How can you make a difference?
Under the general supervision of the Budget Officer (P2) and general guidance of the Planning Specialist of Social Policy, Planning. Monitoring and Evaluation (SPPME) Section, the Budget Officer (NOA) performs a variety of specialized tasks for the Country Office including 13 Field/Sub Offices, in support of the preparation, planning, monitoring, and control of the budget involving several different sources of funds and programmes, monitors and allocates incoming funds, manages donor grants within VISION (SAP) and makes allocations to the appropriate programmes.
1. Management of Funds
Monitor the utilization of financial resources and produce regular updates for the Country Office Management.
Ensure timely allocation to respective Programmes of new grants. Works in collaboration with the supervisor and Budget Owners to ensure the overall compliance with donor and grants conditions when allocating and re-phasing funds.
Monitor grants expiry dates with the objective of ensuring that all funds are fully utilized prior to grant expiry dates especially International Public Sector Accounting Standards (IPSAS)-compliant grants.
Support quality assurance as appropriate of financial information indicated in outgoing documents including donor reports, proposals and rolling work plans; check the accuracy of the budget calculations of project proposals before their finalization.
Support the capacity development of programme staff to improve the description of expenditures that appear in financial reports; ensure that donor reports receive timely budget/financial information.
Enable an institutional memory within the office through development and maintenance of record keeping of allocations forms and emails; ensure the filing of and access to all the financial and budget-related files on proposals, donor reports and all other financial documents.
Ensure that cross-sectoral funds/grants are closely monitored and utilized within the donor conditionality by coordinating closely with Budget Owners.
Regularly update Grant Allocation and Tracking System (GATS) with focus on cross-sectoral funding/allocations.
Assist in the roll-out of the Budget Formulation Tool (BFT).
2. Management of Reports
Support monitoring of allocation and expenditures trends; prepare and share the financial progress reports adapted from VISION and brings to the attention of the supervisor and Planning Specialist any deviations of delays for corrective measures.
Prepare and timely submits monthly Management Indicator reports to the meetings of the management team (including Finance and Budget Meetings), including analysis on key programme indicators. This should be consistent with the weekly update.
Provide reports on budget utilization during reviews (Mid-year, annual and mid-term reviews)
Follow up on agreed actions during the presentation of management reports.
3. VISION Support
Provide on-going support to programme staff on the appropriate VISION/SAP work process, routine operation and utilization of the system.
Assist in the processing of requests for grants extension ahead of expiring dates in VISION.
Support capacity building of Programme Associates in VISION/SAP usage and reports generation and analysis.
Perform other relevant duties.
4. Cost distribution and payroll
Prepare cost distribution for Country Office and advise section chiefs on standard cost and conditions of Grants utilization in payroll.
Supports staff payroll run by ensuring that adequate funds are allocated for staff salary and cost distribution uploaded for all staff on FT and TA.

To qualify as an advocate for every child you will have…
A University Degree in Finance/Accounting, Business Administration or another relevant field is required.
At least one year of professional experience in programme operations, administration, finance.
Experience in the usage of office software MS packages and advanced knowledge of spreadsheet and database packages, experience in handling of web-based management systems and ERP financial, preferably SAP.
Experience of IPSAS and/or IFRS is an advantage.
Developing country work experience and/or familiarity with emergency is considered an asset.
Fluency in English is required.  Knowledge of another official UN language or local language of the duty station is considered an asset.
