from the place of recruitment. A Volunteer Living Allowance (VLA) of 485.500 CFA is provided monthly to cover housing, utilities and normal cost of living expenses. Life, health and permanent disability insurance are included (health insurance for up to 3 dependents), as well as final repatriation (if applicable) and resettlement allowance for satisfactory service.

 

Duties and Responsibilities

Under the direct supervision of the Head of Zone Office, based in Ziguinchor, with the technical co-supervision of the Decentralization and Local Governance Officer in Dakar, the United Nations Volunteer Specialist in Social Policies will undertake the following tasks:

1. Support the implementation of the policy of decentralization in the area covered by the Zone Office, with focus on equity, universal coverage and quality of the delivery of basic social services by Local Authorities

  • Support the implementation of the decentralization reform / Act 3, through capacity building of regional services and Local Community in the development of the powers transferred in the social sectors
  • Supporting UNICEF initiatives and skills transfer modelling transferred into the basic social sectors, with an analysis of the bottlenecks in achieving equity, universal coverage and quality in the presentation of basic social services.
  • Support the analysis of innovative financing mechanisms and delivery of social services databases, actions and social projects, including through public / private partnerships, Corporate Social Responsibility (CSR) etc.
  • Support the conceptualization and implementation of initiatives to contribute to the decentralization of basic social services in a fair, sustainable and effective manner through pilot initiatives tested in the intervention area covered by the Office area, with ongoing technical support to Local Community Friends of children and participatory budgeting responsive to children, gender and human rights, the Cash Program transfers related to basic social services, Monitoring the System Performance of Local Government, and other emerging initiatives .
  • Contribute to the socio-economic analysis, analysis of basic social services funding mechanisms, the political economy of local development in the context of cooperation with the authorities and partners in the project area covered by the Office.

2. Support for the implementation of Social Services Tracking Systems at regional and local Government level (departments and municipalities) within the framework of support for decentralization reform / Act 3

  • Contribute to the design and implementation of decentralized integrated monitoring of the performance of basic social sectors in local communities ( departments and municipalities ) through technical support to Regional Development Agencies (RDAs) and in collaboration with regional statistical services;
  • Supporting the regular updating of databases on basic social services, local government finances etc. and support their functionality: the construction and management of databases; compiling, processing and analysis; the systematic updating of data, mapping and dissemination of data and information
  • Supporting BZZ and relevant structures (regional statistical services and decentralized structures) in the development and implementation of tools for monitoring socio-economic and demographic indicators

3. Monitoring and evaluation of the situation of children in the intervention area covered by the Office.

  • Contribute to the updated data of the situation of children and women in the intervention area covered by the Office and contribute to the situation analysis of children and women with a focus on specific methodologies of analysis in conflict zones.
  • Supporting the Regional Development Agencies, decentralized and devolved to the area covered in the production and use of dashboards, statistical profiles, fact sheets on the situation of children in the region (the county, departments and regional level) for the monitoring needs of the situation of children and women and advocacy with the authorities and partners
  • Contribute to the update of the regional reports on the situation of children and women in the service area based on data from Demographic and Health (“Santé-Continue”) surveys and other data sources.

4. Support for the capitalization of the results of initiatives tested for their implementation at national level

  • Supporting BZZ with data compilation and mapping interventions, including partners in the areas covered by the PSP program, compared to packages of interventions, the location of activities, targets, budget and the state implementation of activities
  • To provide the BZZ and partners documentation and relevant data for periodic exercises of monitoring and review and reporting the performance of Local Government (through harmonization conferences, etc.) on the situation of children and women in areas of UNICEF’s intervention
  • Contribute to the evaluation of the programs tested in the areas of intervention, especially in relation to the achievement of UNICEF quality standards, and ensure that results are disseminated in a timely manner to stakeholders to improve performance program and to contribute to the national learning and organization
  • Supporting BZZ and partners in developing the Terms of Reference (ToR) for the Monitoring & Evaluation (M & E), surveys, studies etc.; preparation and facilitation pilot workshops of M & E systems and other technical meetings and the conduct of activities envisaged in the work plan of the PSP / Dakar section and in the integrated plan monitoring assessment and research (Piser) to situational analysis of children in the area covered by the BZZ.

5. Capacity building in M & E partners and stakeholders at the decentralized level and monitoring of decentralized public action.

  • Provide technical support for capacity building of partners and stakeholders at the decentralized level in S & E
  • Work towards the appropriation of the results framework and indicators for monitoring the results by all partners and stakeholders
  • Supporting the Regional Development Agencies (RDAs), the Departmental Monitoring Committees and harmonization (CDSH) and other partners in strengthening their capacity in the implementation of activities included in the PTA PSP BZZ
  • Monitor the adherence to schedule in PSP project activities supported by BZZ
  • Support the development of work plans (AWP), the organization of the sector reviews, biannual and annual or integrated departmental, regional or inter-regional reviews, and contribute to periodic progress reports in implementing the PTA of decentralized cooperation.
  • Perform any other tasks and responsibilities required under the effective implementation of the Country Programme and the PSP by BZZ.

Furthermore, UN Volunteers are required to:

  • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
  • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
  • Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;
  • Contribute articles/write-ups on field experiences and submit them for UNVpublications/websites, newsletters, press releases, etc.;
  • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
  • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Expected results

The United Nations Volunteer Specialist in Social Policies will contribute to the achievement of results in relation to the sub-component Decentralization Work Plan of the Social Policy and Advocacy component, including:

Products 4-3: By 2016, local authorities have strengthened capacities for the management of children’s issues, rights and equity in the planning and implementation of development plans in the areas of competence transferred pursuant to Act 3 of decentralization.

The United Nations Volunteer will make direct contributions to:

1. Capacity Building of Local Government in the intervention area and tools/ devices for planning, budgeting and monitoring of performance in basic social sectors, for the consideration of equity and the rights of the child.

2. the establishment of a system of certification of « childfriendly cities »

3. Capacity Building of Local Government to monitor the situation of children across the Dashboard of the situation of children and performance in basic social sectors.

The contribution of the United Nations Volunteer will be in the form of:

  • Project Documents
  • Mission Reports
  • Analytical products
  • format Sessions
  • The development of capacity through coaching, mentoring and formal on-the-job training, when working with (including supervising) national staff or (non-) governmental counterparts, including Implementing Partners (IPs);
  • A final statement of achievements towards volunteerism for development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed.
Competencies

Computer skills:

Proficient use of MS Office and statistical applications. Computer skills for economic and statistical analysis

  • Control of databases, computer skills (statistical analysis software commonly used, eg STATA, SPSS, Excel, Access.) And information systems; Experience with the management of IT applications would be an asset.
  • Ability to browse the internet

 

Other skills and competencies:

  • Knowledge of rigorous impact evaluation concepts (using experimental methodologies) would also be an asset.
  • Knowledge of decentralization, local governance, powers transferred to Local Authorities, local development, and management of public policies and local government finances, and community social programs.
  • Ability to conceptualize, innovate, plan and execute the ideas and the transfer of knowledge and skills.
  • Good analytical, negotiation skills, communication and advocacy.

Required Skills and Experience

University degree (Bachelor / Master) in Demography, Statistics, Social Sciences, Economics, Econometrics or equivalent.

Years of experience:

  • Have two (2) years of responsibility and professional experience in the field of administration of projects and programmes at national and / or international level
  • Experience in a technical ministry would be an asset.
  • Experience working with organizations of the UN system or other international development agencies is an asset.
  • A monitoring and evaluation experience in one of the program areas of UNICEF (health, education, child protection, water and sanitation) would be an asset
  • Languages: A very good command of French (spoken, read and written). A good level of English is an asset. A good knowledge of at least one local language.
