For every child, Purpose of the post
Under the administrative supervision of the Chief Field Office in Kananga and the technical supervision of the Social Policy Specialist in Kinshasa, the incumbent will manage the cash plus nutrition project in the Eastern Kasai province, including its monitoring and evaluation component in collaboration with the Nutrition section.
Technical supervision and guidance will be provided on a day-to-day basis, and regular meetings will be organized between the supervisors and the cash transfer program specialist to review work accomplished and provide advice on course corrections, if necessary.
KEY ACCOUNTABILITIES and DUTIES & TASKS
Within the delegated authority and the given organizational set-up, the incumbent may be accountable for all or assigned areas of the following major duties and end results.
1. Ensure the implementation and provide overall coordination and oversight of the cash plus nutrition programme:
Manage the implementation of the program and readjust it regularly based on the changing situation in the Eastern Kasai province.
Ensure coordination and oversight of programme implementation and ensure roles and responsibilities of all the parties involved
Work in close collaboration with the implementing partner and the FSP to ensure smooth and timely monthly cash distribution and address any targeting issues.
Supervise the Third-Party Monitoring entity activities and gather and analyze monthly monitoring reports are produced by the Third-Party entity
Production of advocacy materials to inform decision making internally and externally.
Gather data and produce analysis to inform, design and plan the evolution of the program towards a larger scale up of the approach.
2. Supervise and support monitoring and research activities:
 Ensure quality monitoring of UNICEF project in collaboration with implementing partners and produce internal monthly monitoring reports.
Coordinate the operational research team in charge of leading the randomized study to analyze the impact and cost-effectiveness of the combined effects of cash transfers and SAM interventions on children under 5 years of age.
3. Provide the operational management of the program, ensure that UNICEF internal operational rules, disbursements to partners are made on time, risk mitigation measures are in place and regularly updated and adjusted if needed. This includes:
Risk management and mitigation measures
Liquidation process
Financial reporting
To qualify as an advocate for every child you will have…
Advanced University degree in International Relations, Public Administration/Public Policy, Humanitarian Affairs, Development, Social Sciences, or a related technical field.
*A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
Five years progressively responsible professional work experience at national and international levels in post-crisis recovery, complex emergencies, humanitarian response, including experience in early recovery.
Experience in emergency cash programing would be a strong asset.
Fluency in both written and spoken French and English. Knowledge of  any local languages as an asset.
Proven ability to conceptualize, plan, coordinate and execute complex processes across a wide range of stakeholders.
Advanced ability to work quickly and under pressure
Demonstrated ability to work in a multi-cultural environment and establish harmonious and effective working relationships both within and outside the organization.
Proven ability to work both independently and as part of a team.
