Sudan, surrounded by the Central African Republic, Chad, Egypt, Ethiopia, Eritrea, Libya and South Sudan, positioned next to East, West, South and North Africa, is surrounded by complex conflicts in an unpredictable, volatile and rapidly evolving region. Sudan is by size the third biggest country in Africa, with a diverse population of around 42 million people. Sudan’s children make up half of the total population, and the past two decades have seen their lives significantly improve: fewer girls and boys are dying before their fifth birthday, primary school attendance is increasing, immunization coverage is high and the country remains polio free. Still, millions of children continue to suffer from protracted conflict in Darfur, the Kordofans, and Blue Nile, from seasonal natural disasters, malnutrition and disease outbreaks, and from under-investment in basic social services. More than three million of Sudan’s school aged children are not in the classroom. UNICEF has been in Sudan since 1952 and continues with a presence in 12 of Sudan’s 18 states
How can you make a difference?
Purpose of post
Under supervision of WASH Manager, provide technical support to the WASH section and partners in Scaling up Sanitation and effective hygiene promotion in coordination with C4D in Sudan Country Office. Capacity building, monitoring and technical support to current and future Sanitation and Hygiene projects as well as documenting lessons/ best practices, reporting, and resource mobilization.
MAIN DUTIES AND RESPONSIBILITIES
The WASH Specialist (Sanitation and Hygiene) reports to WASH Manager (P4) for supervision. The WASH Specialist provides technical guidance and support to partners, provides operational and administrative assistance throughout the WASH programming process. The WASH Specialist prepares, manages and implements a variety of technical and administrative tasks, related to the development, implementation, monitoring and evaluation of the WASH output one (Sanitation and Hygiene) results of the country programme.
Programme management, monitoring and delivery of results
Provide technical assistance and guidance to the Government of Sudan and implementing partners on scaling up sanitation and ensure the timely implementation of National and State ODF Road map,
Support the development and dissemination of technical guidelines for scaling up sanitation and hygiene promotions with special focus on handwashing at critical time.
Manage current and future sanitation and hygiene related projects being implemented by partners with financial support from UNICEF; Provide guidance and technical support to the government partners on policy development, sanitation and hygiene monitoring and coordination.
Provide the required input on the development and review of annual work plan, PCA document, donor proposal, report and conduct regular field monitoring to ensure the implementation of agreed plan.
Work collaboratively with colleagues and partners to collect/analyze/ share information on implementation of sanitation and Hygiene projects, provide solutions on routine programme implementation and alert appropriate officials and stakeholders for higher-level interventions and/or decisions. Keep records of reports and assessments for easy reference and/or to capture and institutionalize lessons learned.
Participate in monitoring and evaluation exercises, programme reviews and annual sectoral reviews with government and other counterparts and prepare reports on results for required action/interventions at the higher level of programme management.
Monitor and report on the use of sectoral programme resources (financial, administrative and other assets), verify compliance with approved allocations, organizational rules, regulations/procedures and donor commitments, standards of accountability and integrity. Report on issues identified to enable timely resolution by management/stakeholders.
Knowledge management and programme planning
Promote knowledge management on Sanitation and Hygiene by exchange of knowledge, information, situation analysis, experience or lessons learned; promote knowledge sharing and technical input or recommendations on major programme directions and on introduction of new initiatives linked to scaling up sanitation in the country.
Conduct field assessments and monitoring visits for Sanitation and Hygiene related interventions and draft reports to document lessons learned; contribute to knowledge management for WASH section, ensuring accuracy, timeliness and relevance of Sanitation and Hygiene information.
Provide inputs for WASH in the situation analysis, to inform the development of WASH-related outcome and output results.
Provide technical and administrative support throughout all stages of programming processes by executing/administering a variety of technical programme transactions, preparing materials/documentations, complying with organizational processes and management systems, to support progress towards the WASH-related outcome and/or output results in the country programme.
Prepare required documentations/materials to facilitate review and approval processes of Sanitation and Hygiene PCA and Evaluations.
Technical and operational support for Sanitation and Hygiene programme implementation
Plan and implement Sanitation and Hygiene related activities at federal and State level as per the National Open Defecation Free (ODF) road map. Contribute to the review and finalization of the State ODF Roadmaps including support to its high-level launch at state level and its subsequent implementation. Contribute to the finalization and implementation of the SDG-6 plans, focusing on the sanitation component.
Contribute to the national sanitation marketing and financing initiatives – including organizing needed trainings at state/locality level.
Provide technical and operational support to government counterparts, NGO partners, UN system partners and other country office partners/donors on the application and understanding of UNICEF policies, strategies, processes and best practices in WASH, to support programme implementation.
Sectoral Work Plan Development, Implementation, and Monitoring.
Actively involve on the development of the sectoral work plan and technical decisions as well as for project management, implementation and monitoring of assigned project/sectoral activity, in compliance with the defined project strategies and approaches. Support maintenance of information system for monitoring gender/sex disaggregated data and timely update of Sanitation and Hygiene component of WASH IMS
5. Programme Management, Delivery, Evaluation and Reporting.
Ensure programme efficiency and delivery through a rigorous and transparent approach to evaluation. Participate in operation research, curriculum development, assessments, studies (e.g. Faecal Sludge management study), innovation, capacity building, implementation of sanitation and Hygiene planning with different University and Higher Institution in Sudan, evaluation of Sanitation and hygiene exercises, programme reviews and annual sector review meetings with government counterparts. Provide input for the preparation of annual WASH sector status reports.
Contribute to the scaling up Locality-Wide CLTS approaches including handwashing at critical times.
Contribute to the establishment of a national resource pool of trained CLTS practitioners guided by a clear capacity development strategy and facilitating some of the trainings.
Ensure adequate and transparent evaluation of emergency preparedness and response with respect to Sanitation and Hygiene projects
Communication, Collaboration, Networking and Partnership.
Collaborate with C4D and Communication and Advocacy sections to ensure development of effective communication materials and strategies to support advocacy, social mobilization and Children and adolescent’s participation to gain knowledge and life skills to prevent WASH related risky behaviours, and to claim their rights to quality basic WASH services and the implementation of Sudan National ODF Road map.
Overall coordination with WASH colleagues within UNICEF. Collaborate with other Project, Programme and Emergency Officers to ensure the integration of the project/sectoral programme with other sectors.
Collaborate with the Operations and Supply Sections and Government authorities to establish and maintain sound internal controls supportive of WASH programme or sectoral planning and implementation, to coordinate financial and supply management requirements as well as to ensure accountability.
 Interact with Government and other partners, NGOs, UN and bilateral agencies in the various stages of WASH programme/project implementation to follow up on agreements and recommendations. Provide technical support and guidance on appropriate technical, financial and institutional capacity building measures to achieve WASH programme goals, including humanitarian response.
Humanitarian WASH preparedness and response
Provide Sanitation and hygiene related input to prepare requisitions for supplies, services, long-term agreements and partnership agreements to ensure UNICEF is prepared to deliver on its commitments for WASH in case of an emergency.
Provide input to proposals and reports for humanitarian funds (CERF, OFDA, SHF) as needed.
Take up support roles in an emergency response and early recovery, as and when the need arises.
To qualify as an advocate for every child you will have…
An advanced university degree (Master’s or higher) in one of the following fields is required: public health, social sciences, behavior change communication, sanitary engineering or another relevant technical field. Additional relevant post-graduate courses that complement/supplement the main degree are a strong asset
A minimum of 8 years of relevant professional management and implementation experience in the field of water, sanitation and hygiene, previous experience in emergencies and regular programmers in the sanitation, hygiene promotion, and school WASH areas,  Knowledge of the latest developments and technology in low cost sanitation, hygiene promotion, and capacity building including CLTS/ CATS and Sanitation Marketing.
Developing country work experience and/or familiarity with emergency is considered an asset.
Fluency in writing, reading, and speaking English and Arabic.
Strong negotiating, communication and advocacy skills, Computer skills, including various office applications and Ability to work and live in difficult environment.
