Background:
Ethiopia is currently facing a large scale humanitarian crisis. Since early June 2018, there has been renewed violence along the border of Gedeo and West Guji, led to a large-scale displacement of up to 1 million people across the two regions, some of them returning to their areas of origin in West Guji and with significant disparities in the numbers according to the different sources. IDPs/returnees in West Guji are currently in collective sites.
In the Somali border, there are over 600,000 IDPs displaced as a consequence of conflict and natural disasters. According to DTM round 12 there are 931,802 IDPs in the entire Oromia region.
Most IDPs are lacking adequate food, water and substandard sanitation and hygiene facilities, and the service was already insufficient before the onset of the conflict. Most IDPs have lost their household items as they have fled in haste with nothing more than personal possessions.
The current situation in Oromia region shows high levels of exposure to different hazards (natural and man-made), linked with high levels of socio-economic vulnerability and an institutional framework that still requires improvement minimize risks to the population and to improve emergency coordination, preparedness and response.
The WASH Cluster Coordination in Oromia region has been initiated earlier this year, led by the National WASH Cluster Coordinator. However, the magnitude of the crisis requires a dedicated Oromia Region WASH Cluster coordinator who can take the lead of the region and support sector coordination and advocacy, especially for WASH humanitarian responses in West Guji.
Location: Addis Ababa, with possibility of deployment to zones within Oromia Region (i.e. Bule Hora) as needed
Duration: 6 months, with possibility of extension based on needs
Justification:
In keeping with UNICEF’s CCCs (Core Commitments for Children) and its mandate as the water, sanitation and hygiene (WASH) Cluster lead in Ethiopia, UNICEF has specific responsibilities to ensure an effective coordination mechanism, with appropriate preparedness and response plans put in place based on proper sector coordination.
UNICEF serves as WASH cluster lead in coordination with the Oromia Regional Water Bureau. There are two active sub-cluster level coordination mechanisms both for the entire Oromia region (based in Addis Ababa) and also for West Guji zone (based in Bule Hora) but both sub-clusters need reinforcement and a dedicated person to strengthen it; in particular in relation with the crisis in Gedeo/West Guji and the increasing number of IDPs and returnees which adds additional complexity in terms of security and coordination among stakeholders.
Besides, in Oromia region there are many IDPs along the Somali border and recently along the Benishangul Gumuz border where sector coordination of humanitarian WASH response is needed. In the coming 6-12 months, the humanitarian response in the region is expected to continue to be at large scale (around USD 50 million) in Oromia region, and thus requires a dedicated Regional WASH Cluster Coordinator to lead that response.
Specific Tasks:
Inclusion of key humanitarian partners
Ensure inclusion of key humanitarian partners for the cluster, respecting their respective mandates and program priorities.
Establishment and maintenance of appropriate humanitarian coordination mechanisms in Oromia region and specific zones where necessary
Ensure appropriate coordination with all humanitarian partners (including national and international NGOs, the International Red Cross/Red Crescent Movement, IOM and other international organizations), through establishment/maintenance of appropriate cluster coordination mechanisms, including working groups at regional level;
Secure commitments from humanitarian partners in responding to needs and filling gaps, ensuring an appropriate distribution of responsibilities within the cluster partners, with clearly defined focal points for specific issues where necessary;
Ensure the complementarity of different humanitarian actors’ actions;
Promote emergency response actions while at the same time considering the need for early recovery planning as well as prevention and risk reduction concerns;
Ensure effective links with other cluster/sectoral groups;
Ensure that cluster coordination mechanisms are adapted over time to reflect the capacities of local actors and the engagement of development partners;
Represent the interests of the cluster partners in discussions with the Humanitarian Coordinator and other stakeholders on prioritization, resource mobilization and advocacy;
Coordination with national WASH cluster, regional authorities/institutions, local civil society and other relevant actors
Ensure that humanitarian responses build on local capacities;
Ensure appropriate links with regional authorities, local civil society and other relevant actors and ensure appropriate coordination and information exchange with them.
Attention to priority WASH needs and cross-cutting issues
Ensure integration of agreed priority cross-cutting issues in cluster needs assessment, analysis, planning, monitoring and response (e.g. age, diversity, environment, gender, HIV/AIDS and human rights); contribute to the development of appropriate strategies to address these issues; ensure gender sensitive programming and promote gender equality; ensure that the needs, contributions and capacities of women and girls as well as men and boys are addressed;
Emergency preparedness
Ensure adequate contingency planning and preparedness including prepositioning of key WASH supplies within the cluster for new emergencies.
Ensure close coordination with other relevant clusters, in particular Health and Nutrition clusters, at regional level.
Planning and strategy development
Ensure predictable action within the cluster groups for the identification of gaps; Developing/updating agreed response strategies and action plans for the cluster and ensuring that these are adequately reflected in overall country strategies, such as the Humanitarian Response Document (HRD)
Drawing lessons learned from past activities and revising strategies accordingly;
Developing an exit, or transition, strategy.
Application of standards
Ensure that cluster partners are aware of relevant policy guidelines, technical standards and relevant Government human rights legal obligations.
Ensure that responses are in line with existing policy guidance, technical standards, and relevant Government human rights legal obligations.
Monitoring and reporting
Ensure adequate monitoring mechanisms are in place to review impact of the cluster working group and progress against implementation plans;
Ensure adequate reporting and effective information sharing (with OCHA support),
Advocacy and resource mobilization
Identify core advocacy concerns, including resource requirements, and contribute key messages to broader advocacy initiatives of the HC and other actors;
Advocate for donors to fund humanitarian actors to carry out priority activities in the sector concerned, while at the same time encouraging cluster partners to mobilize resources for their activities through their usual channels.
Training and capacity building
Ensure adequate resources and capacity building plan for regional partners. Promote/support training of staff and capacity building of humanitarian partners;
Support efforts to strengthen the capacity of the regional authorities and civil society.
Support UNICEF’s emergency response
Provide support to the implementation of UNICEF programme activities
Follow up the activities carried out by UNICEF consultants and sub-contractors as needed
Any other activities as per needs
Specific Deliverables for the assignment (July 2018 to December 2018)
Provide leadership for the WASH cluster in Oromia region (with the support and guidance of UNICEF as CLA, SAG & authorities) ensure adequate participation of actors at the various coordination mechanisms and maintain professional working relations with
National WASH Cluster.
Represent WASH cluster through relevant humanitarian coordination meetings in Oromia region.
Review and develop WASH cluster priorities and advocate at various levels/fora (clusters, partners, authorities, etc.) including gender disaggregated needs
Flag urgent priority issues to National WASH Cluster and relevant stakeholders (e.g. sudden mass displacement, AWD, Flooding, etc.) and devise strategy for way forward
Support the national WASH Cluster in the regular EHF allocation.
Ensure prepositioning and core pipeline supplies are in line with the WASH cluster priorities.
Participate in the HDRP review (starting June 2018)
Provide monthly and ad hoc updates to Chief of WASH and National WASH Cluster Coordinaton
Expected Background and Minimum Experience
Advance university degree (minimum preference at Master’s Degree level) qualification desirably in subjects/ areas of WASH e.g. Health Promotion or Education, Civil or Public Health Engineering, Public Health (MPH), Environmental Health.  A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.
Knowledge of WASH sector as a whole and its priority issues; an ability to strategize how these sectoral needs are met through collective delivery, and ensuring that the roles, responsibilities and functional linkages among Cluster support team are clear and  well-coordinated
At least 8 years of progressively responsible professional working experience with government agencies, local authorities, international organizations, NGOs and communities in the field of water, sanitation and participatory approaches in health and hygiene promotion
A minimum of 2 years of experience of responding to first phases of an emergency, preferably in WASH Cluster Coordination roles.
Demonstrated experience and sound knowledge of working humanitarian contexts or in fragile states
Excellent training facilitation and capacity building skills
Willing and able to operate and live in relatively challenging circumstances during regional deployments and visits.
Fluency in English (verbal and written). Good written and spoken skills in the language of the humanitarian operation and knowledge of another UN language an asset.
Knowledge of Ethiopia an asset
