The UNICEF Country Programme of Cooperation in Mozambique for 2017-2020 (21) positions partnerships as a core strategy to achieve results for children, including in humanitarian situations, and the private sector being placed as a key stakeholder in this work through Business for Results (B4R) for Children, engaging with key business industries. The development of the extractive sector, especially the exploration of Liquid Natural Gas (LNG) in the Rovuma Basin in the north of the country, and the potential of becoming a government revenue game-changer, UNICEF Mozambique is developing a new partnership model for children.
Job organizational context: The Private Sector Engagement (PSE) Specialist will work under the supervision of the Deputy Representative and in close collaboration with programme teams and partnership colleagues in a strategic and supportive role for the development of strategic partnerships and initiatives with the private sector to achieve results for children in line with the Mozambique-UNICEF country programme. A strong focus will be put on key business industries such as the extractive sector to leverage the full potential of business for children and in the rollout of the initiative Business for Results (B4R)
PURPOSE:
The position is based in Maputo, Mozambique. Under the guidance and supervision of the Deputy Representative, it will strengthen UNICEF’s capacity to better engage and leverage business using rights-based approaches to achieve results for children, adolescents and youth. Strong interlinkages with the country programme’s broader partnership and public advocacy agenda will also be created to spearhead a multi-stakeholder partnership approach to improve the situation for children in Mozambique. Existing and emerging partnerships with the public and private sector will be enhanced to support the achievement of results for children and the country porgramme’s priorities.
The PSE Specialist will contribute to build the capacity of Programme staff through UNICEF global Business for Results (B4R) initiative and relevant guidance and tools on private sector engagement.; and through the identification of strategic business partners and co-creation of investment cases/proposals. The post will contribute toward the development of business-related standards and measurement, knowledge management, creation of tools, technical guidance and case studies for UNICEF, and contribute toward strengthening the multi-stakeholder partnerships within the country programme. The PSE Specialist will also contribute to strengthening the business engagement strategy throughout the programme cycle, including the development of the next country programme document (CPD) starting in 2022. According to UNICEF “Engagement with business, Programme guidance to Country Offices” the position will ensure that:
Private sector stakeholders (corporations, umbrella organisations, the Government, the CSO, bi-and multilateral organisations etc) leverage resources to achieve the SDGs for children in Mozambique in innovative ways.
Private companies contribute to finance and collaborate to achieve results for children within the Government of Mozambique and UNICEF’s country programme of cooperation 2017-2020(21).
Private sector is an advocate for children’s rights and;
Private sector changes its own practices regarding children’s and parent’s rights.
Summary of key functions/accountabilities:
Develop a Private Sector Engagementstrategy based on the country context to better integrate business as a core strategy to achieve results for children within the current and future programme cycle.
Provide technical support and strategic direction to UNICEF Mozambique in the engagement with private sector, especially with the extractive industry.  reaching from social policy and advocacy; corporate social responsibility engagement through Child Rights and Business; and funding to the country programme. This includes due diligence, pitch development, and negotiation.
Develop implementation tools and communication materials and strategies relevant to “Business for Results”, with a view to creating uptake by UNICEF Country Office, government, business and other stakeholders and raise awareness of results achieved through addressing business practices posing risks to children. This also includes the capacity building of staff, as part of UNICEF’s “Business for Results” initiative.
Contribute to knowledge generation and management of Key Performance Indicators (KPIs), and supporting the implementation of monitoring and evaluation, in coordination with Regional Office, HQ, including NatComs, and other Country Offices, ensuring visibility and awareness of results achieved through engaging business.
Further details on the activities for each deliverable described below:
Develop a Private Sector Engagement strategy to better integrate business as a core strategy to achieve results for children within the current and future programme cycle.
Conduct a mapping and assessment of the private sector and potential impacts on children rights (including in the SITAN exercise);
Engage with private sector stakeholders identifying potential partnerships/engagements that enhance results for children, aligning industry interest with programmatic results.
Provide technical, support for Corporate Social Responsibility and sustainability areas of different businesses in developing initiatives for children aligned to programmatic priorities of UNICEF.
Explore and identify good practices of business engaging in promoting children’s rights nationally and internationally and promote Horizontal cooperation and multi-stakeholder partnerships.
Develop an office wide B4R rollout strategy.
Document and systematize strategy development and lessons learnt.
Provide technical support and strategic direction to UNICEF Mozambique to engage with the extractive industry reaching from social policy and advocacy; corporate social responsibility engagement through CRB; funding to the country programme.
Identify and develop the approach to engaging with the EI of UNICEF Mozambique reaching from social policy and advocacy; corporate social responsibility engagement through CRB; funding to the country programme. This includes due diligence, pitch development, and negotiation. This in close collaboration with the regional office, HQ, NatComs and other COs as relevant.
Interact directly with prospective partners as required to develop high value partnerships, provide professional account management support to steward and grow the partnerships or engagements
Map out and identify effective approaches and pair strategic external partners to programme priorities.
Research and/or participate in conducting comprehensive analysis of the industry, interests, corporate social responsibility approaches and possible entry points for UNICEF.
Provide technical guidance, in collaboration with RO colleagues as relevant, to businesses on the integration of child rights considerations in their policies, practices and operations.  As well as provide technical support to programe sections on the integration of private sector within their activities. This includes use of UNICEF guidance on PSE and CRB tools and reports. Assess and/or recommend appropriate approaches to rollout the  Business for Results initiative in country.
Develop implementation tools and communication materials:
Support the development of implementation tools and communication materials with the aim of raising awareness on government, business and other relevant stakeholders on the  results achieved through addressing business practices posing risks to children.
Collaborate with internal global/regional partners to enhance and improve business for results practices.
Contribute to knowledge generation and knowledge management
Establish Key Performance Indicators (KPIs) based on global guidance, and support the implementation of monitoring and evaluation of private sector related activities across the country programme, in coordination with Regional Office and where appropriate, HQ and other Country Offices.
Institutionalize/share best practices and knowledge learned/products with global/local partners and stakeholders to build capacity of practitioners/users, and disseminate lessons learned to key audiences including donors and partners.
Support the organization, administration and implementation of capacity building initiatives to enhance the competencies of clients/stakeholders/partners across programme sectors in PSE planning, implementation and evaluation in support of programmes/projects. Develop training materials for training activities and revise them periodically for improvements and updates.
Impact of results
Business directly and indirectly impacts the lives of children as consumers, family members of employees, young workers and as future employees and business leaders.  Children are also part of the communities and environments in which business operate Business leaves a footprint on the lives of children through its products and services, supply chains, manufacturing methods, marketing methods, distribution practices, environmental and social impacts and investment in local communities. One key way in which UNICEF has been engaging business is through addressing child rights in the business ecosystem, working with companies and business stakeholders (including governments and regulators) to create an enabling environment for business to respect and support child rights through their policies, codes of conduct, labour practices, marketing practices, supply chains, etc.   Business has the resources, means and influence to significantly help UNICEF to achieve priority outcomes for children. By strategically leveraging the scale and reach of a business, their communications technologies, capacities and innovative solutions, UNICEF can significantly enhance its reach and access to the most vulnerable communities and can scale-up its programmatic interventions and delivery of services.

MINIMUM QUALIFICATIONS AND COMPETENCIES
Education:
An advanced university degree (Master’s) in Social Sciences, Economics, Development, Business Administration, Corporate Social Responsibility, Public Administration, International Relations, or related field is required.
Work Experience:
A combined minimum of five (5) years of programmme and Corporate Social Responsibility experience, including at least 2 years of experience in management of complex multi-stakeholder partnerships at the national and/or international levels in the development field and/or in a global private sector company is required. Experience working in the private sector, especially with the extractive industries is an asset. Experience in Africa is a plus.
Prior experience in policy and strategy development, design and implementation are desirable.
Prior field experience with UNICEF or another UN Agency, Fund or Programme is highly desirable.
Language Requirements:
Fluency in English is required. Strong knowledge of Portuguese and/or any other Latin language is necessary. Knowledge of another UN language or local knowledge of the duty station is considered as an asset.
