Title Construction Engineer (s) to support the implementation of UNICEF’s South Sudan Improving Access and of Quality Basic
Education
Background/Rationale for the Assignment
UNICEF with funding from the African Development Bank (AfDB) and in collaboration with the Government of South Sudan (GoSS) will be implementing the Improving Access and Quality of Basic Education Project which aims to contribute to increasing access to quality primary education and improve learning outcomes for some of the most marginalized children in South Sudan.
The following key strategic objectives for the project have been identified: (i) to improve access to quality primary education for 30,000 boys and girls through the rehabilitation and expansion of 35 primary schools in four former States where learning has been greatly affected by the conflict; (ii) enhance the capacity of 2,000 teachers to effectively teach and support children to learn using child-centred teaching methods and improved classroom management. The rehabilitation of 2 National Teacher Training Institutes and 10 County Education Centres will also provide structures for training more than 600 teachers and will form part of the project.
UNICEF will thus require the services of two qualified national engineering consultants to provide monitoring of the rehabilitation/construction component of the project against a project completion time schedule.
Rationale
Considering that the engineering component of the programme forms a significant part of the overall programme outputs, specific in-house construction engineering expertise is required to provide detailed monitoring of the implementation of the programme, provide technical supervision of the engineering contractors(s) and follow up on corrective actions to ensure the timely and quality implementation of the rehabilitation /construction works.
It is therefore proposed to acquire the technical services of two national construction Engineers for a period of 11 months from 17th March 2020 to 17th February 2021 to cover the above indicated functions.
Purpose, Tasks & Expected Results
Under the leadership of the Chief of WASH or his designated officer, the Engineer(s) will work closely with UNICEF WASH and Education Staff and state and local government, engineering consulting firms of the programme, contractors, implementing partners and stakeholders to ensure effective monitoring of the Improving Access and Quality of Basic Education Project.
The Engineer(s) will make substantial inputs into the planning, design and monitoring of rehabilitation/construction works and will also ensure that activities being implemented will achieve the objective of improving access to quality basic education.
The selected candidate(s) will work under the direct technical supervision of the Chief of WASH or his delegated officer, providing specialized technical skills and capacity as well as liaise and support the Education section, including field office locations.
Main Tasks
The Engineer (s) will be based in Juba with frequent field visits to project sites in the field. The Engineer position is a highly technical position and will be required to provide detailed technical support to contractor(s) and consultant(s) as well as undertake detailed and thorough analysis and review of all construction related works and documentation as directed by the Supervisor.
The Engineer(s) is expected to perform the following specific functions/tasks under the supervision of the Chief of WASH or his delegated officer
Planning and Design
1. Undertake site specific engineering assessment and selection of schools, National teacher training Institutes (NTTI) and County Education Centers (CEC) for construction/rehabilitation in collaboration with Education Section
2. In collaboration with WASH, Education and Supplies, make inputs as required in the engagement (ToR and adjudication) of engineering consulting firm (s) for development of designs, BOQ and supervision and control of construction/rehabilitation works
3. Support liaison with local level authorities on project construction planning, implementation and monitoring
Contribute to the review of designs, drawings and specifications proposed by the engineering consulting firm(s) to ensure technical specifications and contractors’ works meet the needs and requirements of beneficiaries, especially with regard to child friendly designs;
4. Support the technical and financial review and make input in the process of pre-qualification, tendering, evaluation and awarding of works Contractors
5. Facilitate collection of primary and secondary data from local authorities required for project planning
Monitoring and Quality Assurance
1. Support the review of construction works documentation submitted by consulting firms including but not limited to BOQ, payment certificate, technical drawings and specifications, ensuring accuracy of all documentation
2. Monitor construction works and provide supportive supervision of constructed works ensuring adherence to proper construction quality control and monitoring systems
3. Work closely with the UNICEF consultant engineers, as well as other partners, to ensure that the programme goals are achieved; Observe and report back to head of section activities under construction projects and any concerns about the overall construction process
4. Undertake site visit to project locations, track progress, make recommendations and follow up actions to ensure compliance in terms of quality and timeliness of implementation
5. Ensure detailed records are kept of all construction activities, enabling real-time tracking of construction progress.
6. Liaise with the relevant field offices on technical monitoring of construction/ rehabilitation works
Support to Programme Management
1. Participate in site visits, donor missions, technical meetings as directed by the supervisor
2. Support compilation of secondary and primary data during project implementation
3. Technical support to state government and communities in the implementation of the programme
4. Undertake other tasks relating to UNICEF construction as requested by the supervisor needed to ensure the objectives of construction works by UNICEF are met
5. Contribute to donor and programme reports and the development of knowledge management products
Methodology
The consultant will closely coordinate and work together with other members of UNICEF Education, WASH, Supplies and other teams within UNICEF as well as with Engineering Consulting Firm, Contractors, Local Authorities, implementing partners and other relevant parties for the undertaking of the above referred activities. The methodologies applied for this consultancy will include but not be limited to the following:
– Coordination meetings between UNICEF, Engineering Consulting Firm(s), contractors, implementing partners and State Government officials as required
– Desk review of documentation such as design reports and specifications, Bill of Quantities progress reports, payment certificates
– Field visits to target towns to monitor implementation of works, provide recommendation and conduct follow up actions. Field visit will be undertaken on the approval of the supervisor of the consultancy
– Preparation of various technical documents related to the implementation of the programme, including inputs for various UNICEF internal documentations, progress update reports, technical briefings for donor reporting, high level monitoring visits etc.
Expected Results
Timely and cost-effective implementation of the UNICEF Improving Access and Quality of Basic Education Project through effective technical support to the Education and WASH Sections

Qualifications and Competencies Education Requirements
University degree in civil engineering or related technical field. Membership of relevant professional bodies at regional and /or national level will be an advantage.
At least 3 years of demonstrated experience in the design, monitoring and supervision of construction of civil works (buildings) including WASH facilities
Demonstrated experience of contracting process for civil works, including preparation of BOQ, tender documents, bid adjudication and award
Excellent computer skills including internet navigation and various office applications, including knowledge of AutoCAD and MIS/GIS applications
Possess drive, initiative and ability to effectively collaborate within team
Should be result oriented and possess good analytical and communication skills.
Demonstrate the ability to work in a multi-cultural and international environment and establish harmonious and effective working relationships both within and outside the organization
Familiarity with local government institutions and working knowledge of community engagement and management of WASH
Previous experience working on similar assignment with UN agencies will be an advantage
Ability to travel extensively including to hardship locations
Deliverables
The consultancy duration consists of a total 11 months from 17th March 2020 to 17th February 2021, the starting date could be earlier depending on the time the selection process is concluded.
The selected candidate(s) will present a monthly report detailing the activities undertaken and deliverables submitted during that period. The report will document inputs made by the Engineer(s) for the effective and timely implementation of rehabilitation/ construction activities
The monthly deliverables comprise:
Assessment report for schools, NTI and CEC
Prioritisation list for schools, NTI and CEC
Report on physical progress of works
Overall challenges and recommendations
Technical input into consultant and contractor selection process and programme supervision framework as directed by supervisor
The report will also include findings and recommendations on field visits.
The work must be documented with:
Monthly report submitted in hard and electronic copy, including electronic copy of the deliverables submitted during the month.
Any interim deliverables to be presented in printed and/or electronic copy, as per required.
At the end of the consultancy, the consultant should submit an archive on electronic copy of all documentation processed.
Submission of Proposals
Interested candidates are required to submit a technical and financial proposal respectively
The documents for the Technical Proposal should include:
Job Profile and Resume/CV including relevant experience/specific role in undertaking similar work, education/other trainings, references, etc. – no more than 3 pages
Description of other similar assignments undertaken during the last 5 years including name of the project, location, name and contact details (e-mail and telephone) of the client/supervisor, implementation period, cost of the project and scope of services – no more than 1 page. UNICEF reserves the right to contact referees provided.
Your understanding of the requirements of the consultancy and any value-add approach you will use in the consultancy; no more than 1 page
The Financial Bid should comprise the full cost of delivering the task, including:
• Consultant fees
• Other related costs, if any (please specify)
• UNICEF will cover the transport and Daily Subsistence Cost DSA cost of any in country field visit that may be required (DSA not to exceed UN rates)
Travel Clause
• All UNICEF rules and regulations related to travel of Consultants/ Individual Contractors apply.
• All travels shall be undertaken only upon the prior approval by UNICEF.
Nature of Penalty Clause in Contract
If the final reports and documents are not submitted according to the deliverables stated in this TOR, the payments will be withheld. UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs is incomplete, not delivered or for failure to meet deadlines. All materials developed will remain the copyright of UNICEF and UNICEF will be free to adapt and modify them in the future.
