For every child, resultsWest and Central Africa is home to 12% of the world’s children, it shoulders a disproportionate share of the world’s child rights deprivations related to health, nutrition, education and protection. Also the heavy burden of chronic food insecurity, malnutrition and epidemics compounded by conflict and insecurity, remain the key drivers of humanitarian needs across the region. Within this complex and volatile context, the Planning, Monitoring and Research (PMR) section at WCARO provides technical assistance, oversight and quality assurance to 24 Country Offices in the region and to Regional Office sections on programme planning, implementation (adaptive program and results based management), programme monitoring, office performance, reporting, and evidence generation and analysis in order to promote the coherent, context-sensitive and risk-informed application of UNICEF policies, procedures and guidance towards the acceleration of the achievement of the Key Results for Children in West and Central Africa.

How can you make a difference?
Purpose for the job:Under the guidance of the Regional Chief of Programme and Planning, the purpose of the post is to coordinate West and Central Africa Regional Office planning and reporting processes and support to Country Programme planning exercises in 24 West and Central Africa Country Offices with a broad range of functions- including policy and programmatic work- to ensure that regional and country programmes are aligned with and contribute optimally to national priorities and UNSDCFs, regional priorities, the UNICEF Strategic Plan and UNICEF Organizational policies and priorities.

Key functions, accountabilities and related duties/tasksProvide technical guidance and strategic inputs to the design of key regional meetings (Regional Management Team, Deputy Representatives and Operations Managers, Social Policy, Planning, Monitoring and Evaluation network) as well as of staff trainings on UNICEF Programme, Policies and Procedures (PPP,RBM) ensuring that these learning events contribute to the development and implementation of policy and programmatic standards and priorities across UNICEF Programmes in the region.

Coordinate the development, planning and monitoring of the Regional Office Management Plan, including preparation of the Regional Office annual planning and reporting exercises, regional review of Country Office Annual Reports and preparation of the Regional Office Annual Report.
Support Country Programme Planning processes (programme effectiveness reviews, strategic moments of reflection, programme strategy notes / programme rationale, country programme document, Regional Director presentations to the Executive Board) with a focus on regional quality assurance mechanisms to ensure that Country Programme Planning exercises are in alignment with the latest guidance and organizational priorities, and aligned to UNSDCFs, regional priorities, the UNICEF Strategic Plan and UNICEF Organizational policies and priorities
Provide technical assistance to Country Offices and contribute to policy dialogue on key UNICEF policies and procedures to ensure the highest standards in programme planning and reporting.
Contribute to the preparation of regional strategic documents, including briefing documents, presentations, statements and information for the Regional Director for the Executive Board sessions and other missions as required.
Coordinate internal planning and reporting for the Planning, Monitoring and Research section.
To qualify as an advocate for every child you will have:
Education:Advanced university degree in social sciences or other related field.

Experience:Eight years progressively responsible professional work experience at the national and international levels in social development, management, planning, monitoring and evaluation. Relevant experience/exposure to emergency is an asset.

Language Requirements:Fluent in English and French.
