UNICEF Malawi Country Programme (2019-2023) is aligned with the Government of Malawi’s Growth and Development Strategy (MDGS III) and the United Nations Development Assistance Framework (UNDAF). The programme supports the Government of Malawi to meet its commitment to respect, protect and fulfil children’s rights in line with international conventions and standards. The country programme is guided by the principles of children’s rights, equity, gender equality, inclusion and resilience, and supports evidence-based, integrative and innovative programming. The vision is that ‘all girls and boys in Malawi, especially the most disadvantaged and deprived, realize their rights’.  The programme focuses on: early childhood (parenting, high-impact social services, early stimulation and learning), middle childhood and adolescence (learning, multi-sectoral services, active citizenship), communities (decentralized services and systems, community ownership, social norms), programme effectiveness (monitoring, evaluation, HACT, Innovation, Social Protection and Social Policy and External Communication.  The programme is based on ‘leaving no child behind’, realizing ‘rights for all children in Malawi’.
How can you make a difference?
Under the general guidance of the Social Protection Specialist, the Social Policy Officer (Protection) is accountable for providing technical support and assistance in all stages of social policy and protection programming and related advocacy from strategic planning and formulation to delivery of concrete and sustainable results. This includes programmes aimed at improving (a) public policies to reduce child poverty; (b) social protection coverage and impact on children; (c) the transparency, adequacy, equity and efficiency of child-focused public investments and financial management; and (d) governance, decentralization and accountability measures to increase public participation and the quality, equity and coverage of social protection and services.
This encompasses both direct programme work with government and civil society partners as well as linkages and support to teams working on education, health, child protection, water and sanitation, and HIV.
Summary of key functions/accountabilities:
 1. Strengthening social protection programmes and impact for children
Supports the operationalization of the Malawi National Social Support Programme II (2019-2023) through active participation in social protection dialogue and development with the Government.
Engages in constructive dialogue and partnerships to support the development of social protection programmes contributing to the progressive realization of children’s rights and strengthening of implementation and monitoring mechanisms at all levels of society.
Ensures that the programmes reach out in innovative and effective ways to those most vulnerable pockets of children and families that have been previously left out.
2. Strengthening effective implementation of the Social Cash Transfer Programme and impact for children
Supports the Ministry of Gender, Children, Disability and Social Welfare (MoGCDSW) and district councils in the effective implementation of the Social Cash Transfer Programme (SCTP), including strengthening coordination, planning, budgeting, implementation and monitoring with a focus on Balaka and Ntcheu districts.  Supports conducting of regular stakeholders’ coordination, review and planning meetings at district level.
Supports implementation of the SCTP Capacity Development Plan (CDP) and identifies any additional capacity gaps and supports capacity building interventions through shadowing, coaching and provision of on the job technical backstopping with a focus on district capacity building.
Collaborates with district teams to strengthen community-based planning, implementation, coordination and monitoring of the Social Cash Transfer Programme (SCTP). This includes working with government and partners to plan, implement and monitor linkages made between SCTP and the humanitarian/emergency response.
Assesses progress, identifies and resolves any major problems and constraints that may arise, and advocates for the participation of all concerned stakeholders and beneficiaries; promotes learning and enhanced coordination among key stakeholders; and ensures progressive leadership and capacity building of government at district level.
3. Strengthening design elements of the Social Cash Transfer Programmes
Supports the effective implementation of electronic payments modality in Ntcheu and Balaka districts and supports scale up of e-payment modalities to other districts and in other social protection programmes.  Supports the adaptation and effective implementation of case management and grievances redress mechanisms (GRM) for e-payment.
Supports the piloting and implementation of humanitarian/emergency and lean season responses through the SCTP.  Supports implementation of resilience building interventions such as through savings and loans, linkages with microfinance institutions and promotion of economic and productive activities amongst SCTP beneficiaries.
4. Evidence building, data collection, analysis and monitoring
Supports evidence generation related to the improvement of the protection and preventive functions of the SCTP and to contributes to improvements in implementation design and impact.
Provides timely, regular data-driven analysis for effective prioritization, planning, and development and supports maintenance of information system for monitoring gender/sex disaggregated data.
5. Advocacy and communication
Supports the implementation of the SCTP Advocacy and Communication Strategy at districts level.
Supports adaptation of communication materials for electronic payment modality, regularly reviews effectiveness and proposes adaptation to improve effectiveness of the Communication Strategy.
Promotes and raises awareness on children’s rights to social protection through supporting information dissemination, mass media campaigns, special events, and other means, to ensure local buy-in, commitment, and continued relevance of UNICEF social protection programming.
Regularly produces human interest stories for dissemination locally and internationally.
6.  Partnerships
Establishes effective partnerships with the Government, donors, NGOs, civil society and local leaders and other UN agencies to support sustained and proactive commitment to the Convention of the Rights of the Child and to achieve global UN agendas such as the Sustainable Development Goals, with emphasis on establishing sustainable and child-sensitive social protection programmes and the equity agenda.
Identifies other critical partners, promotes awareness and builds capacity of partners, and actively facilitates effective collaboration within the UN family and with Government.
7. UNICEF Programme Management
Supports and contributes to effective and efficient planning, management, coordination, monitoring and evaluation of the Social Policy Section and the Malawi Country Programme.
Prepares quality programme reports and briefing notes to ensure regular internal and external updates on programme status and progress.
Ensures timely submission of progress and results for inputting into donor reports, and for planning, management, monitoring and evaluation purposes as needed.
Represents UNICEF in meetings and technical discussions on social protection with a focus on the Social Cash Transfer Programme.
To qualify as an advocate for every child you will have:
A university degree in one of the following fields is required: Economics, Public Policy, Social Sciences, International Relations, Political Science, or another relevant technical field.
A minimum of one year of relevant professional experience is required, specifically related to social protection programmes and systems. Experience working with the National Social Cash Transfer Programme is highly desirable, especially at the sub-national level.
Background and/or familiarity with emergency is considered as a strong asset.
Fluency in English and the local language is required.
