Background/Rationale for the Assignment
To assist with the delivery of UNICEF projects in South Sudan, UNICEF utilizes government and non-government organisations (NGO’s). This includes provision of supplies, which are handed over to the NGO’s and Government Counter parts, who are then responsible to deliver the supplies to the Primary Healthcare Centre, Primary Health Care Unit or Hospitals, where the supplies will then be distributed or utilized by the beneficiaries. The Implementing Partners IP’s are responsible to warehouse, transport and distribute supplies, from the point of handover from UNICEF until delivery to the beneficiary is completed. As such the organization needs to have the skills, knowledge and resources to provide warehouse and inventory management (WIM) services in a timely and effective way. UNICEF undertakes monitoring to ensure that the supplies are utilized in accordance with project requirements, and WIM is undertaken to good standards along the supply chain. To improve the capacity of organizations to undertake WIM it is proposed to run a project during 2020 to provide training and capacity building of organizations to undertake WIM to good standards, taking into consideration all the challenges and constraints of the South Sudan context.
Purpose & Expected Results
The aim of the terms of reference for the Supply Monitor Consultant is to facilitate the improvement of warehouse and supply management, routine supply monitoring and on-the job coaching, thus enabling quality programming of UNICEF funded nutrition projects.
To ensure that the implementation of the nutrition programme is taking place in a timely manner and benefiting the targeted population, individual supply monitor consultants are sought to conduct regular monitoring of nutrition supplies and activities implemented by partners, and on-the job coaching of frontline nutrition and health workers on warehousing and supply management in the six states. The consultants will collate and track supply monitoring reports and conduct regular field monitoring visits and follow up on field monitoring recommendations to improve quality of supply monitoring in the nutrition programmes in the states.
Specific Tasks
• Support the coordination of field monitoring mission plans and follow up recommendations from previous visits.
• Undertake regular collection, analysis and reporting of supply monitoring data using the agreed monitoring systems, and advice UNICEF and partners on status., and any remedial action required to improve the status of the supply chain for programme delivery.
• In collaboration with supply pipeline colleagues and programme sections, identify opportunities for capacity building on supply management and field monitoring of implementing partners, government and UNICEF staff with a view to improving the supply chain process to make it more effective.
• Participate in ensuring accurate and completed accounting, reporting and internal control systems on supply are in place and relevant records are maintained.
• Support the review process relating to receipting of consignments and dispatch of supplies recorded on stock cards
• Participate in reviewing the availability of space in the implementing partners warehouse and advise on whether supplies are being stacked, stored and optimize use of space appropriately.
• Follow up and review stock reports. Monitor inventory to account for the inventory status in implementing partners, third party and UNICEF warehouse(s),
• Participate in Monitor the incoming pipeline and advise on lead time
• Undertake supply monitoring site visits to ensure appropriate warehouse and inventory management has been undertaken, participating in in discussions of any proposed recommendations and arising from submitted field reports.
• Participate in improving the management of supplies to ensure better monitoring through the supply chain
• Maintain up to date files relating to pipeline activities, including a system for monitoring the different stages of each activity.
• Support field offices in the management/ monitoring of supplies which relates to implementing partners, government counter parts and within their geographical locations
• To ensure monthly data collection from implementing partners are reviewed/analyzed for the monthly production, reports and presentation are submitted to the Supply section and programme sections (on request ad-hoc supply pipeline reports will be required).
• Provide support to sections (WASH, Education, Nutrition, Child Protection and Health) by providing sufficient management information relating to 2020 DSP and ensure essential/ critical supplies are preposition before the rainy season starts
• Liaise with the programme sections to resolve issues/status of release/sales orders.
• Provide support to strengthen the capacity of internal and external stakeholders by providing training, technical advice and mentoring on warehouse inventory management and pipeline activities, or other resources that may be required.
• Participate in the identification of bottlenecks and liaise with implementing partners, government counter parts in resolving issues and taking corrective action.
Location: Juba with frequent travel to various locations throughout South Sudan
Duration: 11 months starting from 01 March 2020 – 31 January 2021
Qualifications and Competencies
Bachelors Degree in Supply and Logistics management with minimum of 6 years of relevant experience in the management of supply chain management
Strong understanding of warehouse and inventory management
Experience of delivering training in supply chain management is desirable
Experience of coaching and mentoring in supply chain management is desirable
Experience of undertaking monitoring of supplies is desirable.
Experience of working in South Sudan, with understanding of the country, and logistical context
Completion of secondary education is required, preferably supplemented by technical or university courses related to supply chain, business administration, or another relevant field.
Excellent verbal and written English
Deliverable Frequency Deadline
1. Completion of field monitoring visits on supplies and follow up of corrective recommendations. Monthly at the end of each month
2. Completion of Monitoring the dry season plan supplies and providing reports. Monthly on the 5th of every month
3. Completion of supportive supervision and delivery of training on warehouse and supply management to implementing partner and UNICEF staff Monthly end of every month.
4. Completion Field mission reports on supplies and updates on progress of warehouse and inventory management of stocks with Implementing Partners and UNICEF warehouses. Monthly on the 5th of every month.
Estimated Duration of the Contract
11 Months: 1 March 2020 – 31 January 2021
Duty Station and Official Travel
The consultant can complete the consultancy while based in Juba. There is potentially for travel requirement to other locations in South Sudan for supportive supervision that will be agreed during the consultancy.
Estimated Cost of the Consultancy
Consultant required to submit detailed technical and Financial Proposal.
UNICEF Supervisor
The Supply consultants will be supervised by Supply and Logistics Specialist.
Travel Clause
• All UNICEF rules and regulations related to travel of Consultants/ Individual Contractors apply.
• All travels shall be undertaken only upon the prior written approval by UNICEF.
• The eligible maximum amount for travel is specified in the contract.
• The consultant is responsible for his/her travel arrangements. The most economic and direct route is authorized.
• Travel costs will be reimbursed after the completion of mission. UNICEF will pay the applicable DSA rate and other travel related expenses upon submission of the invoice together with the supporting documentation.
Nature of Penalty Clause in Contract
If the final reports and documents are not submitted according to the deliverables stated in this TOR, the payments will be withheld. UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs is incomplete, not delivered or for failure to meet deadlines (fees reduced due to late submission: 20 days – 10%; 1 month -20%; 2 months -30%; more 2 months – payment withheld). All materials developed will remain the copyright of UNICEF and UNICEF will be free to adapt and modify them in the future.
