For every child, HealthA situation analysis on boys and girls is an essential element of UNICEF’s duties necessary to inform programmes and policies for the realization of the rights of children. After 10 years of conflict and the latest impacts of the COVID-19 pandemic, social sectors are on the edge of a collapse. The most recent cease-fire signed by all parties in Libya gives an opportunity to back stock and update the situation of the education and child protection sector. The latest national analysis of the situation of boys and girls in Libya was drafted by UNICEF in 2018 but not published for various reasons. This review was a widely desk review of the literature available in English. In the course of the 2018 – 2020 UNICEF has also supported/spearheaded a number of the publications that were used to better define its programmes and serviced as a background Programme Strategy Notes and its revisions. UNICEF aims to update the situation analysis of the education and child protection chapters to produce two papers of 15 pages each as a contribution to a World Bank publication on the impacts of the conflict and COVID-19 on the service delivery in Libya. In addition, these two chapters will be used as inputs for designing UNICEF’s extension of country programme document beyond 2021 as required.
The two chapters on education and child protection sectors will be updated and it will be used as input for designing UNICEF’s extension of the CPD in 2021. As a result, the LCO will require technical assistance from an international consultant who will be responsible for liaising with various programme sections that will provide necessary information and background documentations, and who will also provide the research support.
UNICEF Libya has produced in the last three years numerous reports, studies and evidences that will contribute in updating the situation analysis chapters for Education and Child Protection. Existing reports and studies require to be read and summarize in convergence of the chapters’ contents to UNICEF’s outline and guidelines for preparing short and concise analyses with adequate focus on core components such as equity, social inclusion, vulnerability, bottlenecks etc. as well as ensuring links between the analyses and policy recommendations. These elements along with refinement in the overall analytical content is necessary if the analysis is to help wider policy discussion for the future of Libya in a meaningful way.
UNICEF Libya is therefore in the process of recruiting a consultant to undertake this assignment which is expected to take a maximum of two months. To be able to provide quality inputs for the World Bank book in a timely fashion, the work on updating the two chapters analysis report will have to commence in a time constrained period, thus the role of the consultant is crucial for working simultaneously on both education and child protection sectors to ensure consistency across the two chapters and extract evidences and brief notes from the relevant information which will be used for updating the situation analysis. Thus, LCO requires an additional person to provide the technical support and address these specific analysis and capacity gap.
How can you make a difference?
The specific tasks to be performed include but are not limited to the following:1) Finalize the outlines of the two chapters and agree on the outlines with UNICEF.
2) For the purpose of updating the sectors’ situation analysis, review and extract the relevant evidences of the existing situation analysis report, studies, assessments for Education and Child Protection sectors as per the plan agreed with UNICEF.
3) Draft two chapters in high quality documents with 15 to 20 pages per chapter.
4) E-meetings and telephone discussions with UNICEF staff and consultants, as well as all other experts and relevant institutions when required for carrying out the tasks.
5) Provide brief status updates on all the activities every week to the Deputy Representative, and other focal points
The consultant shall liaise with all relevant sections in UNICEF to undertake the assignment.
To qualify as an advocate for every child you will have…
Academic qualifications – advanced degree in any social/economic development related field.
• Working experience in analysis of human and child rights.
• Employment experience – A minimum of five years of work experience including but not limited to technical editorial work, qualitative analysis, data collection, supervision, sharing of results, dialogue with stakeholders including government experts and officials.
• Language: written and spoken proficiency in English.
• Good analytical, report writing skills, as well as coordination and facilitation skills.
