The position is in the Planning, Monitoring and Research (PMR) section of the UNICEF West and Central Africa Regional Office (WCARO), which is responsible for all aspects related to Regional Office (RO) planning, monitoring, data and technical support to 24 Country Offices in WCAR. The Regional Chief of Programme and Planning heads the Section.


How can you make a difference?

Under direct supervision and overall guidance of the Regional Chief of Programme and Planning, this position supports UNICEF WCARO and country offices to maintain high-quality planning process and products, while systematically strengthening knowledge management, evidence-based programming and culture of learning are anchored in core established planning and review processes. The position contributes to the goal of (i) maintaining excellence in programming and planning across the region; and (ii) embedding strong knowledge management and culture of learning firmly in the UNICEF planning/programming cycle.


Summary Of Key Functions/accountabilities

• Quality assurance of Country Office level planning and review
• Conduct quality assurance/assessment of key planning/monitoring/reporting processes/products of COs;
• Contribute to quality assurance of new country programme development, including the review of Programme Strategy Notes (PSNs), keeping in view the lessons learned and recommendations of the Country Programme Evaluations;
• Promote knowledge exchange among country offices preparing new country programmes.
• Quality assurance of Regional Office level planning and review
• Contribute to the RO annual review process, including preparing the final report of the deliberations and institutionalizing key recommendations and learning into subsequent year activities, support in development of the Regional Office Annual Report;
• Support RO organize planning/review/coordination milestone meetings and processes, such as of Regional Management Team, Deputy Representatives’ meetings, Executive Board presentations, COAR, SMRs, CPD development with key focus on facilitating timely follow-up of action points and promoting coherent and aligned discourse on organizational and regional priorities across different RO/CO platforms;
• Take lead, coordinate and manage functioning of Regional Evidence Committee; document the key action points and follow up to ensure their implementation;
• Coordinate quality planning and review of IMEP across the RO.
• Knowledge Management Strategy and implementation
• Support HQ KM processes, such as the implementation of the Global KM Strategy and the pilot in the 3 WCAR selected COs to establish regional strategies, standards, quality assurance mechanisms for KM;
• Based on the Global KM Strategy, develop, maintain and update a WCARO Knowledge Management Strategy and Governance;
• Lead in the implementation of the KM strategy in the RO, embedded in the core programme planning process and using existing RO platforms and tools;
• Support the implementation of the Global KM Strategy as Regional KM focal Point;
• Promote a common understanding of knowledge management across WCAR, centered around strengthening a culture of learning within UNICEF’s existing processes, practices and products;
• Establish regional norms, standards and quality assurance mechanisms to guide the Regional Office and country offices in their efforts to identify, extract, manage, package and disseminate best practices and lessons learned;
• Coordinate and validate the publication of the semestrial KRC AP Compendium.
• Knowledge exchange and platforms
• Contribute, in close collaboration with the RO ICT section and other resource persons, to the quality upkeep of ECM system;
• Support organization of Regional Office’s webinars on strategic topics;
• Coordinate, maintain and share the latest developments and relevant events with WCAR’s network of KM Focal Points;
• Participate in the interregional fortnightly coordination meetings organized by HQ with other Regional Offices KM Focal Points;
• Monitor and contribute to the OIBC KM Working Group fortnightly meetings;
• Keep abreast of multiple knowledge exchange efforts and platforms in the Regional Office;
• Function as the regional focal point of South-South and Triangular Cooperation.

To qualify as an advocate for every child you will have:

• An Advanced degree in social sciences, management, economics, information and knowledge management, or a related technical field.
• A minimum of five years of progressively responsible professional work experience at national and international levels in planning, reporting, knowledge management, research or a related technical area.
• Proven experience of synthesizing highly technical information from different sources and making it accessible to a wider audience.
• Proven ability to identify emerging trends and themes from a body of knowledge and use it to inform policy and programming.
• Proven ability to conceptualize, plan and execute ideas as well as transfer knowledge and skills.
• Proven writing skills, with an ability to convey complex ideas in a clear, direct, and lively style.
• Excellent knowledge of online collaborative tools with the ability to adapt quickly to technological changes and foster use of appropriate KM tools and technologies to improve KM for internal and external partners.
• Developing country work experience and/or familiarity with emergency is considered an asset.
• Fluency in English and French is required, both oral and written. Knowledge of another official UN language or a local language (Spanish and/or Portuguese) is an asset.
