For every child, hopeThe regional Social and Behavior Change section is among the cross-sectorial programs working in convergence and integration with all other UNICEF programmatic priorities and sectors.  The Social and Behavior Change is a strategy within UNICEF’s Strategic Plan (2022-2025) and within the Regional Office Management Plan, where it is designated as a cross-cutting “accelerator strategy”. The Social and Behavior Change team, under the leadership of the SBC Regional Advisor,  collaborates across sections within the UNICEF Regional Office and support Country Office SBC teams to support and guide all programmatic sections at the country level. As an “accelerator strategy,” Social and Behavior Change approaches include elements from other cross-cutting units, to strengthen the focus on gender, innovation, and adolescents and change agents.

How can you make a difference?Under the general guidance of the Regional Advisor Social and Behaviour Change, responsible to support country offices with the design, formulation, management, execution, monitoring and evaluation of social and behavioral change strategies, plan of action and programme activities in support of the country programme. Social and Behavior Change strategies may include Communication for Development approaches (community engagement, digital engagement, etc.) and other approaches that go beyond communication, like Human Centered Design, Positive Deviance, Behavioral Insights and Collective Change (approaches that focus on social norms and collective social practices like open defecation).

Summary of key functions/accountabilities:Support country offices on design, experimentation, use, measurement and documentation of social and behavior change approaches and initiatives.

In collaboration with UNICEF management and decision makers and planners of government, donor organizations and the private sector, the Social and Behavior Change Specialist supports country offices to design, experimentation, use, measurement and documentation of social and behavior change approaches and initiatives, collaborating with general public, leaders and service providers for: (a) behavior development/change at individual/household levels; (b) community engagement and data for action collaborations with civil society organizations; and (c) increased community participation and contributions; and (d) promoting the improvement of services, reduction of barriers to service access and strengthened accountability of duty bearers.
Partnerships for Social and Behavior Change in support of country offices and strategic Regional initiativesSupport country offices to develop and enhance strong partnerships with community groups, leaders and other partners in the community and civil society for promotion of participation in social and behavioral changes supportive of programme goals.

Supports country offices to develop partnerships with various religious groups, traditional leaders, teachers, artists and other organized groups in the community, as well as civil society organizations, to orient them on country programme goals and to solicit their involvement in the implementation of the country programme.
Supports country offices to promote a better understanding of children’s and women’s issues by assisting in or managing a country level behavior change and social mobilization strategy supportive of effective and efficient programme delivery.
Supports country offices to promote and to influence behavior development/change at individual/ household levels, social mobilization of civil society organizations and increased community participation in development programmes.
Supports Regional initiatives and partnerships in relation to strategic Social and Behavior Change initiatives (includes research, documentation and advocacy efforts).
Capacity strengthening in support of country offices
Develops training materials and activities to build capacity for Social and Behavior Change approaches in support of country programme delivery.
Supports country offices to develop training materials and activities to strengthen capacity in Social and Behavior Change behavior change approaches for personnel who are involved in the planning, implementation and evaluation of interventions, in support of programme sustainability.
Support country offices with coordination and collaboration with government and partners.
Support country offices to provide effective coordination and technical support to government counterparts and other partners in the development and strategic use of social and behavior change approaches
Supports country offices to coordinate with government counterparts in the development and appropriate use of social and behavior change approaches, aimed at both individual behavior change level and for collective, coordinated action. Provide technical support as required.
Supports country offices to collaborate with government officials, community leaders, UN, and bilateral agencies and Non Governmental Agencies in the organization of activities, operational research, advocacy and exchange of information and ideas supportive of programme goals and strategies.
Assists country offices with support for monitoring and evaluationSupport country offices to monitor and evaluate programme activities and prepare monitoring and evaluation reports. Assists country offices with the exchange of findings, experiences, lessons learned and new methods with partners.

Support country offices to analyze and to evaluate data to ensure compliance and achievement of objectives and recommend corrective action, when necessary, to meet programme/project objectives. Assists country offices to provide technical advice to government counterparts and to support planning processes including country programme milestone meetings, such as mid-term reviews, strategy meetings, previews and reviews and annual reviews.
Support country offices to disseminate research findings, to ensure exchanges and sharing of experience, lessons learned, best practices, and new methods to government officials, programme staff, and other UNICEF partners.
To qualify as an advocate for every child you will have: 

Education:Advanced university degree in the social/behavioural sciences, (Sociology, Anthropology, Psychology, Health Education, Health Communication, and other relevant areas) with emphasis on strategic planning for social and behavior change, social mobilization, participatory social change approaches, innovation, and research and/or monitoring and evaluation methods.

Experience:
Minimum 8 years of progressively responsible professional work experience in the development, planning and management of social development programmes, including several years in developing countries, with practical experience in the adaptation and application of planning processes to specific programmes.

Language Requirements:Fluency in English, strong proficiency in French.
