Title: lnformation and communication technology (ICT) Specialist NOB Unicef Senegal

Purpose for the job: The ICT Officer reports to the ICT Specialist for gen­eral guidance and supervision. The Officer provides technical, operational and procedural support and end-user services in the implementation and administration of corporate applications/changes/enhancement including new functionalities/business solutions, ICT automation and modernization and the acquisition, installation and maintenance of reliable, secure and cost effective ICT infrastructure, network and telecommunications.

Administrative and operational support to implementation of corpo­rate applications, changes and enhancements and other business solu­tions

Provide technical and operational support to stakeholders and partners throughout the process of implementing corporate ICT applications, changes and enhancements and other business applications.

Provide customer support and services to facilitate enhanced user capa­bility to manage applications effectively and efficiently (e.g., process transactions, data management, recording, retrieval, reporting). Assess/resolve technical issues and/or refer to relevant colleagues tor timely resolution,

Draft implementation messaging, internal policies and/or operating pro­cedures on the use and management of ICT.

Provide technical advice and/or solutions on the application and inter­pretation of organizational rules, regulations, policies and guidelines on ICT management and related issues.

Support and collaborate with Audit and other Management Reviews of ICT systems. Follow up on agreed upon Audit findings and recommenda­tions to facilitate compliance and keep Supervisor informed for timely action.

Business relationship management and partnering for ICT application Identify, in partnership with stakeholders, opportunities for leveraging technology to automate and modernize business processes not met by corporate Enterprise Resource Planning systems, Business Information Systems and other global business applications Initiatives.

Submit recommendations/assessments -for new ICT enabled solutions/initiatives for inclusion in the office’s business plans to optimize business process automation and modernization to enhance productivity, efficiency and transparency.

Prepare technical assessments, specifications, estimates, documenta­tions and other required materials for the office’s Management Plans and related budgets for new ICT products and services,

Administration of Infrastructures, network and related equipment and systems.

Provide technical advice and operational support on the procurement of and maintenance and security services for ICT equipment/supplies for the offiçe and projects.

Manage/supervise the installation, operation, protection, update and mainterjhce of the office’s ICT systems, infrastructure, network,

telecommunications facilities and other related equipment according to organizational policies, guidelines and procedures.

Monitor risks and new threats to ICT operations and guide and take proactive action. Verify compliance with ICT security guidelines and proce­dures.

Monitor to verify the efficacy, protection and security of ICT systems including emergency preparedness at all times. Record findings and alert relevant stakeholders for timely intervention and action.

Monitor, assess and verify the use of ICT resources according to plans, allocations, policies and guidelines. Take decisions and/or approve trans­actions/disbursements of resources.

Networking and collaboration

Liaise with the RO, HQ (ICT and other Divisions), office colleagues and counterparts in other regions on ICT Initiatives to share experiences and assess opportunities for partnerships to innovate and modernize office operations and to contribute to corporate ICT transformation initiatives and Improvements.

Participate (as delegated/designated) in events/meetings and in inter­agency (e.g., local UN ICT Working Croup) discussions and planning on ICT related issues (including emergency/security planning) to ensure the orga­nizational position, interests and priorities are integrated in development planning and agenda setting Including UN Reform.

Participate in UNICEF global/regional/COs events and discussions on organizational development planning and agenda setting for ICT solu­tions, innovation and transformation Initiatives.

Knowledge management and capacity building

Explore the market for global/regional trends and development in ICT to Identify opportunities to leverage technology to automate and modernize the office’s operations. Participate In the office’s work process review and reengineering to drive ICT solutions.

Share best practices and knowledge learned for consideration in corpo­rate development of global/regional policies and procedures.

Plan, organize and/or Implement capacity building initiatives to enhance staff competencies to implement and use/manage ICT innovation, solu­tions and opportunities to work productively, efficiently and effectively.

Recruitment Qualifications

Education: A first University Degree in computer science, software engi­neering, information resource management, business administration or other related social science field is required.

Experience: A minimum of 2 years of professional experience in ICT or related fields in an international organization and/or large corporation is required. Experience in a UN system agency or organization is an asset Language Requirements: Fluency in French and English is required. Knowledge of the local language is an asset.
