How can you make a difference?
1. Support to program development and planning
• Support the implementation of national policies, guidelines and activities addressing UNICEF’s Educational Construction Program and Educational Infrastructure Emergency Response;
• Ensure the implementation of a communitarian approach to UNICEF’s Educational Construction Program and Educational Infrastructure Emergency Response activities providing progress reports identifying constraints and proposed measures to address them;
2. Program management, monitoring and delivery of results.
• Prepare tenders for construction companies and quality control supervising entities (BET), conduct the technical evaluation of tendering process with technicians from MoE , prepare and monitor contract formalities and payment calendar of the fees of construction companies and quality assurance supervision entities.
• Prior to the beginning of actual construction activities, to develop, review and follow the work process and procedures in order to guarantee the respect of the architectural and structural design, the choices of construction materials, the supervision of the field work and the procedures of quality control.
3. Technical and operational support to program implementation
• Provide technical support to ensure the availability of accurate, complete and up-to-date information required from the field for an effective implementation, management and technical supervision of the UNICEF’s Educational Construction Program and Educational Infrastructure Emergency Response to make substantial contribution to the achievement of planned objectives of the project teams and the Construction Unit at the solid professional quality level.
• Conduct regular program field visits and surveys and/or exchange information with the construction and quality assurance companies to assess progress of the construction of the school infrastructure, provide technical support, take appropriate action to resolve technical issues and report on critical issues, bottlenecks and potential problems.
4. Networking and partnership building
• Enhance project efficiency and effectiveness through implementation follow-on activities with various implementing partners, including monitoring UNICEF inputs, local conditions and resources, flow of supply and non-supply assistance and Education project status
5. Innovation, knowledge management and capacity building
 Identify capacity needs within national and regional education authorities and collaborate with them to develop appropriate training; support capacity building plan to address priority needs for the effective implementation of UNICEF’s Educational Construction Program and Educational Infrastructure Emergency Response;

To qualify as an advocate for every child you will have…
A University degree in Civil Engineering or Architect
Minimum 6 years progressively responsible professional work experience at the national or international levels in educational infrastructure construction program, reconstruction and logistics planning, management, monitoring and evaluation or in a related field. Background in Emergency programme as an asset.
Fluency in French and controlling English is an asset Knowledge of local language is an asset also.
