Under the direct supervision of the Deputy Representative, the incumbent is responsible for providing sufficient resources to achieve results as planned for the 2019-2023 period and ensuring national impact results as defined in the national policies, as well as Key Results for Children and child-related SDGs through leveraging and/or support for the financing of these national goals.
CONTEXT & JUSTIFICATION
Senegal is a lower middle-income country, facing high poverty rates and social exclusion, as well as rapid urbanization and young demographics. The Government adopted a new development strategy in 2014 called ‘Plan Senegal Emergent’. The UNICEF country programme 2019-2023 is anchored in two of the three axes of the Plan for an Emerging Senegal: (a) human capital, social protection and sustainable development; and (b) governance, institutions, peace and security. The country programme supports the Government in providing all children, especially the most vulnerable, access to quality basic social services in education, health, HIV/AIDS, nutrition, WASH, ECD, as well as child protection and social protection in order to develop their full potential to participate actively in society.
In order to mobilize the funds needed for the UNICEF country programme, a Fundraising strategy was developed in 2019. This strategy is instrumental in:
a) providing sufficient resources to achieve results as planned for the 2019-2023 period.
b) ensuring national impact results as defined in the national policies, as well as Key Results for Children and child-related SDGs through leveraging and/or support for the financing of these national goals.
To this end, partnerships will be developed or strengthened with key bilateral and multilateral partners as well as UNICEF national committees. The private sector is another group of key partners which whom the country office wants to further develop strategic partnerships.
The Partnership and Resources Mobilization Specialist will coordinate and support all this work.
Senegal is currently in the midst of the Covid-19 crisis and the country is at breaking point with a threat of a wide spread of the disease which would have catastrophic consequences.
The current emergency response by UNICEF supports the national response plan of the government mainly within the following areas; Coordination, Communication, Supply and logistics, Health, Water, Hygiene and Sanitation (WASH), Nutrition, Education and Child Protection.
For the realization of this response, current and new partners urgently need to be mobilized and additional funds raised. The Partnership and Resource Mobilization Specialist will support these efforts.
Purpose for the job
Under the general guidance of the Deputy Representative, the main purposes of The Partnership Specialist in the Covid-19 emergency response are to;
Support the management in the dialogue with donors and partners.
Coordinate the production of communication material, such as situation reports, concept notes and proposals.
Coordinate reporting, both externally to partners and internally for example to EMOPS.
Support the implementation of the country office’s Fundraising strategy, in particular to develop strategic partnerships with the private sector.
Strengthen the development, coordination and documentation of current and new partnerships.
Improve the visibility of the country programme through the production of new fundraising material and to support the strategic dialogue with partners.
KEY ACCOUNTABILITIES, DUTIES AND TASKS
Under the supervision of the Deputy Representative, the Partnership Specialist will be accountable for following duties and key end-results.
 Partnership and Fundraising in emergency response COVID-19:
Seek and promotes new partnerships and resource mobilization opportunities for the emergency response.
Coordinate and support communication with donors and partners.
Develop briefs, concept notes and other communication materials to enhance UNICEF’s visibility and responds to concrete demands from potential donors and partners.
Coordinate the development of situation reports of the UNICEF emergency response and communicates this to relevant donors.
Partnership and Fundraising country programme:
Implement the CO resource mobilization plan in support to the UNICEF programme of cooperation and the annual work plans.
Further develop tools and standard operational procedures for internal management and documentation of partnership relations and give support in the use of these tools to ensure quality assurance and follow-up actions.
Develop and document knowledge and information on current and prospective partners/donors.
Seek and promote new partnerships (bilateral and multilateral donors, national committees) and resource mobilization both within and outside Senegal and share information with relevant UNICEF staff.
Receive and screen inquiries from potential collaborators and coordinate communication with appropriate UNICEF staff. Contribute to finalizing of funding agreements.
Provide strategic and practical support to management and staff in developing partnerships with the private sector.
Contribute to the development of donor-friendly communications products (programme briefs, concept notes, proposals, digital material). Disseminate these to relevant partners to enhance UNICEF’s visibility and for fundraising purposes.
Contribute to the organization of donor field visits (mainly by national committees) and assist the Communications section to develop other communications tools.
Support in ensuring high quality and grammatical accuracy of English language documents destined for external audiences.
Provide support in reporting and ensure donor requirements in donor proposals and reports.
Perform other related duties as assigned by the supervisor including guiding, training, and coaching short-term staff, including interns and consultants, as needed.
 Impact of Results
The support provided by the Specialist will contribute to:
 More resources and partner engagement raised for the emergency Covid-19 response.
Improved visibility of the Covid-19 response actions.
Enhanced visibility of the UNICEF Senegal country program interventions.
More OR being raised to support the implementation of the country programme.
Stronger and better coordinated relations with key donors and partners.
Improved follow-up and reporting to donors and partners.
Assessment and selection will be based on the following required knowledge/skills/competencies:
Education:
 Advanced university degree in Communication, Global Development, International Relations or equivalent professional work experience combined with advanced university degree in a related area.
Experience:
Five (5) years progressively responsible professional work experience in communication, reporting, fundraising and partnerships, two years of which should be in developing countries. Previous work experience from UNICEF or a UNICEF national committee is considered an asset.

The Partnership and Resource Mobilization Specialist will work under the overall supervision of the Deputy Representative. He/She will work closely with the Coordination team and other programs.
